3、投标人资格要求
投标人应具备的资格或业绩:1）境内企业须具有独立法人资格，提供有效营业执照；对于境外企业，根据 该国（地区）的法律，提供在主要制造厂地址注册的有关证明文件。
2）自 2013 年 1 月 1 日至投标截止时间前 7 日，投标产品至少有 1 套使用 30 万吨/年 Grace 公司 Unipol 气 相流化床聚丙烯工艺、具备 45 吨/小时及以上生产能力的挤压造粒机有效业绩（时间以合同签订时间为 准），业绩必须是已通过性能考核并验收合格一年及以上（提供经用户签署的性能考核合格的证明，并以 该证明签署时间为准）。提供有效的业绩证明或供货合同（复印件或扫描件），有效业绩证明应提供所供 产品名称、型号、数量、功率、使用装置、用户名称、首页、内容页（可隐去价格）、签字页（时间）等，如合同不能体现以上内容，须提供其他相关有效证明材料，原件备查。
3）机组及其附属设备涉及特种设备的，应符合中华人民共和国特种设备的制造要求，并在设备制造及交货 时按中国特种设备制造要求提供相关资料。此项需在投标文件中提供承诺书。
4）本项目不接受代理投标，须由投标设备制造商投标，所投产品不能为试制品。

Overview：The procurement scope of 300,000 t/year UNIPOL PP-I unit extrusion granula tor unit for China Coal Yulin Coal Deep Processing Base Project: Main motor and its auxiliary system, main reduction gearbox and its auxiliary system, hopper and its auxiliary system, twin-screw extrusion system, throttle valve, start-up valve, gear pump and its supporting system, screen changer, discharge section and template, pelletizer, oil heating system, hydraulic system, granular water system, dryer, vibrating screen, relevant instruments, electrical equipment, operation spare part s, 2-year spare parts, special tools, etc. With a designed capacity of 300,000 t/year, the unit consists of a polymerization line with a normal output of 37.875 t/hour and an extrusion granulator with a design load (guaranteed load) of 45.45 t/hour. The expected capacity of the extrusion granulator unit is 49 t/hour (non-gua ranteed value). The annual operation time is 8,000 hours. The products include homopolymer, random copolymer and impact copolymer.

3、Qualification Requirements For Bidder
Qualifications or Performance:1) Domestic enterprises with independent legal representative qualification, which could provide valid business license; and overseas enterprises, which are required to provide relevant supporting documents for registration at the address of main manufacturing plant according to the laws of the country (region).
2) In the period from January 1, 2013 to 7 days before the deadline for bidding this time, the bid products must satisfy the following performance requirements: At least one set of extrusion granulator unit with the production capacity of 45 t/hour and above using the polypropylene process of Grace Unipol gas phase fluidized bed of 300,000 t/year (the time shall be subject to the signing time of contract), and the applied project must have passed performance appraisal and acceptance for at least one year (the certificate of performance assessment signed by user is required; the time should be subject to the signing time of the certificate). Provide valid performance certificate or supply contract (copy or scanned copy) (to be specific, the valid performance certificate must specify the name, model, quantity, power and unit of the product, user name, home page, content page (price can be made confidential), signature page (time), etc.; the original shall be kept for reference).
3) Any special equipment contained in the unit and its auxiliary equipment shall comply with the manufacturing requirements of the People’s Republic of China for special equipment; relevant information and data shall be provided according to China’s requirements for manufacturing special equipment in course of equipment manufacturing and delivery. Letter of commitment for this item is required in bidding documents.
4) Agency bidding is not accepted for the Project, for which bidding by the bidding equipment manufacturer is accepted.Trial products not accepted in the bidding.
