Project backgroundIntroduction In order to promote the green and high-quality agricultural and rural development in Guangxi, enhance its overall strength in agriculture and rural areas, and foster sustainable rural environmental development, Chinese Government has requested Asian Development Bank (ADB) to provide loans and technical assistance for Guangxi Environmentally Sustainable Rural Development Demonstration Project (the Project) for a loan of CNY 1.099275 billion from the ADB’s ordinary capital resources to help finance the Project, with a loan term of 20 years, including a grace period of 6 years. The project will adopt integrated solutions to bring a paradigm shift in rural development by promoting innovative practices, supporting rural green economic development, and delivering rural climate resilience. The Executive Agency (EA) is the Government of the Guangxi Zhuang Autonomous Region, represented by the Guangxi Department of Agriculture and Rural Affairs (DARA). The project implementing agencies of the project are Guangxi Administration Center of Foreign Funded Project for Agriculture (PMO) and Guangxi Beibu Gulf Bank (GBGB).Project outputs The Project includes two components, respectively “Project Loan” (Output 1) and “Financial Intermediary Loan” (FIL, Output 2). The financial intermediary bank is Guangxi Beibu Gulf Bank. Output 1: Capacity building and institutional development. Covering four aspects, respectively: the thematic studies on environmental sustainability and climate resilience; training and knowledge sharing for stakeholders; improving environmental management and project implementation capabilities; project monitoring, evaluation and reporting. Output 2: Establishment of the rural ESG (environment, social and governance) financing facility, to support agricultural enterprises (cooperatives, family farms and other agricultural operating entities) to develop the whole agricultural industry chain through ESG financing mechanism and Financial Intermediation Loan (FIL) mode.Consulting service client This document is an indicative mandate outline for the External Environmental Monitoring and appraisal agency to ensure that the implementation of the project complies with the laws and regulations of the People's Republic of China and the Asian Development Bank's Safeguards Policy Statement (2009). The client of the consulting service is Guangxi Administration Center of Foreign Funded Project for Agriculture. II. Objectives of consulting services Recruit a qualified External Monitoring Agency (EMA) to form an expert team to carry out the monitoring and evaluation (M&E) of the compliance of the Environmental Management Plan (EMP) and the Environmental and Social Management System (ESMS) during the project implementation period, as required by the Loan Agreement, Project Agreement, and Project Administration Manual (PAM). This is to provide consulting services to the project implementation agencies (IAs) in reviewing environmental changes, supervising project implementation, addressing environmental pollution issues, protecting biodiversity, and completing occupational health and safety monitoring and training etc. The consulting firm shall provide the consulting services to ensure that the Project will be implemented in accordance with the ADB relevant guidelines and procedures, that the quality and efficiency of the work at all stages of the project implementation are improved, as to attain the overall project objectives. III. Scope of consulting services and contents (I) Scope of external environmental monitoring` INTERNAL. This information is accessible to ADB Management and staff. It may be shared outside ADB with appropriate permission. The