七、其他公告内容
1、Method of obtaining bidding documents：
(1) Potential suppliers shall send the “supplier’s full name, unified social credit code (if any), supplier’s detailed address, contact person, contact information, and email address” to the huxiubin@cntcitc.com.cn. The subject of the email shall indicate “ICBC Financial Leasing + supplier’s abbreviation”;
(2) After the relevant information is verified, the project manager shall send the electronic tender documents to the supplier’s mailbox;
(3) After receiving the tender documents, the supplier shall remit the bid payment to the following account through a corporate account or personal account, and send the screenshot of the remittance to the huxiubin@cntcitc.com.cn for unified invoicing. If the payment is remitted from a personal account, please indicate the full name of the remitter and the name of the bidder. Potential suppliers who do not provide screenshots of remittances are deemed as unregistered and cannot participate in this tender.

（4）The tender documents are priced at RMB500 (or USD72 or EUR68) per tender package, and are non-refundable after sale.
2、Special note：
（1）This project covers eight subcontracts. Bidders can bid for one or more subcontracts. Subcontract is the smallest bid unit. When participating in multiple tender packages, the bidders shall acquire the tender documents separately according to the tender package, and produce, seal and submit the bid documents.
（2）The shortlisted suppliers of this project are only qualified to provide services related to the shortlisted projects to the tenderer. The tenderer will regularly evaluate the shortlisted suppliers in terms of price, quality and service.After being shortlisted, the tenderer will become a qualified shortlisted supplier by signing a service contract with the tenderer. The tenderer and its branches will carry out commissioned services according to the needs of specific projects, combined with the supplier's ability, quotation and other factors.
3、Eligibility Requirements for Qualified Bidders
3.1 The bidder shall be a legal person capable of independently assuming civil liability or any other organization with nationally recognized
business qualifications;
3.2 The bidder shall have good commercial reputation and sound financial accounting policies;
3.3 During the project cooperation with ICBC or ICBC Financial Leasing in the past three years (the period shall be calculated from the date of incorporation if the bidder was incorporated less than three years ago), the bidder committed no major breach of contract or divulgence of business or technical secrets, and was not included in the banned list in the Management Measures of Industrial and Commercial Bank of China for Banned List of Suppliers with Bad Behaviors and the Blacklist of ICBC Discipline Inspection and Supervision;
3.4 The bidder must undertake that if it becomes a shortlisted supplier for this project, it shall fulfill its contractual obligations during the service period according to the requirements of tender documents and bidding responses, and shall not refuse to provide services to ICBC Financial Leasing Co., Ltd. and its directly managed institutions in any way. Otherwise, ICBC Financial Leasing shall have the right to include the bidder into the banned list, cancel its shortlisting qualification, and take corresponding treatment measures;
3.5 Suppliers under the charge of the same person or with a controlling or management relationship shall not simultaneously participate in the procurement activities under the same project (subproject);
3.6 The tenderee or other organizations that have an interest relationship with the tender or the bidding agency that may affect the fairness of the tender shall not participate in the bid;
3.7 Legal persons or other organizations entrusted with the preliminary consultation or preparation of tender documents for the project shall not participate in the bid of the entrusted project, nor shall they prepare bid documents or provide consultation for the bidders of the project;
3.8 The bidder must acquire tender documents from the bidding agency and complete relevant registration and filing procedures; otherwise, it will be excluded from this tender.
3.9 Joint bidding is not accepted for this project.
3.10 Other requirements
Package 01: Suppliers need to have overhaul capabilities for relevant aircraft types authorized by EASA, FAA, the civil aviation authority of Cayman Islands, Bermuda, and Bailiwicks of Guernsey.
Package 02: Suppliers need to have overhaul capabilities for relevant aircraft types authorized by CAAC and FAA, or CAAC and EASA.
Package 03: Suppliers need to have overhaul capabilities for relevant aircraft types authorized by EASA, FAA, the civil aviation authority of Cayman Islands, Bermuda, and Bailiwicks of Guernsey.
Package 04: Suppliers need to have at least two employees with aircraft maintenance personnel licenses and more than five years of work experience in the aviation industry. (The labor contracts and service agreements of relevant personnel need to be provided as proof)
Package 05: Suppliers need to have at least two employees with aircraft maintenance personnel licenses and more than five years of work experience in the aviation industry. (The labor contracts and service agreements of relevant personnel need to be provided as proof)

Package 07: Suppliers need to have the authorization by FAA of EASA to engage in the airworthiness management of the A320 series and 737 series aircraft, and have the ability to provide Technical support service.
Package 08: Suppliers need to have at least four long-term cooperative flight crew members, and can provide tuning and flight test services for A320 series and 737 series aircraft. (The labor contracts and service agreements of relevant personnel need to be provided as proof)
