一、 入围招标目的
Purpose of Shortlisting Bidding
为进一步提升订单海洋运输保障能力，规避航运质量风险，实现 降本增效，特启动海洋运输承运商入围招标工作。审核合格后入围新 兴铸管（埃及）股份有限公司的海运合格承运商名录，可参加各运输 航线的投标及比价工作。
In order to further enhance the capabilities of marine transportation to support orders, mitigate shipping quality risks, and achieve cost reduction and efficiency improvement, we are initiating the shortlisting bidding for international ocean shipping carriers. Qualified carriers will be listed in the qualified carrier directory of Xinxing Ductile Iron Pipes Industry Co., S.A.E, allowing them to participate in the bidding and quotation for various transportation routes.
二、 项目概况及项目要求
II. Project Overview and Requirements
我公司择优选择新兴铸管（埃及）股份有限公司的国际海洋运输 入围合格承运商，承运产品为本公司建设期间的基建建材，设备及集 装箱业务，范围和运量根据合同实际情况而定。本次入围的合格承运 商具有参与新兴铸管（埃及）股份有限公司海运招标及比价资格，但 并不因此取得实际承运货物的资格或承运数量方面的承诺，具体项目 中标结果以届时发布的招标或比价结果为准。我公司将根据实际情况 对入围名单进行调整。欢迎国内及海外符合要求的海运服务承运商参 加审核。
Our company will select qualified international ocean shipping carriers from Xinxing Ductile Iron Pipes Industry Co., S.A.E to transport construction materials, equipment, and containers during the company’s construction period. The scope and volume will be determined based on the actual contract. Qualified carriers in this shortlist have the right to participate in the bidding and quotation for marine services; however, this does not guarantee the actual shipment of goods or the commitment to the quantity. The specific project bid results will be based on the tender or quotation results released at that time. Our company reserves the right to adjust the shortlist based on actual circumstances. We welcome
domestic and overseas shipping service carriers that meet the requirements to participate in the review.
三、 资质要求
III. Qualification Requirements
1、具备独立法人资格（包含在中华人民共和国大陆地区及港澳 台地区和阿拉伯埃及共和国依法注册的企业），有能力提供我司所需 服务。 Independent legal personality qualification (including enterprises registered in mainland China, Hong Kong, Macau, Taiwan, and the Arab Republic of Egypt), with the ability to provide required services.
2、（1）中华人民共和国大陆地区及港澳台地区的营业执照主营 业务需包含国际货物运输代理，公司成立年限 3 年（含）以上，常驻 海外分支机构不低于 2 家且运营时间不低于 2 年或在中东地区长协代 理营运机构不低于 2 家且运营时间不低于 2 年，注册资金不低于 2000 万元人民币，2021-2023 年期间年营业额在 10 亿人民币以上； 2. (1) For enterprises registered in mainland China, Hong Kong, Macau, and Taiwan, the main business scope must include international freight forwarding. The company must have been established for a minimum of 3 years, with no less than 2 overseas branches operating for at least 2 years, or it
must have at least 2 long-term cooperative agencies in the Middle East, with at least 2 years of operation. The registered capital should be no less than CNY 20 million, and the annual turnover from 2021 to 2023 should exceed CNY 1 billion.
（2）阿拉伯埃及共和国的营业执照主营业务需包含国际货物运 输代理，公司成立限 3 年（含）以上，在阿拉伯埃及共和国国内与 3 家（含）以上的大型国营及民营上市公司企业有关于物流运输和仓储 报关的合作且业务运营时间不低于 2 年，注册资金不低于 30 万美元，2021-2023 年期间，营业额不低于 1000 万美金。
(2) For enterprises registered in the Arab Republic of Egypt, the main business scope must include international freight forwarding. The company must have been established for a minimum of 3 years, with at least 3 large state-owned or private listed companies in Egypt cooperating on logistics, transportation, and customs clearance for at least 2 years. The registered capital should be no less than USD 300,000, and the turnover from 2021 to 2023 should be no less than USD 10 million.
3、具备一般纳税人资格，涉及美元费用时（海运费），需开具 增值税普通发票（免税），注册于港澳台地区和阿拉伯埃及共和国的，发票代开需提供投标单位与代开单位加盖公章的说明。（涉及到埃及 进口的本地物流业务需开 14%增值税发票。）
3. Qualified as a general taxpayer, when dealing with
expenses in USD (ocean freight), it is required to issue a VAT ordinary invoice (tax-free). For companies registered in Hong Kong, Macau, Taiwan, and the Arab Republic of Egypt, if invoice outsourcing is involved, an explanation with the official seal of both the bidding unit and the outsourcing unit is required. (Local logistics services in Egypt need to issue a 14% VAT invoice.)