scope of environmental monitoring tasks includes, but is not limited to: (i) external monitoring and evaluation of the environmental management performance of the subprojects under the Output 2 of the Project - Financial Intermediary Loan (FIL), identifying issues and proposing corrective measures; (ii) monitoring on the environmental compliance and documenting monitoring results; (iii) conducting at least four times of field survey each year; (iv) reviewing the implementation and monitoring reports of the EMP and the ESMS (sampling analysis); (v) identifying the adverse environmental impacts during implementation, if any, comparing with predicted impacts, assessing the effectiveness of mitigation measures, and proposing remedial or corrective measures if necessary; (vi) reviewing the public consultation conducted and Grievance Redress Mechanism (GRM) handling, and providing reporting to the PMO in an acceptable format and quality; (vii) recommending corrective actions to address environmental compliance as needed. (II) Contents of services and responsibilities 1. Gain familiarity with the project sites and monitoring requirements: (i) review of the items listed as “External Monitoring” in Table EMP-5 of the EMP, as well as the overall Initial Environmental Examination (IEE) and EMP etc.; (ii) meetings with the project agencies; and (iii) site visits. 2. Collaborate with the environmental coordinators of the PMO, the financial intermediary (FI) and the Project Implementation Units (PIUs) to collect relevant information on environmental impacts and carry out related environmental monitoring activities. 3. Assess the relevance and adequacy of the monitoring variables and the proposed monitoring frequencies listed in EMP for and ESMS for the “external monitoring”. If needed, recommend additional variables and/or changes in monitoring methods or frequencies to ensure that key environmental impacts are sufficiently monitored, and to improve the likelihood for early identification of impacts. Variables which are beyond the official mandate or skills of the agency, but which the agency may consider to be important, should be identified, for subsequent review and action by the PMO and ADB. 4. Design an environmental monitoring plan which includes: (i) a clear methodology and work schedule; (ii) the specific variables listed in EMP and ESMS for “external monitoring” (unless otherwise suggested); and (iii) any additional variables recommended. Provide a clear rationale for any changes proposed to the“external monitoring” in EMP and ESMS. 5. Design and establish a simple database (e.g., in Excel) to store all collected data. Data should be entered and stored in a clear and simple format that enables comparison of values over time. Ensure that data is backed up on at least one external storage device. 6. Implement the monitoring plan (including sampling and analyzing) to review project progress and compliance with the EMP and ESMS, as well conduct independent verification of the project’s environmental management performance. Undertake field visits as required, to identify any environment-related implementation issues, propose necessary corrective actions, reflect these in a corrective action plan. The findings will be reported in the format acceptable to ADB every six months and provide list of required corrective actions. 7. Conduct field survey at least for four times each year. While on site, provide demonstrations to the project agencies (including the PIUs, contractors, and construction supervision companies) in the monitoring, and emphasize the links between good construction practices and reducing environmental risks. 