简要规则描述：根据上级文件（沪志委（2023）3号、浦史办（2024）4号）要求，为全面、客观、系统地编纂地方志，发挥地方志在促进经济建设和社会发展中的作用，高东镇拟通过公开采购的方式，选取一家合格的供应商开展《高东镇志（2003-2023）》的编纂工作。服务内容包括：镇志资料的收集、采访、论证；镇志内容的图文编纂、设计、排版、编校审阅、评审等。（具体详见第三章采购需求书）。
Brief Specification Description:In accordance with the requirements of higher-level documents (Hu Zhi Wei [2023] No. 3, Pu Shi Ban [2024] No. 4), to compile town chronicles comprehensively, objectively, and systematically, enhancing their role in promoting economic construction and social development, Gaodong Town intends to select a qualified supplier through public procurement for the compilation of "Gaodong Town Annals (2003-2023)." Services include collection, interviews, verification of historical data; compilation, design, typesetting, editing, and review of content.
合同履约期限：自合同签订之日起38个月。
The Contract Period:38 months from the date of contract signing.

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies:2. Government procurement policy qualification requirements: (1) Implement reserved share measures to increase the participation of SMEs in government procurement, supporting SME policies: This project is specifically targeted at micro enterprises, with no price discount policies applied during evaluation for products offered by small and medium-sized enterprises (SMEs). (2) Support for welfare units for the disabled, treating them equivalently to micro enterprises, to foster their participation in government procurement.

（4）本项目不允许转包。
