The completion period shall be the period starting on the Commencement Date and approximately 50 months 工作范围概述Summary of Work Scope:
对于利用德促贷款项目下子项目的实施，应聘请一个具有国际经验的项目管理咨询顾问（PMC）（以下简称“顾问”），在以 下方面协助项目实施机构：
For the implementation of the KfW-financed project subcomponents an internationally experienced Project Management Consultant (the “Consultant” ) shall be employed and assist the PEA:
l 参与项目准备和实施过程，特别是对详细工程设计审查和招标文件的审查；
During preparation and implementation of the project, in particular during review of the detailed engineering design and review of the tender documents;
l 整个招标过程中的采购事宜，包括合同谈判；
In procurement matters during the entire tender process including contract negotiations;
l 在施工阶段定期进行实地考察，并参与合同实施的关键步骤，进行质量检查和交叉检查;
During construction phase with regular site visits and taking part in crucial steps of contract
implementation, conducting quality checks and crosschecking invoices;
l 参与项目管理，包括向德国复兴信贷银行报告;和
In project management including necessary reporting to KfW; and
l 在施工期间监测环境和社会健康标准（ESHS），以确保项目符合世界银行环境和社会标准（ESS）、世界银行组织通用和特 定行业的EHS指南以及国际劳工组织（ILO）的基本公约。
In monitoring Environmental, Social Health and Safety (ESHS) standards during construction to ensure the Project’s compliance with World Bank Environmental and Social Standards (ESS) and the World Bank Group General and sector-specific EHS Guideline as well as adherence to the Fundamental Conventions of the International Labor Organization (ILO).