8. The EMA is required to submit an immediate report to the PIUs, GBGB, and PMO if any cases of non-compliance with the EMP and ESMS’s monitoring standards, or any other environmental management issues that may be observed on site. In this case, the EMA is required to timely determine if any adverse impacts INTERNAL. This information is accessible to ADB Management and staff. It may be shared outside ADB with appropriate permission. have occurred during project implementation, compare the predicted impacts with the actual environmental impacts, assess the effectiveness of the mitigation measures, and suggest remedial and enhancement measures, as required 9. Identify any cases of exceedance or incompliance of values against the project standards, and the reasons for such exceedance or incompliance. 10. Participate in ongoing stakeholder consultations and evaluation and reporting on how environmental grievances, if any, are handled and make recommendations to resolve any issues or problems and providing independent advice to the PMO, GBGB and PIUs. 11. Cooperate with the Project Implementation Support consulting firm, provide training on environmental protection, internal environmental monitoring, and other related topics to the PMO, FI and PIUs, and work closely with stakeholders to accomplish relevant tasks. 12. Prepare and submit semi-annual external monitoring reports to ADB and the PMO. 13. Upon completion of the project, prepare and submit a draft final report and a final report (incorporating the results of review comments). 14. Other tasks related to the external M&E of the Project assigned by the PMO. IV. Duration of consulting service The duration of the consulting service shall be from the effective date of the contract to June 30, 2030, subject to the actual completion date of the project. V. Implementation arrangement The external environmental monitoring services during the project implementation period will be carried out by a selected team of consultants through the recruited EMA. A total of 34 person-months of national consulting services will be required. The consulting firm can also recommend non-key experts based on their understanding of the Project to facilitate the project implementation. The external M&E will be financed by ADB loan, and the EMA will be recruited by the PMO according to ADB’s “Procurement Regulations for ADB Borrowers - Goods, Works, Non-consulting and Consulting Services” (2017, as amended from time to time) through Consultants’ Qualifications Selection (CQS) method. VI. Qualification requirements (I) Qualification requirement on consulting firm INTERNAL. This information is accessible to ADB Management and staff. It may be shared outside ADB with appropriate permission.The EMA should be an independent legal entity, or a qualified non-governmental organization (NGO) or community-based organization (CBO). 2. The EMA shall have good track record and reputation, with preferably 3 years’experience in conducting external environmental monitoring for projects funded by ADB, the World Bank or other IFIs. Prior experience in environmental consulting and monitoring for projects related to environmental improvement, rural environmental upgrading, and rural agricultural development funded by ADB, the World Bank or other IFIs is preferred. 3. Possess the national-level CMA certification required for conducting environmental monitoring. 