Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. Signalling System for the new extension projects – Tuen Mun South Extension (TME) and Hung Shui Kiu Station (HSK) as detailed below are packaged under Contract 1552:
a) TME is the extension of the Tuen Ma Line (TML) southward from its existing terminal at Tuen Mun Station, via a new intermediate station at Tuen Mun Area 16, to a new terminal station at Tuen Mun South near Tuen Mun Ferry Pier, serving the Tuen Mun South community by providing commuters with our safe, reliable, efficient and environmentally friendly railway service; and
b) HSK is a proposed new railway station to be constructed between Tin Shui Wai Station (TIS) and Siu Hong Station (SIH) on the existing TML, serving the future Hung Shui Kiu / Ha Tsuen New Development Area (HSK/HT NDA) and nearby residents.
The Corporation intends to appoint a consultant to carry out independent assessments and audits on the safety and service reliability of the Signalling System provided under Contract 1552 to obtain an independent professional judgment that the works is designed, manufactured, installed, tested and commissioned for safe and reliable operation.
The scope of Works for Contract 1552 includes the design, procurement, manufacture, supply, delivery, storage, installation, testing, commissioning, setting to work, performance demonstration, training, decommissioning and rectification of defects and maintenance during the Defects Liability Period for the complete Signalling System, including the modification of existing TML Signalling System in order to allow seamless through running between Tuen Mun South Station (TMS) and Wu Kai Sha Station (WKS) and train stabling in new tracks.
Expressions of Interest are invited from qualified consultants with the necessary experience, capability and resources to carry out the independent safety assessment.
2. Scope of Services
2.1 The Consultant shall perform the role of an independent safety assessor to review and assess the signalling works provided under Contract 1552 against the latest international standards which include EN50126, EN50128 and EN50129 and the international Engineering Safety Management Handbook.
2.2 The Consultant shall conduct independent safety assessments and audits at the signalling contractor’s premises including factories, manufacturing facilities, design offices, site offices, and on site in Hong Kong, Mainland China and overseas.
2.3 The scope of services includes independent assessments and audits on the Contractor’s safety management systems and the service reliability during the design, manufacturing, installation, testing and commissioning (T&C) phases of signalling works for:
a) TML extension between TUM and TMS overrun (approximate 2.4km), including:
i) Two new stations – A16 and TMS;
ii) Two new stabling sidings at A16;
iii) Two new stabling tracks with 6 stabling berths at PHD-E;
b) new HSK between TIS and SIH;
c) trainborne equipment for the new rolling stocks provided by Contract 1551;
d) Modification of the trainborne signalling system for existing trains and locomotives; and
e) Modification of existing TML signalling system including VCC4 & SCS for SIH and TUM.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. 8 January 2025 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5. Deadline to Return Answers / Information
Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Consultants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6. Other Matters
As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
