三、商务条款:1、竞价简介:此公开采购是股份四基地各热轧机组2023年4月1日~2024年3月31日需求热轧精轧离心铸造高速钢工作辊的采购。
2、报价要求:1)价格为需方指定交货地点的不含税价(含运杂费、包装费和保险费); 2)报价更改:原则上开标后不再接受供应商的报价更改说明,除非是失误性的错误,例如小数点错位、计量单位看错等,允许修正后进入评标程序。 3)公开采购的内容与合同具有同等法律效力,如有任何变化请在报价前说明。
3、合同执行周期:20230401至20240331
4、交货期要求: 见物料清单的要货期,具体执行根据订单约定的时间
5、验收要求:1、常规条件下,按图纸和技术协议要求对轧辊进行尺寸、硬度和超声波探伤的检测; 2、异常情况下须进行其它无损检测
6、结算付款: 现有供应商验票复核后7日内付7个月的票据,新品种供应商根据新试商务协议付款。
7、质量保证金: 无
8、中标及废标原则:在符合相应制度及要求,与技术代表签订对应的技术条件,满足交货要求的前提下,依据性价比高低、综合评价确定中标人和采购数量。
9、标的物其他要求: 无
10、其他交付要求: 初次供应的国内轧辊需进行出厂前新品检验。供应商的轧辊交付前须在采购系统里上传出厂检测记录。
11、其他保证金: 无
四、技术条款:
五、注册资本必须大于等于10000万元
六、报名要求: 1、国内报名供应商必须是原制造商;2、在行业内具有稳定的、类似品种的持续供应业绩(新(物料)供应商必须提供关于制造能力、类似轧辊的持续供应业绩等的相应的证明材料。3、原欧冶工业品存量供应商通过质量、环境、职业体系等认证的,要求维持并及时更新;新供应商准入,必须同时通过质量、环境、职业体系认证;本单产品需要在质量体系证书认证的业务范围内;满足标的物全部技术指标、功能要求。4、供应商连续两次或累计三次以上公开采购报价错误或废标,原则上可取消本次报名资格,视情况可停止该供应商三个月的报名资格。5、风险防控提示:对于潜在的非欧冶工业品股份有限公司供应商,我们将通过天眼查或启信宝上查询相关信息,如果查询到异常信息将进行确认、要求澄清,乃至取消公开采购的报名资格。
七、资质要求: 轧辊的材质、尺寸、硬度和组织性能依据双方技术人员签名的技术协议执行。技术协议的基本要求见附件
