简要规则描述：上海已经进入了老龄化社会，面对人口老龄化，上海要把养老为老作为“十四五”发展重点之一，不断加强养老服务体系建设，完善养老服务设施，提升为老服务水平，让更多的老年人安享幸福晚年。我镇社区老年服务中心自2011年开办老年人助餐服务，至现今从未停歇。目前祝桥镇助餐点已达39家，预测2025年镇级居村助餐点将达55家，助餐人次将随助餐点布局再次增幅，预测将达2300人。现通过竞争性磋商方式择优选择一家供应商为本项目2025年祝桥镇为老助餐服务项目，餐饮服务企业要确保食品安全，按时保质保量完成。
Brief Specification Description: Shanghai has entered an aging society. Faced with an aging population, Shanghai will make elderly care one of the development priorities for the 14th Five Year Plan, continuously strengthen the construction of the elderly care service system, improve elderly care service facilities, enhance the level of elderly care services, and enable more elderly people to enjoy a happy old age. Our community elderly service center has been providing meal assistance services for the elderly since 2011 and has never stopped until now. At present, there are 39 meal assistance points in Zhuqiao Town, and it is predicted that by 2025, there will be 55 town level residential and village meal assistance points. The number of meal assistance personnel will increase again with the layout of meal assistance, and it is predicted to reach 2300 people. 二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时 中小企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation process, small and medium-sized enterprises will not be eligible for price discounts. 5、本次采购不接受联合体响应，不允许合同转让与分包。
(c)Specific qualification requirements for this program: 3. Having a valid food business license; 4. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 5. This procurement does not accept consortium responses and does not allow contract transfer or subcontracting.
