Tender Announcement for

1. Introduction

1.1. Infrastructure and Construction Works of SEDRA Phase 3,4 &5 and WAREFA Single Family Units (“Project”) has been awarded to Branch of China Harbour Engineering Co., Ltd (“Main Contractor”). The Project is located in Riyadh, Saudi Arabia, and developed by  ROSHN Group Company (“ROSHN” or the “Employer”). In order to carry out this Project, We herein issue a tender announcement for the Supply and Installation of VRF System.

1.2. This Tender will be organized by China Harbour Engineering Co., Ltd (to know more about CHEC, please visit the website: https://www.chec.bj.cn/pub/chec_pc/en/), and the contract will be signed and carried out by the Branch of China Harbour Engineering Co., Ltd with the winning Tenderer.

2. Project Overview

There are 6,796 units of villas in this project, of which 5,183 units are the part of Sedra Phase 3, 4 & 5, and 1,613 units are in Warefa. The total ground floor area of this project is about 2.12 million square meters.

3. Scope of Tender

The Scope of Tender is supply and installation of VRF System for 6796 units of villas.

4. Qualification of Tenderer

4.1. The Tenderer shall be a corporate legal person capable of independently bearing civil liability.  Any form of joint venture or consortium is not acceptable.  

4.2. For the Tenderer who win the bid, using different name between the tender stage and contract stage shall be not accepted at all.  

4.3. The same Tenderer can only be the exclusive authorized distributor, dealer or agent of one brand and shall not be the distributor, dealer or agent of multiple brands.

4.4. The Tenderer and his key personnel shall not be included in any national or international sanctions lists.

4.5. The Tenderer shall have similar scale and types of project in KSA and other GCC Countries separately in last 3 years.

4.6. The Tenderer shall have Saudization, Zaka Certificate, GOSI, ISO Certificate, SASO Certificates and other certificate required by the Tenderer.

4.7. The Tenderer shall have a completed after sale service system in KSA.

4.8. If a Tenderer wins the Tender, the contracting entity shall consistent with the tender entity. Otherwise, the Tender Guarantee will be confiscated and Tenderer will bear the loss of the bidder. The Tenderee has the right to sign the contract with other suitable Tenderer.

4.9. The shareholders, actual controlling shareholders, directors, supervisors, senior managers of the every Tenderers shall not have any direct or indirect control relationship with each other.

5. Obtaining the Tender Documents

5.1. Interested eligible Tenderer, shall register on the Supply Chain Management Information System of CCCC (China Communications Construction Company Limited) (http://ec.ccccltd.cn/PMS/) and choose to participate in the tendering as the supplier.  The supplier shall be registered as a "China Harbour Engineering Company Limited" level supplier. Suppliers who are newly registered or are not sure whether they are in the "China Harbor Engineering Co., LTD." can contact the Tender contact person for assistance.

5.2. Please download the document at 9:00 am KSA Time September 30^th 2024 to 3:00 pm KSA Time October 5^th 2024 KSA Time, on the website of the Supply Chain Management Information System of CCCC (http://ec.ccccltd.cn/PMS/) , the paper version of the Tender Documents are not provided.

5.3. No fee will be charged for this Tender Document。

6. Submission of Tender Documents

6.1. The deadline for Tender will be 11:30am KSA Time on October 20^th, 2024. The Tenderer shall upload the bid documents through the supply chain information system within the prescribed time range, and the submission time shall be the successful time of upload.

6.2. The Tenderer shall submit the Tender Documents on the Supply Chain Management Information System of CCCC (website: http://ec.ccccltd.cn/PMS/) before the deadline. Any other methods of submission, such as E-mail, express mail, etc., will not be accepted.

6.3. Each Tender file should not exceed 50MB. If a larger file needs to be uploaded, please divided into multiple files.

6.4. The Tenderee shall not accept the Tender Documents which are not successfully uploaded or the documents cannot be opened normally within the time limit, and the Tenderer shall bear all the responsibilities.

6.5. Tender Guarantee, in the amount of three hundred and fifty thousand Saudi Riyals (SAR 350,000), shall be in the form of a bank guarantee or remittance given by the Tenderer. The original letter of guarantee shall be submitted to 2^nd Floor, Building D, at Business Gate, Riyadh, CHEC’s Branch Headquarter, recipient by Mr. Xu Linhuan (+966 539784962) from Procurement Department, before the Tender deadline.

7. Tender Opening

Tender opening shall be conducted online in the Supply Chain Management Information System of CCCC (website: http://ec.ccccltd.cn/PMS/). Offline tender opening will not be organized and Tenderers do need to be present.

8. Media for Publishing Announcements

Tender announcement, Tender addendum (if any), Tender opening, notice of winning result, etc., will be released through the Supply Chain Management Information System of CCCC (website: http://ec.ccccltd.cn/PMS/).