4、拥有完善的质量管理体系，ISO 质量管理认证，具备良好的 综合实力和经营实力，获得物流企业的认证，需提供 2021-2023 年度 不间断从事建设建材、设备和集装箱的海运业务证明（例如合同、提 单、发票、银行流水等资料。）。
4. Possess a comprehensive quality management system, ISO quality management certification, good overall and operational strength, and certification from logistics enterprises. Provide evidence of continuous engagement in marine transport of construction materials, equipment, and containers from 2021 to 2023 (such as contracts, bills of lading, invoices, bank statements, etc.).
5、承运商信誉良好，业内无不良合作历史，近三年无重大安全 事故，当前无重大诉讼案件；本次招标入围结果确定前，（包括自身 作为实际承运人、名义承运人或承运人代理人的情况）有不良记录的，不具备入围资格；入围后发生不良记录的，停止参与新项目报价；失
信企业不具备投标资格。
5. Carriers must have a good reputation, no adverse cooperation history in the industry in the past three years, and no major safety accidents. Entities with a negative record before the shortlisting bidding results are determined will not qualify for shortlist. If any adverse records occur after shortlisting bidding, the entity will be disqualified from participating in new project quotations, and dishonest enterprises will not be eligible to bid.
6、投标保证金 50 万 人民币，需在报名截止时间前电汇至新兴 铸管股份有限公司下述指定账户，否则不具备参加入围招标资格。如 未入围，投标保证金在本次招标结束后退还至原付款账户。如入围，投标保证金自动转为履约保证金，作为承运人履约保障，在履行承运 责任期间，一旦出现货损、违约，新兴铸管股份有限公司有权直接扣 除相关费用和损失，履约保证金在入围期内全部合同履约完毕后退还 至原付款账户。
6. Bid deposit CNY 500,000, which must be remitted to the designated account of Xinxing Ductile Iron Pipes Co., Ltd. before the registration deadline. Otherwise, shortlisting bidding qualification will not be granted. If not qualified, the bid deposit will be refunded to the original payment account after the end of this tender. If qualified, the bid deposit will
automatically be converted into a performance guarantee, serving as a guarantee for the carrier’s performance. In case of cargo damage or breach of contract during the period of carrying out carrier responsibilities, Xinxing Ductile Iron Pipes Co., Ltd. has the right to deduct relevant expenses and losses directly from the performance guarantee. The performance guarantee will be refunded to the original payment account after the completion of all contracts during the shortlisting period.
7、本次招标不接受联合投标，否则无效。注册于港澳台地区和 阿拉伯埃及共和国的投标单位，仅涉及增值税发票代开的，不在此排 除范围内。
7. This tender does not accept joint bids; otherwise, it will be invalid. Bidding units registered in Hong Kong, Macau, Taiwan, and the Arab Republic of Egypt, which only involve the outsourcing of VAT invoices, are not excluded within this scope.
8、已被列入新兴铸管股份有限公司黑名单服务商不具备入围资 格。
8. Service providers listed in the blacklist of Xinxing Ductile Iron Pipes Co., Ltd are not eligible for shortlisting bidding.
四、有关入围后采用中铸平台进行线上询比价的说明
IV. Explanation of the Use of Zhongzhu Platform for Online Inquiry and Comparison After Shortlisting Bidding
我司计划 2024 年询比价工作通过中铸产业网电子招标采购平台 线上开展，具体注册方式、收费标准、线上报价流程等均以中铸网相 关规定为准。所有参加入围招标的单位默认均已对此知悉及同意。
Our company plans to conduct the 2024 inquiry and comparison work through the Zhongzhu Industrial Network Electronic Bidding Procurement Platform. Specific registration methods, charging standards, online quotation processes, etc., are subject to the relevant regulations of Zhongzhu Network. All units participating in the shortlisting bidding are deemed to be aware of and agree to this.

4、法人授权函（正本加盖公章、法人章），投标单位法人作为 授权人，授权给被授权人代表其公司全权办理新兴铸管（埃及）股份 有限公司 2024 年国际海洋运输承运商入围招标项目资料递交及后续 入围相关事项的联络对接，授权书必须包含授权人姓名、身份证号，以及被授权人的姓名、身份证号、联系方式（电话及邮箱）。
4. Legal representative’s authorization letter (original with the official seal and legal representative’ seal). The legal representative of the bidding unit, as the authorizer, authorizes the authorized person to handle the submission of materials for Xinxing Ductile Iron Pipes Industry Co., S.A.E’s 2024 international ocean shipping carrier shortlisting bidding and subsequent prequalification-related matters. The authorization letter must include the name and ID card number of the authorizer, as well as the name, ID card
number, and contact information (phone and email) of the authorized person.
5、2023 年度不间断基建建材、设备及集装箱运输相关证明文件（例如合同、提单、发票、银行流水等资料）。
