广州“老城新生”伙伴计划系列——聚龙湾启动区历史文化生态步径设计竞赛公告 一、竞赛背景为深入贯彻习近平总书记对广东广州系列重要讲话、重要指示批示精神，在城乡建设中协同历史文化保护传承和生态文明建设，广州市规划和自然资源局、广州珠江实业集团有限公司和广州珠江产业园投资发展有限公司以“老城新生”伙伴计划为契机，共同组织聚龙湾启动区历史文化生态步径设计竞赛。聚龙湾片区位于粤港澳大湾区广佛极点核心区，是广州推动珠江沿岸高质量发展打造的12个滨江高端产业园之一。本次竞赛面向社会公开征集高水平、多层次的技术力量，支持和保障聚龙湾启动区建设项目的高品质设计和实施，向世界彰显聚龙湾片区深厚的人文底蕴和绿色发展理念，营造历史文化与时代特色共生的岭南城市特色风貌。系统提升片区文化遗产和生态环境综合价值，激活城市发展新动能，创新遗产活化、生态保护与城市更新协同发展的新模式，探索全社会共同参与历史文化保护传承的新路径，助力广州推进中国式现代化建设的名城实践，高质量实现老城市新活力、“四个出新出彩”。二、组织架构竞赛按照“专业组”与“公众组”两个组别进行组织，组织架构如下：专业组：指导单位：广州市规划和自然资源局主办单位：广州珠江实业集团有限公司承办单位：广州珠江产业园投资发展有限公司公众组：主办单位：广州市规划和自然资源局承办单位：广州珠江产业园投资发展有限公司、广州市城市规划设计有限公司本次竞赛成立广州聚龙湾启动区历史文化生态步径设计竞赛委员会（以下简称“竞赛委员会”），作为竞赛工作的决策机构，负责组织协调、指导、监督检查和纠纷调处等工作，对竞赛工作中的重大事项行使决策权。三、竞赛主题本次竞赛以“文绿蓝共融·老城焕新生”为主题，旨在挖掘和延伸地域文化内涵，营造历史文化与时代特色共生的岭南城市特色风貌，探索遗产活化、生态保护与城市更新协同发展的新模式，通过高质量的规划设计提升城市空间品质，激活城市发展新动能，助力广州加快实现老城市新活力。四、竞赛分组竞赛分为“专业组”与“公众组”两个组别，同时面向全球征集聚龙湾启动区历史文化生态步径设计方案。“专业组”方案征集形式采取定向邀请和公开征集相结合的形式。公开征集将接受国内外专业设计机构的报名参与，在满足参赛单位报名条件的前提下，报名截止时间前，按指定的报名方式提交相关报名资料及按专业组设计任务书（见附件1）提交概念提案设计，主办方将根据报名设计机构的综合实力、拟投入项目的团队、概念提案等，择优选取3家设计机构作为公开征集入围设计团队。“公众组”将公开接受国内外专业设计机构、高校等团体或个人报名参赛，不设参赛数量限制。鼓励高校参赛团队将方案与所在学校本学年的正式设计课程作业相结合。五、竞赛内容与深度（一）专业组“专业组”报名团队根据设计任务书（见附件1）形成概念提案，设计内容包括但不限于设计理念（含节点命名）、整体空间示意、其他能够表达方案特点与亮点的内容。入围参赛团队最终成果需提交完整的景观综合设计方案和任一节点详细设计方案，竞赛成果需达到建筑与景观的方案设计阶段深度（见附件1），主办单位可根据报名情况与参赛团队协商调整节点的选择。“专业组”设计方案注重设计理念与实际场地的契合，关注设计方案的落地性和实施性，同时需深入挖掘场地历史文化内涵，突出地域文化特色。（二）公众组“公众组”报名团队可在竞赛范围内自由选题，设计选题和选址不限，提出构思巧妙、创意新颖的方案。设计选题包括但不限于历史遗产保护活化利用设计、滨水空间慢行系统设计、公共空间提升设计、公共艺术设计、标识系统及城市家具设计。设计方案成果一般包括设计说明、设计理念及方案设计的相关图纸等（见附件2）。“公众组”设计方案注重深入挖掘历史文化内涵，鼓励历史文化与现代功能的交织融合，强调方案构思和理念的创意与创新。六、竞赛奖项设置（一）专业组报送竞赛成果文件经审查符合本次竞赛要求的，可获得评选资格。评选优胜奖3项，奖项如下：景观综合设计优胜奖（1名）：获得奖金人民币15万元（含税）；节点详细设计优胜奖（每个节点1名，共计2名）：每家获得奖金人民币15万元（含税）。注：允许出现同一家设计机构同时获得景观综合设计优胜奖与节点详细设计优胜奖的情况。（二）公众组报送竞赛成果文件经审查符合本次竞赛要求的，可获得评选资格。具体奖励设置如下：1.专业设计奖：一等奖（1名）：获得奖金人民币2万元（含税）；二等奖（1名）：获得奖金人民币1万元（含税）；三等奖（1名）：获得奖金人民币0.5万元（含税）。2.最佳人气奖：最佳人气设计奖（3名。网络投票前3名，获奖团队可与专业设计奖重复）：每个团队获得奖金人民币0.2万元（含税）。3.入围奖金：竞赛委员会成果首轮评图评选出10名入围团队，提交有效参赛成果且未获得专业设计奖的7个团队获入围奖金，每个团队获得奖金人民币0.2万元（含税）。注：主办单位将为专业设计奖和最佳人气奖团队颁发纸质版获奖证书。若经核实不符合本次活动参赛资格者，奖项及奖金将不予发放，其奖项及奖金将由排名后续选手递补获得。七、竞赛时间本次竞赛时间为2023年11月至2024年2月。（一）专业组2023年11月14日，发布竞赛正式公告。2023年11月28日，竞赛截止报名及启动参赛单位遴选。2023年12月7日，向入围参赛单位发布竞赛技术文件。2023年12月8日，组织现场踏勘暨技术答疑会。2023年12月31日，入围单位提交竞赛中期成果。2024年1月20日，入围单位提交竞赛最终成果。2024年1月25日，召开成果评审会，设计团队逐一汇报答疑。2024年1月29日，公布“专业组”竞赛结果。（二）公众组2023年11月14日，发布竞赛正式公告。2023年12月8日，组织现场踏勘暨技术答疑会（可自愿选择是否参加。未参加现场踏勘暨技术答疑会的团队，可于12月4日至2024年1月9日之间发送问题到“公众组”联系邮箱）。2024年1月10日，竞赛截止报名。2024年1月20日，提交竞赛最终成果。2024年1月24日至31日，网络投票活动，同时组织成果首轮评图会（确定10个“公众组”入围团队并于2月2日前发送入围通知）。