4. The EMA should preferably be familiar with the procedures and requirements of ADB financed projects. Priority will be given to those with experience in FIL projects under ADB loans. The preference will be given to those with experience in providing consulting services for projects in Guangxi financed by international financial institutions such as ADB and the World Bank. 5. The EMA shall ensure the provision of all certified equipment and other resources needed for monitoring, analyses and reporting, including field sampling and laboratory equipment and logistical resources (vehicles etc.) 6. The EMA are required to assign qualified and experienced staff to be directly involved in site visits, monitoring, analyses, and reporting activities who has: (i) a degree in environmental management or related field (preferable postgraduate degree or above); (ii) an ability to communicate and work effectively with local experience in data communities, contractors, and government agencies; (iii) collection and analyses and report preparation; and (iv) good physical health and fitness to visit remote project construction sites and in different seasons. (II) Requirements for the key specialists The specialists are required to have: (i) relevant degrees and qualifications; (ii) sound technical experience in relevant professional fields with sufficient practice; and (iii) experience in project consulting services in China.Environmental Specialist/ EMA (Team Leader) (National, 10 person-months) The specialist should preferably have a postgraduate degree or above in environmental science or a related field, with preferably 10 years of experience in external environmental monitoring and assessment for similar projects. The specialist should preferably be familiar with the ADB’s safeguard policies, relevant environmental and climate change adaptation guidelines and requirements, as well as domestic environmental safeguard guidelines and requirements in China. Prior experience working as an environmental specialist on projects funded by ADB or the World Bank is preferred. Priority shall be given to those with experience working on projects funded by the Asian Development Bank, World Bank, or other IFIs in Guangxi. Good communication and writing skills in both Chinese and English are required. The team leader shall perform but not limited to the following major tasks: (1) Organize all the activities of the team.Lead and set up the monitoring methodology, including design of baseline and tracer surveys.Work and coordinate with relevant agencies within the project to implement the tasks of the external M&E activities.Lead and conduct the external M&E activities and required surveys to collect data and information at office and project sites, and then analyze the findings. It may be shared outside ADB with appropriate permission.Prepare external environmental M&E reports which include conclusions and recommendations. (6) Submit project environmental M&E reports to ADB. (7) Discuss and reach agreement with the PMO, GBGB and PIUs on the proposed measures to be taken. Including but not limited to: (i) coordinating the entire monitoring and assessment work in accordance with contract requirements; (ii)Evaluate the environmental and social monitoring data management module of project management MIS system, and propose opinions and suggestions; (iii) developing detailed work plans and procedures; (iv) conducting regular field investigations; (v) holding regular meetings to review progress and propose improvement measures; (vi) reviewing monitoring and assessment work plans and training plans; (vii) proposing suggestions based on the progress and participating in handling pollution accidents or any unexpected emerging environmental issues; (viii) reviewing and proposing suggestions on changes related to environmental impacts; (ix) review environmental sections contained in the construction management plan, and to review compliance of environmental protection systems developed by contractors; (x) reviewing M&E reports