一、招标条件 Tendering Conditions
东非原油外输管道EPC项目招标人为中石油管道局坦桑尼亚国家公司，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件。
The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.

二、项目概况与招标范围 Project Overview and Tendering Scope
2.1项目概况：东非原油外输管道EPC项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主为道达尔勘探开发公司（上游，联络线部分）与道达尔东非中游公司。计划工期为27个月。
East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

A包，坦桑尼亚交货 CIF Dares Salaam Port,Tanzania；
B包，肯尼亚交货 CIF Mombasa Port, Kenya。
Package A shall quote CIF Dares Salaam Port, Tanzania
Package B shall quote CIF Mombasa Port, Kenya
属地投标人Local Suppliers(Uganda Bidders)：
乌干达营地交货。DDP (At site of Uganda).
2.4 交货期 Delivery Time：
最短交货期。
The Tender should provide its shortest delivery time.

三、投标人资格要求 Bidder qualification requirement
3.1 本次招标 不接受 联合体投标。
Bids from joint venture are not accepted.
3.2 国内投标人和国外投标人
投标人须具有独立法人资格，为此项目的专业生产、制造、安装、调试的制造商，对其提供的货物和服务负全面责任。
Chinese Suppliers and International Suppliers:
The Tenderer shall be a manufacturer who possesses independent legal personality, has independence in law and finance and operates legally and shall take full responsibility to the goods and service.
属地投标人
投标人须具有独立法人资格，为此项目的专业生产、制造、安装、调试的制造商授权的代理商，对其提供的货物和服务负全面责任。代理商须提供“制造商出具的授权函”。
Local Suppliers:
The Tenderer shall be an agent company appointed by the manufacturer who possesses independent legal personality, has independence in law and finance and operates legally and shall take full responsibility to the goods and service.The agent company should provide the Form for Power of Attorney.
3.3 本次招标要求投标人具备有效的ISO9000证书及相关企业资质。
Qualification requirement: The bidder should have the Certificate of ISO9000 and enterprise qualification。
3.4财务要求：
国内投标人：提供近三年（2021-2023）经审计的财务报告（经会计师事务所或审计机构审计的财务会计报表，包括但不限于资产负债表、现金流量表、利润表和财务情况说明书或报表附注）。投标人不存在进入清算程序、被宣告破产或其他丧失履约能力的情形。成立日期晚于要求年份的，从成立年起计算。
Chinese Suppliers: The bidder should provide financial reports for 3 years(2020-2023), including but not limited to balance sheets, cash flow statements, income statements and financial statements. The reports should be audited by accounting firms or institutions. The bidder should not be in the situation of bankrupt or unable to perform the contract; If the date of establishment is later than 2021, it shall be counted from the year of establishment.
国外投标人和属地投标人：投标阶段，需提供承诺函。承诺函内容为：技术商务评审合格后且授标前，提供近三年经审计的财务报表（成立日期晚于要求年份的，从成立年起计算）。投标人财务报表经招标人审核，投标人如存在进入清算程序、被宣告破产或其他丧失履约能力的情形，招标人有权取消其中标资格。
International Suppliers and Local Suppliers:
The Tenderer shall undertake in the bid, once passed Commercial and Technical evaluation,before LOA issued, to provide audited financial statements for the past three years（If the date of establishment is later than 2021, it shall be counted from the year of establishment）.The bidder’s financial reports should be evaluated by the Tenderee. If finding the bidder is in the situation of bankrupt or unable to perform the contract,the Tenderee shall be entitled to cancel its bidding qualification or shall not award contract.
3.5 信誉要求（适用于中国厂家）：Credit requirements（Applicable to Chinese Suppliers）
投标人在国家企业信用信息公示系统（http://www.gsxt.gov.cn)、信用中国网站未被列入严重违法失信企业名单或失信被执行人名单。
The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system and credit China website .
3.6其它要求（适用于中国厂家）：Other requirements（Applicable to Chinese Suppliers）
投标人未被中国石油天然气集团有限公司/中国石油管道局工程有限公司列入黑名单、暂停投标资格或取消投标人资格或禁止准入。
The bidder has not been suspended /disqualified the bid qualification by CNPC.
3.7 业绩要求：投标人具有本项目类似产品供货业绩，提供有效证明材料（合同复印件）。
The bidder should provide the similar products\' performance and the relevant contract documents.
投标人资格要求中的任何一项均为否决项，如有不满足，投标人的投标将被否决。
Any bidder cannot meet the above requirements should be rejected.

六、投标文件的递交Submission of Bidding Documents
Bidding documents shall be composed of two components, “Technical proposal” and “Commercial proposal”
The Technical proposal shall be submitted to biddingtechnical5@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 26th Sept, 2024.
The Commercial proposal shall be submitted to bidcommercial5@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 26th Sept, 2024.. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com
The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of the tendering& trading platform or designated email ID.
