3、投标人资格要求
投标人应具备的资格或业绩：
3.1 投标人应为依法成立、有效存续独立法人。招标人不接受联合体形式的投标人。
3.2 投标人应满足以下要求：
3.2.1 注册资本：设备制造商注册资本必须达到5000万元及以上。
3.2.2 财务状况要求：投标人待解决诉讼（包含执行程序中的相关案件）、仲裁的标的总额不能超过投标人净资产的30%。
投标人必须提交过去3年（2015-2017或2014-2016）的经过会计师事务所审计的审计报告，以表明投标人的财务能力。
3.2.3 资质要求： 1.设备制造商必须具备有效的质量管理体系证书、环境管理体系证书以及职业健康安全管理体系证书。
投标时须提供以上资质文件的复印件。 2.设备制造商须同时具有特种设备制造许可证（锅炉）A级、特种设备制造许可证（压力容器）A2级或D2级、2级及以上特种设备安装改造维修许可证书。投标时须提供以上资质文件的复印件。 3.2.4 生产经验：设备制造商必须具备5年及以上燃气锅炉的生产经验，须提供生产经验的证明文件。 3.2.5 业绩要求：投标人近5年（2013年1月1日至今，以合同签订时间为准）须具有不少于1份与本次所投设备相同品牌的燃气锅炉供货业绩，投标时须提供合同复印件（包含首页、盖章页以及货物清单页）或用户证明原件等有效证明资料。如招标人要求，投标人须配合提供上述业绩的资金往来、发票等证明材料，配合招标人的现场查验，以证明业绩的真实有效性，如限期内投标人未提供上述证明材料或未能履行相关义务，视为相应业绩无效。 3.2.6 本项目接受设备制造商或代理商参与投标。如为代理商投标，应提供设备制造商原厂针对本项目出具的唯一投标授权书（正本）。格式详见第九章附件及投标范本格式。 3.2.7 售后服务：投标人若为制造商，应在中国设有常驻服务机构或委托代理机构，并能够提供及时有效(项目所在地)的售后服务；投标人若为代理商，其代理品牌的制造商应在中国设有常驻服务机构或委托代理机构进行售后服务。（售后服务机构若为代理机构，需提供制造商出具的售后服务授权书，格式自拟）。 3.2.8 投标人不得以他人名义投标或者以其他方式弄虚作假（包括提供虚假的财务状况或者业绩等），骗取中标。投标人以他人名义投标或者以其他方式弄虚作假，骗取中标的，中标无效，给招标人造成损失的，依法承担赔偿责任；构成犯罪的，依法追究刑事责任。有关行政监督部门有权依法给予投标人行政处罚，招标人有权在公司网站上对投标人弄虚作假的行为进行公示。 3.3 同一品牌只限一个投标人参与同一项目的投标。 3.4 投标人在招标文件要求的投标截止时间前，应当在中国国际招标网（www.chinabidding.com）免费注册，注册时应当在招标网在线填写招投标注册登记表，并将由投标人加盖公章的招投标注册登记表及工商营业执照（复印件）提交至招标网；境外投标人提交所在地登记证明材料（复印件），投标人无印章的，提交由单位负责人签字的招投标注册登记表。投标截止时间前，投标人未在招标网完成注册的不得参加投标。 3.5 投标人应严格遵守中国有关的法律和规章条例,且投标文件应符合中国有关的法律和规章条例的相关规定。 3.6 投标人必须提供无行贿犯罪记录。无行贿犯罪记录，应提供投标人注册地或项目所在地检察机关出具的企业无行贿犯罪档案查询结果告知函原件（出具日期应在招标公告发布之日或以后，查询期限为告知函出具日前三年）。 3.7 根据有关法律法规等规定，经在报名现场通过“全国法院失信被执行人名单信息公布与查询平台”查询，凡列入失信名单的投标单位，其报名无效。 3.8 单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目投标。投标人投标时应提供公司的企业章程，该章程应包括公司股权结构、主要股东名称或投资方。 3.9 投标人必须满足上述合格投标人资格要求，并依照要求在投标文件中提供详细证明文件，不满足上述要求提供或未提供有效证明文件的，其投标将被否决。

3.Qualification Requirements For Bidder
Qualifications or Performance：3.1 The bidder shall be an independent legal person established legally and validly. Bidders who do not accept the form of a consortium. 3.2 Bidders shall meet the following requirements: 3.2.1 Registered Capital: Equipment manufacturer registered capital must reach 50 million yuan and above. 3.2.2 Financial situation requirements: bidders to be resolved litigation (including the relevant cases in the implementation procedures), the total amount of arbitration can not exceed the bidder's net assets of 30%. Bidders must submit audit reports audited by an accounting firm for the past 3 years (2015-2017 or 2014-2016) to indicate the financial capability of the bidder. 3.2.3 Qualification Requirements: 1. The equipment manufacturer must have the valid Quality Management system certificate, the Environmental Management system certificate as well as the occupational health and Safety Management system certificate. A copy of the above qualification documents shall be provided upon bidding. 2. Equipment manufacturers must also have a special equipment manufacturing license (boiler) A-class, Special equipment manufacturing license (pressure vessel) A2 or D2, Grade 2 and above special equipment installation renovation maintenance license. A copy of the above qualification documents shall be provided upon bidding. 3.2.4 Production Experience: equipment manufacturers must have 5 years or more experience in the production of gas boilers, must provide production experience of supporting documents. 3.2.5 Performance requirements: Bidders for nearly 5 years (January 1, 2013 to present, when the contract is signed, there shall be not less than 1 of the supply performance of the gas boiler with the same brand as the equipment, the tender must provide a copy of the contract (including the home page, the stamp page and the list of goods) or the original user certificate and other valid proof data.
