简要规则描述：高东门球体育中心由专业的第三方运行管理以来，运行更加规范、有序、高效，服务覆盖面更加广泛，公益活动深受群众喜爱。为此，2025年度拟再次通过公开采购的方式，选取一家第三方专业单位进行运行管理，主要包括各类场地、场馆日常运行管理、各类活动开展、相关设施维护等。服务范围：门球体育中心大楼4670平方米及6片室外门球场。（具体详见第三章采购需求书）
Brief Specification Description:Since the operation and management of Gaodongmenqiu Sports Center by a professional third party, the operation has become more standardized, orderly and efficient, the service coverage is more extensive, and the public welfare activities are deeply loved by the masses. To this end, in 2025, it is planned to select a third-party professional unit for operation and management through public procurement, mainly including the daily operation and management of various venues and venues, the development of various activities, and the maintenance of related facilities. Service scope: 4,670 square meters of gateball sports center building and 6 outdoor gateball courts. (For details, please refer to Chapter 3 Procurement Requirements)

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprise products will not be subject to price discounts. (c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
