Brief Specification Description:The project involves upgrading and transforming the 5-kilometer section of Tangxia Road (from Lingang Avenue to Shengang Avenue), the installation of lighting facilities at major intersections and sections, as well as additional traffic safety lighting along the entire route, to improve the visual environment for drivers and nonotorized vehicles, ensure traffic safety, and maintain public safety. The main construction content of the project includes: road lighting and beautification system, improvement of traffic facilities, and power distribution system.

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向小微企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement and support the development of SMEs: This project is specifically for procurement from small and micro-sized enterprises. During the review, no price discount benefits will be given to products from small and medium-sized enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro-sized enterprises; (3) Preferential procurement policy for energy-saving and environmental protection products: Under equal technical and service conditions, priority will be given to the procurement of energy-saving and environmental protection products listed in the product catalogues announced in CaiKu [2019] No. 18 and CaiKu [2019] No. 19 of the Ministry of Finance. For products marked with "★" in the energy-saving product catalogues, mandatory procurement will be implemented. Suppliers must provide valid certification
(c)本项目的特定资格要求：3、具有市政公用工程施工总承包三级及其以上资质，且具备有效的安全生产许可证；
4、供应商拟派项目经理须具有市政公用工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在上海市建筑建材业网站上查询为准。
5、本项目仅面向小微企业采购。
6、本项目不接受组成联合体。(c)Specific qualification requirements for this program:3. Possesses a Grade III or higher general contracting qualification for municipal public works, and has a valid safety production license; 4. project manager proposed by the supplier must have a Grade II or higher registered constructor qualification in municipal public works, possess a valid safety production assessment certificate, and the project must be registered on the Shanghai Construction and Building Materials Industry website. 5. This project is only open to small and micro enterprises. 6. This project not accept joint bids.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
