上海宝华国际招标有限公司（以下称招标机构）受新余钢铁集团有限公司（以下称买方）委托，就其轧线在线表检仪所需的下列货物进行公开招标，邀请合格投标人进行网上电子投标。

技术规格：

*满足高线生产线产品大纲：生产规模：40万t/a；产品：？5~25mm光面盘卷；主要钢种：硬线钢、优质碳素结构钢、冷镦钢、焊接用钢、弹簧钢、管桩钢等。

*满足棒材生产线产品大纲：生产规模：56万t/a；产品：？20~90mm圆钢；主要钢种：优质碳素结构钢、合金结构钢、弹簧钢等。其中合金结构钢、轴承钢等品种考虑稀土钢。

*投标设备具有100%圆钢全表面检测，无盲区。

*投标设备必须具备自动检测重现性缺陷，并且自动报警、自动计算该重现缺陷节距、自动标示显示等功能。

*投标设备将对每一表面缺陷建立记录。记录中包括缺陷种类、大小、严重度、位置，并可保存缺陷照片。包括图片在内的所有表面缺陷数据将储存在据库或硬盘中，可从任何具有数据库连接访问功能的计算机读取显示。

*投标设备要求为进口先进机电一体品设备，除数据显示终端电脑和冷却系统可国内供货外，其它设备均要求进口。

*检测设备必须具备可检测0.05mm开口裂纹的能力。投标人必须随机提供至少一支符合前述规格的样棒，其表面上有至少一条经过认证的开口度（宽度）/深度必须在0.05mm以下（含）的裂纹（可为人造缺陷），以验证基本检测能力。测量认证证书可由投标人所在国家的标准组织或其授权单位出具。

*纵向宽度（W）： 0.05 mm；横向宽度（W）：0.5 mm。

*检测率：针对以上缺陷，检测率≥90%。

*投标设备可检测各式表面缺陷，如裂纹、辊裂痕及其他横向和纵向表面缺陷。作为证明，投标人必须提供其投标设备的安装照片，以及经验证过的各类缺陷检测结果，需提供的经过验证的可检测缺陷类别样本集，图片分热态检测图像与表面清理后棒线材或相关设备数码照片。最少必须提出的类别如下：线缝裂纹（投标人必须提供检测到线缝裂纹的验证测试，测试方法为磁粉或镦锻或金相）、重现性、折叠、划伤、过充满、翘皮、凹坑、结疤、晶格开裂、大开裂、颈缩、竹节等缺陷。投标人必须提供由其客户在设备正常使用条件下检测到的各种缺陷案例，须列明进行验证的客户名称。

*可实现0.05mm缺陷检出率90%；工艺指导作用重复性缺陷自动报警；投标设备必须具备自动检测重现性缺陷，并且自动报警、自动计算该重现缺陷节距、自动标示显示等功能。

9. *对投标人的资格要求：

投标人在国内外近五年必须有类似工程的成功运行业绩。其中至少有2家及以上轧制速度超过100m/s高速线材成品检测业绩；有2家以及以上轧制速度超过16m/s棒材成品检测业绩；业绩经验必须涵盖新钢线棒材规格范围？5.0~90.0 mm。

Technical specifications：

*High Speed Wire Rod Production Line Product outline: Production scale: 400,000t/a, Product: ？5-25mm bright coil, Main steel grades: hard wire steel, high quality carbon structural steel, cold steel, steel for welding, spring steel, pipe pile steel, etc.

*Rod Production Line Product outline: Production scale: 560,000t/a, Product: ？20-90mm round steel, Main steel grades: high quality carbon structural steel, structural alloy steel, spring steel, etc. Rare earth steel is considered for structural alloy steel and bearing steel.

*The tender equipment shall be able to inspect 100% of the full surface of the round steel, without blind spots.

*The tender equipment shall be able to automatically detect reproducible defects and have functions such as automatic alarm, automatic calculation of the pitch of the reproducible defect and automatic marking.

*The tender equipment shall be able to create the record of each surface defect, including the type, size, severity and location of the defect, and to save the photograph of defects. All surface defect data, including pictures, shall be stored in a database or hard disk and can be read from any computer with database connection access.

*The tender equipment shall be imported state-of-the-art electromechanical product. All devices shall be imported, except for the data display terminal computer and cooling system which can be homemade products.

*The detection device shall be able to detect 0.05mm opening cracks. The bidder shall provide, along with the equipment, at least one sample rod conforming to the aforementioned specifications with at least one certified crack on its surface with an opening （width）/depth of 0.05mm or less （may be man-made defect） to verify the basic detection capability. The certification can be issued by the standards organization of the bidder's country or a department authorized by it.

*Longitudinal Width （W）: 0.05 mm, Transverse Width （W）: 0.5 mm.

*Detection rate: for the above defects, ≥ 90%.

*The tender equipment shall be able to detect all kinds of surface defects, such as cracks, roll cracks and other transverse and longitudinal surface defects. As the proof, the bidder shall provide installation photographs of the equipment it proposes, verified test results for each type of defect, and a sample set of verified categories of detectable defects. There are two types of images: thermal inspection images and digital photographs of wire rod or related equipment after surface cleaning. As a minimum, the following types shall be presented: seam crack （the bidder shall provide the verification test that detects seam crack, either by magnetic particle or upsetting forging or metallography）, reproducibility, fold, scratch, overfill, warping, pit, scar, lattice crack, large crack, necking, bamboo knot and other defects. The bidder shall provide examples of various defects detected by its customers under normal conditions of use of the equipment, indicating the names of the customers conducting the verification.

*The tender equipment shall be able to achieve a detection rate of 90% for 0.05mm defects and the automatic alarm for repetitive defects. The tender equipment shall be able to automatically detect reproducible defects and have functions such as automatic alarm, automatic calculation of the pitch of the reproducible defect and automatic marking.

The bidder shall have the successful operation cases similar to the project at home and abroad over recent five years, including 2 and more cases of finished product test for high-speed wire rods with the rolling speed of more than 100m/s, 2 and more cases of finished product test for rods with the rolling speed of more than 16m/s. The cases shall cover the rod specification ？5.0-90.0mm of XinSteel.