and consolidating M&E report at completion. B. Environmental quality specialist / site surveyor (National, 1 position, 12 person-months) The specialist should preferably have bachelor’s degree or above in Environmental Sciences or related field, with preferably at least 5 years of external environmental M&E for similar projects. Candidates with experience in ADB and World Bank’s projects are preferred. The specialist should preferably have good communication and writing skills in English and Chinese. The specialist shall perform but not limited to the following major tasks: (1) Assist the environmental specialist in carrying out the monitoring on the project implementation to ensure that the environmental implementation is in compliance with the EMP. (2) Under the guidance of the environmental specialist, carry out field surveys, including sampling and analyzing. (3) Analyze the data collected from the field surveys. (4) Provide assistance to the environmental specialist for the preparation of the external environmental M&E reports. (5) Conduct any other duties assigned by the environmental specialist/team leader. Including: (i) undertake field survey and inspection under the guidance of Team Leader; (ii) conduct environmental monitoring at project sites, and evaluate control of pollutants for compliance with relevant environmental standards and regulations; (iii) identify issues and report in a timely manner and propose mitigation measures; (iv)arrange site meetings for effective coordination with the PMO, PIUs and contractors and deliver training on a needed basis; (v) participate in handling pollution accidents or any unexpected emerging environmental issues under the guidance of Team Leader; (vi) assist Team Leader in review of variations in relation to environmental components; (vi) prepare external environmental M&E reports and consolidated M&E table. C. Biodiversity specialist (National, 1 position, 6 person-months) The specialist should preferably have postgraduate degree or above in biology, ecology, environmental science or related fields, with preferably 8 years of professional working experience specific to the position and assignment, and the demonstrated experience in vegetation cover monitoring and biology conservation. The specialist shall perform but not limited to the following major tasks: (1) Assist the team leader to carry out the project implementation and ensure that the project is carried forward as planned. (2) Under the leadership of the team leader, carry out necessary field tests and inspections for test research, and analyze test data results. INTERNAL. (3) Under the leadership of the team leader, conduct the collection and field investigation of biodiversity information related to environmental external monitoring, and analyze and research the collected data. (4) Assist the team leader to prepare the research reports and deliverables. (5) Carry out other tasks assigned by the team leader. D. Occupational health and safety specialist (National, 1 position, 6 person-months) The specialist should preferably hold a postgraduate degree or above in environmental science, health, safety, or related fields, with preferably 6 years of professional work experience relevant to the position and assignment, including experience in occupational health and safety monitoring and training. The specialist shall perform but not limited to the following major tasks: (1)Assist the team leader to carry out the project implementation and ensure that the project is carried forward as planned. (2)Collaborate with IAs and environmental specialist to conduct the assessment of occupational health and safety education and training needs, and develop strategies