一、招标条件 Tendering Conditions
本项目已按要求履行了相关报批及备案等手续，资金来源已落实，具备招标条件，现进行邀请招标，邀请贵公司参与投标。
The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid.
二、项目概况与招标范围 Project Overview and Tendering Scope
2.1、项目概况 Project overview:
项目概况：本工程为原油外输管道，线路起点位于尼日尔Koulele首站，终点位于贝宁赛美港，包含一座单点系泊和9座输油站，将尼日尔的原油出口。本管线包含2部分：陆上部分和海上部分。
陆上部分分为两段，尼日尔段和贝宁段，线路全长为1950km，管径为Φ508mm，设计压力9MPa。尼日尔段线路长度为1257km，6座泵站（PS01-PS06），35座阀室，并计划修建尼亚美生活营地。贝宁段线路长度为675km，2座泵站（PS07-PS08），1个陆上终端，24座阀室，并计划修建赛美生活营地。
海上部分为贝宁赛美港的海上终端，包括1座SPM系统和2条平行海洋管道，每条约14.4km，管道直径为711mm，设计压力5MPa。
Project Overview: This project is a crude oil export pipeline, the line starts at Koulele head station in Niger and ends at Port Sémé in Benin, including a single point mooring and 9 stations to export crude oil from Niger. The pipeline consists of 2 sections: an onshore section and an offshore section.
The onshore section is div ided into two sections, Niger section and Benin section, the total length of the line is 1950km, the pipe diameter is Φ508mm, the design pressure is 9MPa. The length of the Niger section is 1,257km, with 6 pumping stations (PS01-PS06), 35 valve chambers, and the construction of Niamey living camp is planned. Benin section line length is 675km, 2 pumping stations (PS07-PS08), 1 land terminal, 24 valve chambers, and plans to build Saimi living camp.
The offshore section is an offshore terminal at the Port of Saïmé in Benin, including 1 SPM system and 2 parallel marine pipelines of about 14.4km each, with a pipeline diameter of 711mm and a design pressure of 5MPa.

天津、上海/青岛港交货总价（含13%增值税价格）TIANJIN, SHANGHAI/ QINGDAO PORT TOTAL RMB PRICE(INCLUDING 13% VAT)
国外投标人（非属地）INTERNATIONAL SUPPLIERS(OUTSIDE CHINA TENDERERS)：
CIF LOME PORT, TOGO USD PRICE. 多哥洛美港到岸美元价格。

2.4 交货期 Delivery time：
最短交货期。
The Tenderer should provide its shortest delivery time.
三、投标人资格要求 Bidder qualification requirement
3.1 本次招标 不接受 联合体投标。
Bids from joint venture are not accepted.
3.2 投标人要求具有独立法人资格，投标人应为业主指定品牌的制造商或具代理商或贸易商，应具有与本招标项目相应的供货能力，对其提供的货物和服务负全部责任。
The tenderer shall have the status of an independent legal person. The tenderer shall be a manufacturer or agent or trader of the brand designated by the owner. The tenderer shall have the supply capacity corresponding to the bidding project and take full responsibility for the goods and services provided by the tenderer.
品牌要求：业主短名单为米勒、电友和林肯三个品牌。授权要求：业主指定品牌公开招标，投标人需要持有短名单中品牌授权。
Brand requirements: The brands approved by Owner are Miller, DENYO and Lincoln.
Authorization requirements: The Owner designated the brands for public bidding, the Tenderer needs to provide the manufacturer or brand authorization letter.
3.3 本次招标要求投标人应具备有效 ISO9001证书及相关企业资质。
Qualification requirement: The tenderer should have the Certificate of ISO9001 and enterprise qualification.
近三年最少具备一个类似项目业绩。The tenderer shall have at least one similar products manufacturing experience for oversea project in nearly 3 years and provide contract copy.
投标人需在投标文件中如实写明中标后该批货物的生产地址，如生产、制造加工基地，如与投标人营业执照中的注册地址不同，需提供生产、制造加工地的资质，不接受生产分包。
The bidder shall，in your technical or commercial proposal，explicitly listed the Manufacturing site of the goods if you win the bid. For example, the production and manufacturing processing base, which is different from the address in the bidder's business license, shall provide the qualification of the production, manufacturing and processing place and shall not accept subcontracting.
3.4财务要求：
国内投标人：提供 3 年度（2021-2023）财务报告，经会计师事务所或审计机构审计的财务会计报表（未完成2023年财务审计的可提供2020-2022年的财务审计报告），包括但不限于资产负债表、现金流量表、利润表和财务情况说明书（或报表附注）的复印件。不存在进入清算程序、被宣告破产或其他丧失履约能力的情形；成立日期晚于要求年份的，从成立年起计算。
Chinese Suppliers: The bidder should provide financial reports for 3 years(2021-2023), including but not limited to balance sheets(If the financial audit for 2023 has not been completed, the financial audit report for 2020 to 2022 can be provided), cash flow statements, income statements and financial statements.The reports should be audited by accounting firms or institutions. The bidder should not be in the situation of bankrupt or unable to perform the contract; If the date of establishment is later than 2020, it shall be counted from the year of establishment.
国外投标人和属地投标人：投标阶段，需提供承诺函。
承诺函内容为：技术商务评审合格后，提供近三年经审计的财务报表。
International Suppliers and Local Suppliers: The Tenderer shall undertake in the bid, once Passed Commercial and Technical evaluation, to provided audited financial statements for the past three years.
3.5 信誉要求（适用于中国厂家）：Credit requirements:（Applicable to Chinese Suppliers）
在国家企业信用信息公示系统（http://www.gsxt.gov.cn)、信用中国网站（www.creditchina.gov.cn）未被列入严重违法失信企业名单或失信被执行人名单。
The Tenderer has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system (http://www.gsxt.gov.cn)and credit China website (www.creditchina.gov.cn)
3.6其它要求： （适用于中国厂家）（Applicable to Chinese Suppliers）
投标人未被中国石油天然气集团有限公司/中国石油管道局工程有限公司列入黑名单、暂停投标资格或取消投标人资格或禁止准入。
The Tenderer has not been suspended /disqualified the bid qualification by CNPC。
投标人资格要求中的任何一项均为否决项，如有不满足，投标人的投标将被否决。
Any Tenderer can not meet the above requirements should be rejected.
四、招标文件的获取 Acquisition of Tendering Documents
Time of receiving the tendering documents: 9:00 AM on 19 June,2024 to 5:00 PM on 28 June,2024 (Abu Dhabi time, the same below).

五、投标文件的递交Submission of Bidding Documents
Bidding documents shall be composed of two components, “Technical proposal” and “Commercial proposal”
The Technical proposal shall be submitted to biddingtechnical3@enlinkenergy.com before 9:00 AM (Abu Dhabi Time),1 July, 2024.
The Commercial proposal shall be submitted to bidcommercial3@enlinkenergy.com before 9:00 AM (Abu Dhabi Time),1 July, 2024. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com.
The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of the designated email ID.
