东非原油外输管道EPC项目招标人为中石油管道局坦桑尼亚国家公司，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件。Theprojecthasimplementedrelevantproceduresaccordingtorules,regulations,andlaws.aswellasthecapitalhasbeenconfirmed.Nowweherebyinviteyouresteemedcompanytoparticipateinthisbid.ThetendereeisChinaPetroleumPipelineEngineeringCompanyLtd.
二、项目概况与招标范围ProjectOverviewandTenderingScope
2.1项目概况ProjectProfile
东非原油外输管道EPC项目起点于乌干达TilengaCPF（联络线起点），止于坦桑尼亚Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km，坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主为道达尔勘探开发公司（上游，联络线部分）与道达尔东非中游公司。计划工期为27个月。
EastAfricanCrudeOilPipelineEPCProjectstartsfromTilengaCPF,Uganda(startingpointofcontactline)andendsatTangaPort,Tanzania,withatotallengthof1,539km,including1,443kmtrunklineand96kmconnectionline.392kminUgandaand1147kminTanzania;Thereare6pumpstations,2decompressionstations,82valveroomsand20electrictracingstations(17jointlybuiltwithvalveroomsand3separatelybuilt).TheprojectisownedbyTotalE&P(upstream,linkline)andTotalEastNon-Midstream.Theplannedconstructionperiodis27months.

三、投标人资格要求Bidderqualificationrequirement
3.1本次招标不接受联合体投标。
Bidsfromjointventurearenotaccepted.
3.2本项目的投标人须具有独立法人资格，为此项目的生产、制造、安装、调试的制造商;或者制造商指定的授权代理商/贸易商（仅限坦桑尼亚和乌干达境内的供应商），对其提供的货物和服务负全面责任。在法律和财务上独立，合法运作并独立于招标人（招标机构）。
国内投标人：制造商
国际投标人：制造商
属地投标人：制造商、代理商。
TheBiddershallbeamanufactureroragentwhospecifiedbythemanufacturer(theAgentisonlyapplicabletoLocalBidderswithinTanzaniaandUganda).TheBidderwhopossessesindependentlegalpersonalityshalltakefullresponsibilitytothegoodsandservice.Thebiddershallhaveindependenceinlawandfinanceandoperateslegallyandindependentofthetenderer(tenderingagency).

3.3本次招标要求投标人须提供制造商ISO相关体系认证（有效ISO9001）及相关企业资质（包括但不限于营业执照或注册证书等）,具有与本招标项目相应的供货能力。
ThebiddersshouldhaveISO9001qualityassurancesystemcertificationandenterprisequalification(includingbutnotlimitedtobusinesslicenseorregistrationcertificate,etc.),havethecorrespondingsupplycapacityforthisbiddingproject.
投标人须提供有效的ISO14001环境管理体系认证和ISO45001职业健康安全管理体系认证证书（适用于中国厂家）
ThebiddersshouldhaveISO14001EnvironmentalManagementSystemCertificateandISO45001OccupationalHealthandSafetyManagementSystemCertificate(ApplicabletoChineseBidders)
投标人需在投标文件中如实写明中标后该批货物的生产地址，如生产、制造加工基地。当制造地址与投标人营业执照中的注册地址不同时，需提供生产、制造加工地的资质，并说明企业隶属关系。不接受生产分包。当投标人为代理商时，应提供制造商的授权证明。
Thebiddershall,inyourtechnicalorcommercialproposal,explicitlylistedtheManufacturingsiteofthegoodsifyouwinthebid.Whenthemanufacturingaddressisdifferentfromtheregisteredaddressinthebidder'sbusinesslicense,thequalificationsoftheproduction,manufacturingandprocessingplacemustbeprovided,andtheenterpriseaffiliationmustbeexplained.Productionsubcontractingisnotaccepted.Whenthebidderisanagent,themanufacturer'sauthorizationcertificateshouldbeprovided.
3.4财务要求：
提供3年度（2021-2023）财务报告，经会计师事务所或审计机构审计的财务会计报表（未完成2023年财务审计的可提供2020-2022年的财务审计报告），包括但不限于资产负债表、现金流量表、利润表和财务情况说明书（或报表附注）的复印件。不存在进入清算程序、被宣告破产或其他丧失履约能力的情形；成立日期晚于要求年份的，从成立年起计算。
Financialrequirement:Thebiddershouldprovidefinancialreportsfor3years(2021-2023),includingbutnotlimitedtobalancesheets(Ifthefinancialauditfor2023hasnotbeencompleted,thefinancialauditreportfor2020to2022canbeprovided),cashflowstatements,incomestatementsandfinancialstatements.Thereportsshouldbeauditedbyaccountingfirmsorinstitutions.Thebiddershouldnotbeinthesituationofbankruptorunabletoperformthecontract;Ifthedateofestablishmentislaterthan2019,itshallbecountedfromtheyearofestablishment.
国外投标人和属地投标人：投标阶段，需提供承诺函。
承诺函内容为：技术商务评审合格后，提供近三年经审计的财务报表。
InternationalBiddersandLocalBidders:TheTenderershallundertakeinthebid,oncePassedCommercialandTechnicalevaluation,toprovidedauditedfinancialstatementsforthepastthreeyears.
3.5信誉要求（适用于中国厂家）：Creditrequirements(ApplicabletoChineseBidders):
在国家企业信用信息公示系统（http://www.gsxt.gov.cn)、信用中国网站（www.creditchina.gov.cn）未被列入严重违法失信企业名单或失信被执行人名单。

3.6业绩要求：
投标人须具备GRP类似产品的供货业绩。需提供证明其业绩的合同或订单复印件或用户证明，并由投标人代表签字或盖章。
Performancerequirement:Thebiddershouldhavesimilarproductsupplyperformance。Thebiddershallprovidevalidcertificationmaterials，includingthecontractororderthatprovesitsperformance,orauserproof，whichshallbeSignedorstampedbythebidder'srepresentative.
3.7其它要求：
投标人（含制造商和代理商）近三年在中国石油天然气集团有限公司/中国石油管道局工程有限公司所属项目中无重大质量事故、安全事故，且与CPP无法律纠纷，需提供承诺函。
Bidders(applicabletomanufacturersandagents)havenotexperiencedmajorqualityandsafetyaccidentsinthepastthreeyears,andacommitmentletterisrequired.
能源一号网入网状态应为：“正常”（针对入网企业）

Theoverduedeliveryofthebiddocumentswillberejected,andthedeliverytimeshallbesubjecttothetimeofthetendering&tradingplatformordesignatedemailID.
ShouldtheBidderfailtosubmitbeforetheaforesaiddeadline,theProposalDocumentswillberejected.Thetimepresentedinthee-mailshallbeconsideredasthesubmissiontime.
