中 国 政 府 已 从 亚 洲 开 发 银 行 获 得 了 一 笔 贷 款 （ 贷 款 编 号 ： Loan 3583-
PRC），用于支付山东泉城绿色现代无轨电车公交示范项目的费用，并计划将其中的一
部 分 贷 款 用 于 支 付 电 动 公 交 车 （ 130*6m公 交 ） 合 同 （ 合 同 编 号 ： CL4-
3）项下的合格支出。
2. 济南公共交通集团有限公司现邀请合格的且有资格的投标人就下列递交密封 的投标文件：
1、货物名称及数量：6米低入口纯电动公交车：130辆 交货地点：济南公共交通集团有限公司
交货日期：合同签订后90天
详见招标文件第六节供货计划表。
2、国际竞争性招标将按照亚洲开发银行的单阶段：单信封程序进行，并向 招标文件所述合格国家的所有投标人开放。
3、投标文件将在投标截止时间后立即在选择参加投标的投标人代表在场的 情况下开标。
4、济南公共交通集团有限公司不承担投标人在编制或递交投标文件过程中 产生的任何费用。
5、本项目不适用亚行的国内优惠方案。
上述工程的交货期为：90天
3. 本次招标为国际竞争性招标，凡符合《亚行开发银行采购指南》（2015版本 并不时更新）规定的合格投标人均可投标。
4. 有兴趣的合格投标人可以从本投标邀请函列明的地址进一步了解有关信息，并在北京市海淀区首体南路22号国兴大厦11层1101室查阅招标文件。
5. 潜在投标人应注意本招标文件投标人须知第4条关于合格性和利益冲突的规 定。所有存在利益冲突的投标人均为不合格的投标人。
6. 投标人的资格要求包括：(001山东泉城绿色现代无轨电车公交示范项目-电动公交车（130*6m公交）)的投标人资格能力要求：
1.未决诉讼和仲裁：所有未决诉讼和仲裁（如有）均视为不利投标人，因此，总金额不得超过投标人净资产（总资产和总负债之间的差额）的50%。
2.合同经验：在过去3年内(2021年3月1日至投标截止时间）作为主要供应商 成功完成：至少1个相似型号的纯电动公交车合同（相似型号的纯电动公交 车指车长5.9-
6.1米纯电动公交车），每个合同的价值不得低于3500万人民币或等值的520 万美元；这些合同的性质和复杂性应与第6节所述的货物的供应范围相当。
3.技术经验：投标人应证明所提供的货物
（i）至少生产了3年，并且
（ii）在过去三（3）年（2021年3月1日至投标截止时间）内至少售出：400 辆相似型号和规模的电动公交车；
（iii）已经运作至少2年。
4.生产能力：投标人或制造商应证明其能够按照第6节（供货计划）中的交 货和完工计划，按照买方的要求提供货物的类型、尺寸和数量。
5.历史财务业绩：提交过去3年（2020-
2022年）的经审计财务报表或（如果投标人所在国法律没有要求）买方可接 受的其他财务报表，以证明投标人目前财务状况良好。作为最低要求，投标 人上一年（即2022年）的净资产（按总资产和总负债的差额计算）应为正值。
6.经营规模：最低平均年营业额1.33亿人民币或等值的1980万美元为投标人 在过去3年（2020年-2022年）内已完成或正在执行的合同收到的总付款额。7.现金流能力：流动资产、信贷额度和其他足以满足现金流要求的资金可用 性或使用权如下：3300万人民币或等值的490万美元;。

1.The People’s Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Shandong Spring City Green Modern Trolley Bus Demonstration Project, and it intends to apply part of the proceeds of this financing to payments the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2.The JINAN PUBLIC TRANSPORT GROUP CO.,LTD. (“the Purchaser”) invites sealed bids from eligible bidders for the following supply of goods and related services:

3.International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document.
4.Qualification requirements includes:
4.1Pending Litigation and Arbitration:
All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities.
4.2 Contractual Experience:
Successful completion as main supplier within the last 3 years (From March 1, 2021 to the deadline for bidding), of at least 1 Pure Electric Buses of Similar Models contracts (pure electric buses of similar models refer to 5.9-6.1m ones)，each valued at CNY 35 million or equivalent in USD 5.2 Million equivalent; with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply)
4.3 Technical Experience:
The Bidder shall demonstrate that the goods offered have
(i) been in production for at least 3 years, and
(ii) been sold a minimum of 400 Electric Bus units of similar type and specification over the last three(3) years (From March 1, 2021 to the deadline for bidding) ;and
(iii) been in operation for a minimum of 2 years.
4.4 Production Capacity:
The Bidder or manufacturer shall demonstrate a that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply).
4.5 Historical Financial Performance:
Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 3 years(2020-2022) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year（2022）calculated as the difference between total assets and total liabilities should be positive.
4.6 Size of Operation:
Minimum average annual turnover of CNY 133 million or equivalent in USD 19.8million calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2020-2022).
4.7 Cashflow Capacity:
Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 33million or equivalent in USD 4.9million.