and frameworks for occupational health and safety training course development. (3)Establish a curriculum system and related courses in priority areas such as environment, health care, and safety protection. (4)Develop a phased implementation plan for occupational health and safety training based on the progress of project implementation. (5)Analyze the results, shortcomings, and improvement methods of the training based on the records of occupational health and safety implementation. (6) Assist the team leader to prepare the research reports and deliverables. (7) Carry out other tasks assigned by the team leader. VII. Reporting requirements (I) Deliverables 1. Semi-annual external environmental monitoring reports. The EMA is required to submit the semiannual external environmental monitoring reports to ADB and the PMO to verify whether sound environmental management practices are applied, and the set environment targets are being achieved. 2. Final report. 3. Other environmental monitoring report as required by ADB or the PMO. (II) Deadline for submission of deliverables 1. The semi-annual external monitoring reports shall be submitted respectively before January 15 and July 15 each year. 2. The final report shall be submitted within 1 month after physical completion of the project. 3. Other reports shall be submitted within the prescribed timeline by ADB or the PMO. (III) Requirements of deliverables 1. The environmental EMA is required to prepare and submit an Inception Report to the PMO within one month after site mobilization which includes the methodology , man-month arrangement, work plan, as well as the outline of the monitoring reports. 2. The external environmental monitoring reports will include, but not be limited to: (i) a description of activities conducted in the reporting period and their results; (ii) all cumulative data collected up to the current reporting period; (iii) identification of any instances of noncompliance with the target standards; (iv) any additional observations (qualitative or quantitative); (v) lessons learned; and (vi) the work where the schedule for the next semiannual monitoring period. It may be shared outside ADB with appropriate permission. implementation of EMP measures is not satisfactory, the EMA will recommend actions to enhance environmental compliance. 3. The final report will summarize the results, conclusions, lessons learned, and recommendations for the 6-year monitoring activities. All raw data will be handed over to the PMO and GBGB, in a clear and simple format. 4. The EMA will take full responsibility on the content and quality of the reports, and revise the reports based on the comments of ADB and the PMO. Format of the reports will be proposed by the EMA in the technical proposal, and the EMA may seek guidance from examples of reports on ADB website. 5. All reports are required to be prepared both in English and Chinese. Each report should provide one soft copy and two hard copies, submitted separately to ADB (in English) and PMO (in both English and Chinese). All the reports to be submitted to ADB are subject to the review the PMO. VIII. Other requirements on consulting firm (I) The EMA shall have extensive experience in providing external environmental monitoring for similar projects implemented in China. The consulting firms participating bidding are encouraged to provide suggestions for better project implementation in their technical proposals. The cost implications of these suggestions should be clearly outlined in the financial proposals, and the proposed suggestions will be addressed during the contract negotiation. (II) All relevant data collected, stored and processed by the consulting firm in the external monitoring and evaluation process belong to the PMO and shall not be disclosed without the consent of PMO. After the completion of the contract performance period, all documents and data shall be handed over to the PMO. (III) Any expenses incurred by the EMA during the provision of consulting services, including but not limited to third-party service fees, expenses for purchasing or acquiring data and information related to project implementation, and fees for non- key specialist services, shall be covered by the financial proposal of the consulting firm. IX. Collaboration provided by the Client (I) Designate the external monitoring coordinator to collaborate with the EMA. (II) Provide necessary coordination for the EMA to carry out the EMA activities. X. It may be shared outside ADB with appropriate permission. 利用亚洲开发银行贷款 广西环境可持续乡村发展示范项目 外部环境监测咨询服务 任务大纲 合同号:CS-PM-3 编制单位:广西农业外资项目管理中心 日期:2024 年 7 月 目 录 一、项目背景 ...................................... 3 二、咨询服务目的 ..................................4 三、咨询服务范围及内容 ............................4 四、服务期限 ...................................... 7 五、实施安排 ...................................... 8 六、资格要求 ...................................... 8 七、报告要求 ..................................... 13 八、咨询公司的其他要求 ...........................15 九、委托方提供的协作 .............................15 一、项目背景 (一)概述 为推动广西农业农村绿色高质量发展,提高广西农业农 村的综合实力,促进广西农村环境可持续发展,中国政府己 要求亚洲开发银行为广西环境可持续乡村发展示范项目(以 下简称“项目”)提供贷款和技术援助,并己经向亚洲开发 银行从普通资本来源申请贷款人民币 10.99275 亿元来建设 广西环境可持续乡村发展示范项目,贷款期限为 20 年,包 括 6 年的宽限期。项目将采用综合措施,通过推广创新实践,支持农村绿色经济发展,提升农村对气候适应能力,转变乡 村发展模式。 项目执行机构为广西壮族自治区人民政府,由广西农业 农村厅作为执行代表。实施机构为广西农业外资项目管理中 心(项目办)和广西北部湾银行。 (二)产出 项目包括“项目贷款”(产出一)和“金融中介贷款”(产出二)两部分。金融中介为广西北部湾银行。 产出一:能力提升和机构发展建设,包括开展气候适应 性和环境可持续性的课题研究,面向利益相关方的培训和知 识分享活动,提高环境管理和项目实施能力,项目监测、评 价和报告等四大方面内容。 产出二:建立农村环境、社会和治理(ESG)融资机制,主要通过中介银行转贷支持农业企业(合作社、家庭农场等 农业经营主体)发展农业全产业链。 (三)咨询服务业主 本文件是外部环境监测和评估机构的指示性任务大纲,以确保项目的实施符合中华人民共和国法律法规和亚洲开 发银行关于环境管理的《保障政策声明》(2009)要求。咨 询服务的业主为广西农业外资项目管理中心。 二、咨询服务目的 选聘一家合格的外部监测机构(EMA)组建专家团队,根 据项目《贷款协定》、《项目协议》、《项目管理手册》的 要求,对项目《环境管理计划》和《环境与社会管理系统》的实施进行外部监测和审查,为项目实施机构在审查环境变 化、监督项目实施情况、处理环境污染问题、保护生物多样 性以及完成职业健康、安全监测培训等方面提供评估咨询服 务。咨询公司提供的咨询服务,应确保项目按照亚洲开发银 行相关政策、指南和程序实施,提高项目实施各个阶段的工 作质量和效率,从而实现项目总体目标。 三、咨询服务范围及内容 (一) 外部环境监测范围 环境监测的任务范围包括但不限于:对项目产出二项下 金融中介贷款子项目的环境管理绩效进行独立监测,识别存 在问题并提出纠正措施;对环境合规性进行监测,并记录监 测结果;每年至少进行 4 次实地调查;审查《环境管理计划》和《环境与社会管理系统》实施和监测报告(抽样分析);在实施过程中识别不利的环境影响,并与预测的影响进行比 较,评估缓解措施的有效性,必要时提出补救或纠正措施;评估已经进行的公众咨询以及申诉处理机制的使用情况,向 项目办提交以可接受的格式和质量的报告。根据需要建议纠 正措施以解决环境合规问题。 (二)服务内容及职责 1、熟悉项目现场和监测要求:审查《环境管理计划》表 5 中的“外部监测”所列举的内容,以及整个《初步环境 审查》、《环境管理计划》和《环境与社会管理系统》等文 件;与项目单位召开会议;开展现场考察。 2、与项目办、金融中介机构、实施业主的环境协调专 员协作,收集有关环境影响的相关信息,开展相关环境监测 工作。 3、评估《环境管理计划》和《环境与社会管理系统》中列出的“外部监测”监测变量和计划监测频率的相关性和 充分性。如有必要,建议增加额外变量和/或改变监测方法 或监测频率,以确保充分监测重点环境影响,并提高早期识 别影响的可能性。如识别有超出授权范围或技术能力,但可 能认为是重要的变量,应提交供项目办和亚行随后审查和采 取行动。 4、设计环境监测计划,包括: 明确的方法和工作时间 表;《环境管理计划》和《环境与社会管理系统》中列出的“外部监测”的具体变量(除非另有建议);建议的任何其 他变量。如涉及更改这些“外部监测”变量,则应提供充分 和清晰的理由。 5、设计并建立一个简单的数据库(例如,在 Excel 中)来存储所有收集的数据。数据应以清晰、简单的格式输入和 存储,以便于进行比较不同时间的值。确保至少在一个外部 存储设备上备份数据。 6、实施监测计划(包括取样和分析),以审查项目进 度和《环境管理计划》和《环境与社会管理系统》的实施状 态,并对项目的环境管理绩效进行独立的核验。根据需要进 行现场访问,确定任何与环境相关的实施问题,提出必要的 纠正措施,并将其反映在纠正措施计划中。调查结果应每隔 六个月以亚行可接受的格式提交给亚行,同时附上所需纠正 措施清单。 7、每年至少开展 4 次现场调查。现场向项目相关单位(如:实施业主、承包商和施工监理)进行监测示范,并强 调良好施工实践与降低环境风险之间的关系。 8、发现有不符合《环境管理计划》和《环境与社会管 理系统》的情形、或现场可能观察到的任何其他环境管理问 题,向实施业主、北部湾银行和项目办报告,将预测影响与 实际环境影响进行比较,评估缓解措施的有效性,并根据需 要提出补救和增强措施。 9、识别超出或不符合项目标准的任何情况,以及此类 超出或不符的原因。 10、参与正在进行的利益相关者协商、评估和报告如何 处理环境申诉(如有),并提出解决问题的建议,同时向项 目办、北部湾银行和实施业主提出独立的建议。 11、与项目管理咨询公司合作,向项目办、金融中介、实施业主等提供环境保护、环境内部监测等相关培训,并与 各利益相关者密切合作,共同完成相关工作任务。 12、编制半年度外部监测报告并提交亚行和项目办。 13、项目完工后,编制并提交最终报告草案和最终报告(纳入审查意见的结果)。 14.项目办交办的与项目环境外部监测相关的其他工作。 四、服务期限 外部环境监测服务期预计从中标合同生效之日起至 2030 年 6 月 30 日,具体监测结束日期以项目实际关账日为准。 五、实施安排 项目实施阶段的环境外部监测将由选聘的外部监测机构(EMA)组建专家团队提供。总共需要 34 个人月的国内咨询服务。咨询公司可以根据非关键专家对项目的理解,推荐非关键专家,以最大限度地促进项目实施。外部监测与评估咨询服务费用使用 亚行贷款资金支付,外部监测机构由项目办根据《亚洲开发银行 采购政策-货物 M&E 服务与咨询服务》(2017 年,不时修订)“基 于咨询顾问资格选择”(CQS)进行选聘。服务地点在广西。环境 外部监测关键专家需求见表 1。 表 1: 关键专家需求和投入