2024年2月5日，召开成果评审会暨现场颁奖活动。2024年2月7日，发布“公众组”竞赛结果。八、参赛方式（一）专业组1、报名条件（1）本次公开征集报名不设专业资质限制。（2）中国境内设计单位须具有独立法人资格，境外设计单位须为在所在地合法注册的设计机构。（3）同一法定代表人的不同机构（含全资子公司及其控股公司），不得同时报名。（4）本次竞赛允许联合体参与竞赛，联合体的组成数量不超过两家。2、报名方式有意参加竞赛的设计单位在报名截止时间前，将填写好的电子版及加盖公章的扫描版报名登记表（见附件3）、商务文件（见附件5）、概念提案（见附件1）电邮至“专业组”联系邮箱，同时将报名登记表、商务文件、概念提案（签字并加盖公章），以书面形式在报名截止时间前送达或邮寄至联系地址。3、报名截止时间报名截止时间为北京时间2023年11月28日18时。逾期抵达的文件概不受理。（二）公众组1、报名条件本竞赛主要面向国内外设计机构、高校师生以及社会群众，参赛者可以为设计机构、高校及社会公众的团队或个人形式参加，参赛团队每组队员不多于4人，报名时需标明1名团队成员作为联络代表。2、报名方式参赛者在报名截止时间前，将填写好并签字的报名表（见附件4）电邮至“公众组”联系邮箱。3、报名截止时间报名截止时间为北京时间2024年1月10日18时。逾期抵达的文件概不受理。九、其他事项本次竞赛工作中的所有文件及往来信函均使用中文。本次竞赛工作本身及与本次相关的文件所适用的法律为中华人民共和国法律。本次竞赛的设计成果知识产权（不含“标准化设计产品”成果）属于主办方和竞赛组织单位，参赛者享有该设计成果的署名权。本次竞赛设计方案属于概念设计，不涉及法定规划、土地征收等事宜，后续项目的实施建设需经法定程序审批后实施。本公告内容若与设计任务书或竞赛补充技术文件不符，以设计任务书或竞赛补充技术文件为准。竞赛组织单位保留调整日程安排的权利。此公告及附件中英文有差异的情况，以中文为准。十、联系方式（一）“专业组”联系方式联系人：苏工联系邮箱：1015923458@qq.com联系电话：020-81224718联系/邮寄地址：广州市天河区粤垦路628号长讯大厦4楼（二）“公众组”联系方式联系人：吴工联系邮箱：2812851535@qq.com联系电话：020-81224719联系/邮寄地址：广州市天河区粤垦路628号长讯大厦4楼附件：1.“专业组”设计任务书2.“公众组”设计任务书3.“专业组”竞赛报名登记表4.“公众组”竞赛报名登记表5.“专业组”商务文件要求AnnouncementoftheHistoric,CulturalandEcologicalPathDesignContestofJulongBayStart-upArea–Guangzhou''OldCity,NewVitality''PartnerPlanSeries1.BackgroundInordertocarryoutthespiritofPresidentXiJinping'simportantspeechesandinstructionstoGuangdongandGuangzhou,andtosynergizetheprotectionandinheritanceofhistoryandcultureandthedevelopmentofecologicalcivilizationinurbanandruralconstruction,GuangzhouMunicipalPlanningAndNaturalResourcesBureau，GuangzhouPearlRiverEnterprisesGroupLtd.,andGuangzhouPearlRiverIndustrialParkInvestmentDevelopmentCo.,Ltd.jointlyorganizedtheHistoric,CulturalandEcologicalPathDesignContestofJulongBayStart-upAreainlinewiththe“OldCity,NewVitality”partnerplan.JulongBayislocatedinthe"Guangzhou-FoshanPoleCore"intheGreaterBayArea,andisoneofthe12riversidehigh-endindustrialparksbuiltbyGuangzhoutopromotethehigh-qualitydevelopmentalongthePearlRiver.Thecontestsolicitshigh-levelandmulti-layertechnicalforcesfromthepublictosupportandguaranteethehigh-qualitydesignandimplementationoftheconstructionprojectoftheJulongBaystart-uparea.ItaimstohighlighttheprofoundhumanisticheritageandthegreendevelopmentvisionofJulongBay,aswellastocreateaCantonesecityscapefeaturingtheintegrationofhistory,cultureandmoderncharacteristics.Thecontestwillsystematicallyenhancethecomprehensivevalueoftheculturalheritageandecologicalenvironmentofthearea,bringnewimpetusforurbandevelopment,andinnovateanewpathofsynergisticdevelopmentofheritagerevitaliza
