二、投标人资格要求

2. Bidder qualification requirements:

（一）投标人须为在中华人民共和国境内依法登记成立并有效存续的法人、非法人组织，并持有合法有效的营业执照（提供投标人营业执照）。

(1) The bidder must be a legal person or non-incorporated organization legally registered and validly existing within the territory of the People's Republic of China, and hold a legal and valid business license (provide the bidder's business license).

1．投标人未被列入“信用中国”网站(www.creditchina.gov.cn)中的“失信被执行人”或“重大税收违法失信主体”或“政府采购严重违法失信行为记录名单”记录名单内,不处于中国政府采购网(www.ccgp.gov.cn)“政府采购严重违法失信行为信息记录”中的禁止参加政府采购活动期间。

③被列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单的供应商，不得参加本项目的投标活动。

②Two or more suppliers are not allowed to participate in the bidding at the same time if one of the following circumstances occurs. Once found, it will be treated as collusive bids, and the relevant bids will be regarded as invalid bids:
