Procurement of Switches, Related Fastening, Buffer Stops of PLMB Project Tender Notice
哥伦比亚波哥大地铁一号线项目拟对项目道岔、道岔扣件、车档等轨道物资（详见招标文件中设备清单）进行招标，招标编号：METRO1/TEN/M&E/2023/0001。诚邀市场业绩和商业信誉良好且符合投标资格要求的企业参与本次招投标，本次招标采用电子化招标投标方式。
The Bogota Metro Line 1 project in Colombia intends to bid for the Switches, Related Fastening, Buffer Stops of the project (see the list of bidding equipment for details). The bidding number is METRO1/TEN/M&E/2023/0001. Companies with good market performance and business reputation and meeting the bidding eligibility requirements are sincerely invited to participate in this bidding. This bidding will be in the method of electronic bidding.
1. 招标文件发放时间：2023年7月28日至2023年8月5日（北京时间）。
Bidding document issuance time: July 28th, 2023 to August 5th, 2023 (Beijing time).
2. 招标文件发放方式：通过中国交建供应链管理信息系统（http://114.255.239.58/PMS/）以公开招标的方式发放。
The method of issuing the bidding documents: through the Supply Chain Management System of CCCC (http://114.255.239.58/PMS/), it will be issued by public bidding.
3. 投标文件递交截止时间：2023年8月25日（北京时间）。
Deadline for submission of bidding documents: August 25th, 2023 (Beijing time).
4. 投标文件递交地点：
（1）按规定将电子版投标文件上传至中国交建供应链管理信息系统；
Place of submission of tender documents:
(1) Upload the electronic bidding documents to the CCCC Supply Chain Management Information System as required;
5. 开标地点：中国交建供应链管理信息系统
Bid opening location: CCCC Supply Chain Management Information System.
6. 开标时间：投标截止日当日在中国交建供应链管理信息系统（http://empm.ccccltd.cn/）上开标，招标人有权推迟开标。
Bid opening time: Bids will be opened on the CCCC Supply Chain Management Information System (http://empm.ccccltd.cn/) on the closing date of bidding, and the tenderer has the right to postpone the opening of the bids.
7. 投标人资质要求:
Qualification requirements for bidders:
7.1 Bidders should be legal persons registered in People’s Republic of China, Republic of Colombia or a third country, whose corporate purpose matches with the purpose of this Tender process, who are not involved in any conflict of interest under the terms established by the Tenderer, and that have experience, knowledge, and capacity to present the proposal and to celebrate and perform the contract.
7.1 投标人应是在中华人民共和国境内，哥伦比亚共和国境内或第三国注册的法人，其公司经营业务与满足本次招标要求，在招标人制定的条款下不涉及任何利益冲突，并且有经验、知识和能力提交投标书以及履行合同。

7.2 The Bidders shall be the manufacturer that meets all the requirements of technical specification and quality standard of Switches and Crossings, related fastening and relevant components products, stated in the tender documents. For the buffer stops, dealers are only acceptable for sole and exclusive authorization for this Tender.
7.2 投标人应是满足招标文件中所列道岔和道岔扣件及配套产品技术规范和质量标准等所有要求的制造商。对于车档产品，投标人可以是代理商，代理其他制造商产品，但必须具有针对本项目的唯一授权代理。
7.3 The Bidder shall provide project experience information in the past five years which complies the requirements of: i) Quantity of the application case of tender product in metro industry is not less than eight (8) years, and tender products shall be used in at least one same standard case for at least 5 years with supporting documents; ii) At least one (1) application case of tender product used in overseas project, with supporting documents for reference.
7.3 投标人应提供近8年内符合以下要求的项目业绩资料：i）投标产品在与本项目的地铁系统中的应用案例不少于5个，并且至少有1个案例与本项目标准相同（欧标）且至少5年以上的使用经验，并提供证明资料；ii）至少有一个海外项目供货和应用案例，并有配套证明文件供参考。
7.4 The registered capital of the bidder shall be not lower than 100 million RMB or 15 million USD, and a Consortium bid is not acceptable for this Tender.
7.4 投标人注册资金不低于1亿元人民币或1500万美元，本次招标不接受联合体投标。
The Bidders shall not be involved in any Prohibited Practices, which include: (i) corrupt practices;(ii) fraudulent practices; (iii) coercive practices; (iv) collusive practices; (v) obstructive practices.
投标人不得参与任何禁止行为，包括：（i）腐败行为；（ii）欺诈行为；（iii）胁迫行为；（iv）串通行为；（v）妨碍行为。
The Bidders shall not be in the penalty list of Multilateral Entity, and shall not have a serious legal risk.
投标人不得出现在多边金融机构的处罚名单中，也不得有严重的法律合规风险。
Should there be any Bidders fail to fulfil the requirements stated hereinabove; the Tenderer may invalidate and disqualify their participation in this process.
如投标人不符合上述要求，招标人可取消其参与该投标程序的资格。
8. 投标预评估
Tender Pre-Assessment
At this stage, the Tenderer will check whether the submitted documents meet the requirement of tender document. Tender will be rejected if the following situation is found:
在此阶段，招标人将检查提交的文件是否符合招标文件的要求。如果发现以下情况，投标人将被否决：
Bidding documents which are incomplete or not substantially responsive.
投标文件不完整，或者没有进行实质性响应；
The bidding document is NOT MARKED as per the instruction.
投标文件未按说明进行标记。
There is no authorized digital signatory and company official stamp.
无授权数字签名人和公司公章。
The validity period of offer is not according to (or shorter than) the tender request.
投标文件有效期不符合（或短于）招标文件要求的时间。
Any bidder who might have submitted TWO (2) different sets of tender documents in different content of offer and NOT clarifying which one is the MAIN tender content and which one is the ALTERNATIVE.
任何投标人可能已经提交了两（2）套不同报价内容的不同投标文件，并且没有清楚说明主要报价和备选报价。
Bidder who has quoted more than two different unit price to a specified similar product.
投标人对指定的类似产品报价超过两个不同单价。
The product and services quoted is NOT in substantial standard requested in the tender.
报价的产品和服务不符合招标文件要求的实质性标准。
The Bidder didn’t submit the Bid bond according to requirements of Tender document.
投标人未按招标文件要求提交投标保证金或投标保证金不符合招标文件要求。
The qualification of the bidder cannot meet the requirements of the tender documents.
投标人的资质不符合本次招标文件的规定。
According to the evaluation of the evaluation committee, there is a serious financial and/or legal risk for the execution of the work from the bidder.
经评标委员会审查，投标人存在对招标人的工作执行有较大影响的财务风险或法律风险
The bidder submits the tender documents in an illegal way.
投标人以非法方式提交投标文件。