六、资格要求 (一)咨询公司资格要求 1、外部监测机构(EMA)应为独立法人资格的公司/机构或合 格的非政府组织(NGO)或社区组织(CBO)。 2、具有良好的业绩记录和声誉,至少有 3 个为亚洲开发银 行、世界银行贷款或其他国际金融组织贷款项目开展外部环境监 测工作的经验,有亚洲开发银行、世界银行贷款或其他国际金融 组织贷款的环境改善、农村环境改善、农业发展等项目的环境咨 询、环境监测经验优先。 3、拥有开展环境监测所需的国家级 CMA 认证; 4、熟悉亚洲开发银行贷款项目的程序和要求,有亚洲开发 银行贷款项目金融转贷项目(FIL)咨询服务经验优先;有在广 西实施的亚洲开发银行、世界银行贷款或其他国际金融组织贷款 项目提供咨询服务优先。 5、配备充足的用于开展监测、分析和报告所需的所有认证 设备和其他资源,包括现场取样、实验室设备以及后勤资源(车 辆)等; 6、拥有充足且经验丰富的团队成员,能直接参与现场考察、监测、分析和报告活动,团队成员应具有:环境管理或相关领域 的学位(硕士或以上学位);能与当地社区、承包商和政府机构 进行有效沟通和合作的能力;具有数据收集、分析和报告编写经 验;身体健康,可以在不同季节访问偏远的项目施工现场。 (二)关键专家资格要求 专家应具有:(1)相关学位和资格;(2)相关专业领 域丰富的技术经验和足够的实践经验;(3)中国咨询项目 的经验。 A 环境专家/外部环境监测机构组长(国内专家,10 人 月) 环境专家应具有环境科学或相关环境领域的研究生及 以上学历;拥有至少 10 年类似项目的外部环境监测与评估 经验;熟悉亚洲开发银行的保障政策声明、相关环境和气候 变化指南和要求及中国国内环境保障指南和要求,有作为环 境专家在亚洲开发银行或世界银行贷款项目工作经验的优 先;有在广西实施过亚洲开发银行、世界银行或其他国际金 融组织贷款项目工作经验的优先;具有良好的中英文沟通和 写作能力。组长负责但不限于以下主要任务: (1)组织团队的所有活动; (2)组织和建立监测方法,包括设计基线和跟踪调查;(3)与项目涉及的相关单位或机构合作和协调,以开 展外部监测与评估; (4)组织和开展外部监测与评估活动及必要的调查,收集书面和现场的数据和信息,并分析调查结果; (5)编制外部环境监测与评估报告,包括结论和建议;(6)向亚洲开发银行和项目办提交报告; (7)与项目办、北部湾银行和实施业主讨论并达成拟 采取的措施。包括但不限于:根据合同要求协调整个监测与 评估工作;对项目管理 MIS 系统的环境社会监测数据管理模 块进行评估,提出意见和建议;制定详细的工作计划和程序;定期开展现场调查;定期召开会议,审查工作进度并提出改 进措施;审查监测与评估工作计划和培训计划; 根据进展 情况提出建议,参与处理污染事故或任何意外出现的环境问 题;审查与环境影响相关的变化并提出建议;审查施工管理 计划中的环境章节,并审查承包商制定的环境保护体系的合 规性;审查监测与评估报告,并在项目完成时撰写综合监测 与评估报告。 B 环境质量专家/现场调查员(国内专家,1 个职位,12 人月) 专家应具有环境科学或相关环境领域学院本科或以上 学历;拥有至少 5 年类似项目的外部环境监测与评估经验;有亚洲开发银行和世界银行项目经验的优先。具有良好的中 英文沟通和写作能力。环境质量专家负责但不限于以下主要 任务: (1)协助环境专家监测项目实施情况,以确保项目的 实施符合环境管理计划; (2)在环境专家的指导下,进行实地调查,包括抽样 和分析; (3)分析实地调查数据; (4)协助环境专家编制外部环境监测与评估报告;(5)履行环境专家/组长指派的任何其他任务。包括:在组长的指导下进行现场调查和检查;监测项目现场环境状 况,评估污染物控制是否符合相关环境标准和法规;及时发 现问题并报告,并提出缓解措施;安排现场会议,与项目办、 实施业主和承包商进行有效协调,根据需要提供培训;在组 长的指导下参与处理污染事故或任何突发环境问题; 协助 组长审查与环境部分相关的变化;编制外部环境监测与评估 报告,并编制综合监测与评估报表。 C 生物多样性专家(国内专家,1 个职位,6 人月) 专家应具有生物学、生态学、环境科学或相关领域研究 生及以上学历;拥有至少 8 年相应职位和任务的专业工作经 验;有植被覆盖监测和生态保护方面的经验。生物多样性专 家负责但不限于以下主要任务: (1)协调组长开展项目实施,确保项目按计划推进;(2)在组长的领导下,开展生物多样性研究必要的实 地测算等工作,并分析测算数据结果; (3)在组长的领导下,开展与环境外部监测相关的生 物多样性信息的收集和实地调查采集,并对其进行分析研究;(4)协助组长编制研究报告及成果文件; (5)履行组长指派的其他任务。 D 职业健康与安全专家(国内专家,1 个职位,6 个人月)专家应具有环境、保健、安全防护或相关领域研究生及 以上学历;拥有至少 6 年相应职位和任务的专业工作经验;有职业健康、安全监测培训方面的经验。职业健康与安全专 家负责但不限于以下主要任务: (1)协调组长开展项目实施,确保项目按计划推进; (2)与项目实施机构、环境专家协商,开展职业健康 与安全教育与培训需求评估,并制定职业健康与安全培训课 程开发策略、框架; (3)在环境、保健、安全防护等优先领域建立课程体 系和相关的课程; (4)根据项目实施进度,分期制定职业健康与安全培 训的实施计划; (5)根据职业健康与安全的实施记录情况,分析培训 的成果、不足与改进方式; (6)协助组长编制研究报告及成果文件; (7)履行组长指派的其他任务。 七、报告要求 (一)可交付成果 1、半年度环境外部监测报告:每半年向亚行和项目办 提交半年度外部环境监测报告,以确认是否采用了良好的环 境管理实践,以及是否实现了设定的环境目标。 2、最终报告。 3、亚行或项目办要求提交的其他关于环境的监测报告。 (二)成果交付时间 1、半年度外部监测报告提交时间为每年度 1 月 15 日、7 月 15 日前; 2、最终报告提交时间为项目完工后一个月内。 3、其他报告根据亚行或项目办的要求在规定时间内提 交。 (三)成果要求 1、环境外部监测机构在进场后一个月内,应向项目办 提交一份《启动报告》,内容包括:方法论、人月安排、工作 计划以及监测报告大纲等。 2、外部环境监测与评估报告包括但不限于:报告期内 开展的活动和结果的说明;截至本报告期所收集的所有累积 数据;识别任何不符合目标标准的情况;任何其他的发现(定 性或定量);经验教训;下一个半年监测期的工作计划,包 括如果《环境管理计划》的措施落实不令人满意,外部监测 机构应提出建议纠正的措施,以加强环境合规。 3、项目最终报告将总结 6 年监测计划的结果、结论、经验教训和建议。所有原始数据将以清晰、简单的格式移交 给项目办和北部湾银行。 4、外部监测机构对提交的监测和评估报告的内容和质 量负责,如果需要,应根据亚行和项目办的意见修改报告。报告格式由外部监测机构在技术建议书中提出,可参考亚洲 开发银行官方网站公示的案例。 5、所有报告均需以中英文编写,每份报告应提供一份 软拷贝和两份打印版,分别提交给亚洲开发银行(英文)和 项目办(中英文版)。所有提交亚洲开发银行的报告需经项 目办同意。 八、咨询公司的其他要求 (一)环境外部监测机构应具备在中国实施过类似项目 环境外部监测工作丰富经验,鼓励竞标咨询公司在提交其技 术建议时,对更好地实施项目提出建议,建议所涉及到的费 用问题应在财务建议中详细阐明,所提建议也会在咨询合同 磋商阶段得到处理。 (二)咨询公司在外部监测和评估过程,收集并存储处理的 所有相关数据属于项目办,未经项目办同意不得外泄,合同履行 期结束后,所有文件及数据需移交给项目办。 (三)环境外部监测机构在提供服务过程中发生的第三方费 用,包括但不限于第三方服务费用、购买或获取与实施项目相关 的资料和数据费用、非关键专家服务费用等,均应包含在财务建 议书中。 九、委托方提供的协作 (一)指定与外部监测机构协作的环境专员。(二)为外部监测开展提供必要的协调工作。 十、咨询费用支付 咨询费用的支付将根据咨询公司已完成并提交合格的 监测报告的数量,同时结合项目实施进度按比例进行。
