主炉体的尺寸：

1）.现有行车轨面高度13m；

2）.* 炉头提升到最高时，±0.000m以上炉体总高度≦10.5m;地坑深度约-4.5m；

3）.电极拉杆的最大行程≥1.7m；

最大的炉头提升高度≥1.27m。

炉头旋转：

1）.旋转速度 0~3m/min；

2）.熔炼站间（90°）的旋转时间约60s。

真空系统：

1）.极限真空：（干燥、清洁、空的、无电极）不大于0.067Pa；从大气抽至0.2Pa的时间（干燥、清洁、空的、无电极）不大于15分钟；

2）.工作漏率：泄漏率：（干燥、清洁、空的、无电极）不大于0.05Pa/min；

注：低于0.01Pa 的真空压力可以在HMI上显示。

3）.机械泵应包含底部接油盘。大、小罗茨泵采用水平布局。

2. 交货地点和交货时间：

交货地点：上海宝山区水产路项目现场或招标人指定地点

交货时间：合同生效后13个月内设备FOB真空自耗炉交货

3.*凡确认投标的投标人请登录中国国际招标网平台（http://www.chinabidding.com），务必在开标前注册为其会员并通过年检以获得投标资格，中标情况将在中国国际招标网公示。

4. 购买招标文件时间：2023年02月08日起到2023年02月15日止。

5. 招标平台使用费：招标文件英文版及中文版一套（电子版），若中文和英文版有冲突以中文版为准。

9. *对投标人的资格要求：

（1）本项目不接受代理商投标（投标人同一集团内贸易公司除外）。

（2）投标人或设备制造商具有至少2台（套）不小于8t真空自耗炉成套设备的供货业绩，并能提供GH4169（IN718）或GH4169D（IN718Plus）或GH4720Li（Udimet720Li）等高品质高温合金稳定、批量化生产的有效用户证明文件。

（3）由于项目复杂，技术要求高，任何投标人希望参与本项目均应在开标前与招标人联系开展技术交流并签署技术协议，签订技术协议前须提供业绩合同、批量化生产的有效用户证明文件等；未能签订技术协议的投标人，其投标将被否决；技术协议签字必须在宝钢工程（联系人：庄华 电话：021-26089479 邮箱：zhuanghua@baosteel.com）组织下完成。

（4）本项目最高限价FOB 417.37万美元（不含税）。其他币种以开标当日中国银行总行首次发布的外币对人民币的现汇卖出价进行折算。

（5）未被国家企业信用信息公示系统（www.gsxt.gov.cn）列入严重违法失信企业名单。

（6）未被“信用中国”网站（www.creditchina.gov.cn）列入失信被执行人名单。

Shanghai Baohua International Tendering Co., Ltd.（Hereinafter referred to as Tendering Agency） is commissioned by Baosteel Engineering & Technology Group Co., Ltd.（Hereinafter referred to as tenderer） on Open Tendering for the following goods required in 10t VAR Furnace of BSMC Special Materials New Base Project of Baosteel Engineering & Technology Group Co., Ltd. invites eligible bidders to online e-bidding.

1． The name, quantity, technical specifications and fund sources of goods for tendering：

The name：10t VAR Furnace

Quantity：two sets of 10t VAR Furnace

Technical specifications：

Dimension of main furnace body:

1）.Height of the existing rail top 13m;

2）.* Total furnace body height ≤ 10.5m at maximum lift height of furnace end, ±0,000m and above; pit depth of approx. -4.5m;

3）.Maximum travel of electrode ram: ≥ 1.7m;

Maximum lift height of furnace end: ≥ 1.27m.

Furnace end rotation：

1）. rotation speed: 0~3m/min;

2）. rotation time between melt stations （90°）: about 60s.

Vacuum system：

1）. Ultimate vacuum: （dry, clean, empty, electrode-free） 0.067 Pa and below; duration for pumping from atmosphere to 0.2 Pa （dry, clean, empty, electrode-free） 15 minutes and shorter.

2）. Leak rate of work:

Leak rate: （dry, clean, empty, electrode-free） 0.05Pa/min and below;

Note: Vacuum pressure below 0.01 Pa can be displayed on the HMI.

3）. The mechanical pump shall include the bottom oil pan. Large and small Roots pumps are laid out horizontally.

2. Delivery time and place：

Delivery time：the VAR Furnace shall be delivered FOB within 13 months after the contract comes into force.

Delivery place：Project site, Shuichan Road, Baoshan, Shanghai, or the place designated by the bidder.

3. *The bidders who have confirmed to participate the bid must log on China International Bidding Website （http://www.chinabidding.com）, and register. Please make sure you have registered and passed through the annual review before bidding. The awarding will be publicized on China International Bidding Website.

Baohua E-bidding website （http://www.baohuabidding.com） and China Tendeing & Bidding Public Service Platform （http://bulletin.cebpubservice.com） could also provide the information about tendering project of our company （except invitation of tendering）, interested bidders may login to view relevant information. After login, the bidder could purchase tendering document and bid online.

4. Time for purchasing Tendering documents: Starting from：2023-02-08 to 2023-02-15 （Beijing time）.

5. Sales prices of the tendering document: One complete set of Tendering Documents both in English and Chinese （ electronic version included）. The Chinese language shall govern in case of any discrepancy between Chinese language and the English language.Sales price is 2,000.00CNYor330.00USD

All tendering documents will be sold per bid package （or section）. After purchasing the bid, the bidder can download the tendering document and the template of bidding document. The tendering documents sales are non-refundable.

6. Deadline for bid submission and Bid Opening Time：2023-03-01 09:00（Beijing time）. The bidder shall submit all bidding documents on Baohua tendering website before the bidding deadline.

7. Bid opening method ：One-step of opening。

9. *Requirements of Bidder’s qualification：

（1） Bids from agents are unacceptable （except for the trading companies within the same group as the bidder）.

（2） The bidder or the equipment manufacturer shall have the performance of supplying two and more packages of 8t VAR Furnace assembly, and shall provide valid user documentation proving the stable batch production of high-quality high-temperature alloys such as GH4169 （IN718） or GH4169D （IN718Plus） or GH4720Li （Udimet720Li）.

（3） Due to the complexity and high technical requirements of the project, any bidder wishing to participate in this project shall contact the tenderee for technical communication and conclude the technical agreement with the tenderee before the bid opening. Before concluding the technical agreement, the bidder shall provide valid user ceritification documents that prove its performance contract and batch production. Bids from bidders who fail to conclude the technical agreement will be rejected. The signing of the technical agreement shall be completed under the organization of Baosteel （contact: Zhuang Hua, Tel: 021-26089479, email: zhuanghua@baosteel.com）.

（4） The maximum price for this project is FOB $4,173,700（USD,price excluding tax）, Other currencies will be converted at the spot selling price of foreign currencies to RMB first issued by the head office of Bank of China on the day of bid opening.

（5） Not been listed in the list of seriously illegal and dishonest enterprises by the National Enterprise Credit Information Publicity System （www.gsxt.gov.cn）.

（6） Not been included in the list of persons subject to enforcement for trust-breaking on the website of "Credit China" （www.creditchina.gov.cn）.
