2023年动车组加装改造第一次招标项目(二次)招标人为中国铁路哈尔滨局、沈阳局、北京局、太原局(大秦铁路股份有限公司)、呼和浩局、郑州局、武汉局、西安局、济南局、上海局、南昌局、广州局、南宁局、成都局、昆明局、兰州局和青藏集团有限公司,招标项目资金来自动车组加装改造费用、安全生产费。该项目已具备招标条件,现对结合运用修和高级修实施的动车组加装改造项目进行公开招标。

3.1 本次招标投标人须具备的资格要求:
投标人须在中华人民共和国境内合法注册、具有独立法人资格,具备在各铁路局集团公司与动车组制造企业结合运用修与高级修实施相应型号动车组加装改造的条件与能力,须具备所投包件加装改造项点的实施业绩(包括结合运用修与高级修),同时须提供上述业绩的合同或完工证明材料扫描件。
3.2 本次招标不接受联合体投标。
本次招标不接受具有行贿犯罪记录、失信被执行人等失信情形的潜在投标人参加投标。
5.1投标人须为国铁采购平台(https://cg.95306.cn/)注册供应商。新用户请先登录国铁采购平台完成企业用户注册并通过初审。凡有意参加投标者,请于2023年2月14日17时00分至2023年2月20日17时00分(北京时间,下同)购买招标文件。
购买招标文件可采用电汇的方式支付(汇款时应备注项目名称、编号、标包号等)。支付完成后应到国铁采购平台电子招标采购系统提交标书费缴纳凭证(在公告>招标公告>查看详情/文件购买按要求录入缴费凭证,并在备注中标明所购买的标包号),由平台财务人员核验通过后即可登录国铁采购平台电子招标采购系统(在参与的项目中>招标文件)下载招标文件及其他招标资料。
5.2本招标文件按套出售,每套售价200元,售后不退。在发售截止时间前未提供有效缴费凭证的,视为未购买招标文件,同时不具备参与本项目投标资格。
6.1投标文件递交的截止时间(投标截止时间,下同)为2023年3月7日9时00分,地点为北京市西城区南蜂窝路9-1号国铁交易基地会议室。
6.2逾期送达的、未送达指定地点的或者不按照招标文件要求密封的投标文件,招标人将予以拒收。
