*满足招标技术文件中“新钢新材新能源汽车用高牌号电工钢产品方案”的要求；
*满足招标技术文件中“产品规格范围”的要求；
*轧机本体型式：二十辊单机架可逆轧机轧机，具有目前世界一流的厚度、板形自动控制功能；
*卷筒机卷筒名义直径：508/510mm，装套筒后为650mm；
*轧机主传动控制调速采用全数字式变频矢量控制的交流调速方式，整个传动系统应节能、可靠、安全、动态响应速度快；
*传动控制装置与基础自动化系统通过网络相连，实现控制信息的传递、控制系统参数（Parameter）的上传与下载，并可在工程师站上修改；
*辅助传动控制调速采用全数字式变频控制的交流调速方式，整个传动系统应节能、可靠、安全、动态响应速度快；
*辅助传动控制装置与基础自动化系统通过网络相连，实现运行状态及控制信息的实时传递，控制系统参数（Parameter）可方便的上传、下载及修改；
*PLC控制系统的可利用率应不低于99.5%；
*操作台和现场操作箱根据基础自动化控制的需要，配置相应的远程I/O；
*停车分为一般停车、快速停车及紧急停车；紧急停车分传动急停、液压急停；紧急切断系统可对相关配电柜的开关进行控制切断；
*新增4#轧机项目的二十辊单机架可逆轧机机组要求在合同签订后18个月内生产出第1卷合格产品

The requirements of "Product Program of High Grade Electrical Steel for New Energy Vehicles of Xinsteel" in the technical documents of the bidding shall be met.
The requirements of "the scope of product specification" in the technical documents of invitation for tender shall be met.
The main body of the rolling mill is a 20-high single stand reversible rolling mill, which should have the world's first-class automatic control function of gauge and shape.
The nominal diameter of coiler’s mandrel is 508/510mm and the diameter will become 650mm when sleeved.
The main drive system of rolling mill adopts AC speed regulation mode of full digital frequency conversion vector control. The whole drive system should be energy saving, reliable, *safe and fast in dynamic response.
*The transmission control device is connected with the basic automation system through a network to realize the transmission of control information and the uploading and downloading of control system parameters, and the transmission control device can be modified on an engineer station.
*Auxiliary drive speed control using all-digital AC speed control frequency control, the entire drive system should be energy-saving, reliable, safe, fast dynamic response.
*The auxiliary drive control device is connected with the basic automation system through the network to realize the real-time transmission of operation status and control information, and the control system parameter can be easily uploaded, downloaded and modified.
*The utilization rate of PLC control system should be no less than 99.5%.
*The operation desk and field operation box are equipped with corresponding remote I/O according to the needs of basic automation control.
*Stop is divided into general stop, quick stop and emergency stop; Emergency stop is divided into transmission emergency stop and hydraulic emergency stop; Emergency cut-off system can control the cut-off of the switch of the relevant distribution cabinet.
*The new 20-high single-stand reversing mill for the 4# mill project is required to produce first one qualified coil within 18 months after signing the contract.
