1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：
火炬头（含配套设施），2套
供货范围补充说明：
1) 火炬头长明灯热电偶引致火炬头上部第二层平台进入接线箱，补偿导线由接线箱引出进入镀锌套管，直至地面；变送器在地面控制盘上，通过接线箱与业主端子连接。接线箱IP65。
2) 电气、仪表都通过接线箱与业主线缆对接，接线箱在厂家供货范围中。
3) PLC控制，业主原有PLC系统上扩容，不再单独设置PLC。
4) 每根附塔蒸汽管线，必须设置有胀力弯, 依据附件里筒体图；
5) 仪表穿线管、电气穿线管，在塔上部，设置的胀力弯或避免电缆下坠的弯头，必须设置平台附近，便于检修。
6) 塔上线缆（电气、仪表）都为耐高温型，能够长期承受高温炙烤。
7) 附筒体管线，还包括与筒体的固定材料（角铁、U型管卡等）。
8) 火炬头带配对法兰（竖筒）、螺栓、垫片；蒸汽调节阀配对法兰、螺栓、垫片；地面内传焰系统配对法兰、螺栓、垫片等。
9) 包括蒸汽调节阀（或控制阀）
10) 点火盘及阀门组撬块。
11) 随机备品备件。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。
*3. 对投标人的资质业绩要求：
1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。
2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。
3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。
4) 信誉要求：
① 2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“信用中国”网站（www.creditchina.gov.cn）或各级信用信息共享平台中未列入失信被执行人名单。
证明材料：投标人需提供“信用中国”（www.creditchina.gov.cn）和“国家企业信用信息公示平台”（http://www.gsxt.gov.cn），截图加盖投标人公章并附在投标文件中。
② 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。

5) 投标人必须是制造商或制造商直接授权的代理商；如为代理商投标，需提供制造商出具的授权函原件或复印件加盖投标人公章并装订在投标文件中，否则其投标文件视为无效；
6) 业绩要求：
2013年1月1日至今（以合同签订时间为准），投标产品（火炬头）具有丙烯腈项目中的销售业绩，火炬头燃烧介质必须包括氰化氢（HCN）和丙烯腈（一个火炬头同时燃烧两种介质，或两个火炬头分别燃烧氰化氢（HCN）和丙烯腈）。
证明材料：投标人必须提供相应业绩的合同、技术附件等，其内容至少应包括项目名称、用户名称、规格型号参数、火炬气组分、签订日期以及签署和盖章页等。合同、技术附件等证明文件不清晰或未提供均视为无效证明。
7) 本项目不接受联合体投标。
招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4.1报名须知（重要）：

Torch head (including supporting facilities)，2 sets
Supplementary description of the scope of supply:
1) The thermocouple of the torch head pilot lamp causes the second layer platform on the upper part of the torch head to enter the junction box, and the compensation wire is led out from the junction box into the galvanized sleeve to the ground; the transmitter is on the ground control panel and connected with the owner's terminal through the junction box.Junction box IP 65.
2) Electrical and instrument are connected with the owner's cables through the junction box, which is within the scope of supply of the manufacturer.
3) For PLC control, the capacity of the original PLC system of the Owner shall be expanded, and the PLC shall not be set separately.
4) Each steam pipeline attached to the tower must be provided with an expansion bend according to the cylinder diagram in the attachment;
5) Instrument conduit and electrical conduit shall be set at the upper part of the tower, and the expansion bend or the bend to prevent the cable from falling must be set near the platform for easy maintenance.
6) The cables (electrical and instrument) on the tower are high temperature resistant and can withstand high temperature roasting for a long time.
7) The pipeline attached to the barrel also includes the fixing materials (angle iron, U-shaped pipe clamp, etc.) with the barrel.

*3. Qualification and Performance requirements to the bidders:
1) The bidder must have a valid business license or business license certificate.
2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.
3) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.
4) Credibility requirements:

6) Performance requirements：
From January 1, 2013 to now (subject to the time of contract signing), the bidding product (flare head) has the sales performance in the acrylonitrile project, and the flare head combustion medium must include hydrogen cyanide (HCN) and acrylonitrile (one flare head burns two media at the same time, or two flare heads burn hydrogen cyanide (HCN) and acrylonitrile respectively).
Supporting materials: the Tenderer must provide the contract and technical attachments with corresponding performance, which shall at least include the project name, user name, specification and model parameters, flare gas components, signing date, signature and seal page, etc. If the contract, technical annexes and other supporting documents are not clear or not provided, they shall be deemed invalid.
7) The Joint Venture bidding shall not be accepted in this bidding project.
The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.
4. 4.1 Registration instructions (important):

6) Performance requirements：
From January 1, 2013 to now (subject to the time of contract signing), the bidding product (flare head) has the sales performance in the acrylonitrile project, and the flare head combustion medium must include hydrogen cyanide (HCN) and acrylonitrile (one flare head burns two media at the same time, or two flare heads burn hydrogen cyanide (HCN) and acrylonitrile respectively).
Supporting materials: the Tenderer must provide the contract and technical attachments with corresponding performance, which shall at least include the project name, user name, specification and model parameters, flare gas components, signing date, signature and seal page, etc. If the contract, technical annexes and other supporting documents are not clear or not provided, they shall be deemed invalid.
7) The Joint Venture bidding shall not be accepted in this bidding project.
The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.
4. Interested bidders can register and download the bidding documents (electronic version) online from 8:30 AM to 17:00 PM (Beijing time) every day from Aug.,28th, 2023 to Sep., 4th, 2023 (except holidays). 4.1 Registration instructions (important):
(1) Online registration and downloading bidding documents: Login to Sinochem Business Electronic Bidding Platform (e.sinochemitc.com), potential bidders need to register online first (free of charge), pay the platform use and technical support fee through online, and after successful payment, you can download the bidding documents and VAT electronic ordinary invoice. 4.2 Bidding instructions (important):
(1) Bidding documents (paper documents + electronic documents) must be sealed according to the requirements of the tender documents and delivered or mailed to the tender opening site before the tender deadline, otherwise they will not be accepted.
(2) Potential bidders who have successfully purchased the documents to confirm their participation in the tender must go to the home page of SCM collection platform of Sinochem Energy (https://scm.sinochem.com) and complete CA binding according to the prompts before submitting the tender documents online. Without CA, you will not be able to sign, encrypt and submit the bidding documents.
