1 项目背景
1. Project background
《国民经济和社会发展第十四个五年规划和2035年远景目标纲要》明确指出要加快数字化发展，建设数字中国。二十届三中全会审议通过《中共中央关于进一步全面深化改革推进中国式现代化的决定》，要求因地制宜发展新质生产力，促进实体经济和数字经济深度融合，实现数字产业化和产业数字化。习近平总书记在考察浙江时发表了“深化国家数字经济创新发展试验区建设，打造一批具有国际竞争力的战略性新兴产业集群和数字产业集群”的重要讲话。
The Outline of the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 explicitly calls for accelerating digital development and building Digital China. The Third Plenary Session of the 20th Central Committee of the Communist Party of China reviewed and approved the "Decision on Further Deepening Reform and Advancing Chinese Modernization," which emphasizes the need to develop new qualityproductive forces tailored to local conditions and to promote the deep integration of the digital economy with the real economy, thereby advancing the digitalization of industries and the industrialization of digital technologies. During his visit to Zhejiang, General Secretary Xi Jinping emphasized the importance of "deepening the construction of the National Digital Economy Innovation Development Experimental Zone and fostering strategic emerging industryclusters and digital industry clusters with international competitiveness."
浙江拥有良好的数字贸易营商环境和市场体系，杭州作为浙江发展数字贸易的先行者，拥有实力雄厚数字贸易产业龙头、全国前列的数字贸易制度和创新数字贸易人才集聚。擦亮全球数贸会金名片，全面提升国际化、专业化、市场化、数字化办展水平，打响“中国数贸港”品牌成为杭州发展数字贸易工作的重中之重。2024年4月杭州发布《中国数贸港发展规划》、《关于印发杭州市推进数字贸易强市三年行动计划（2024—2026年）的通知》，对全市、临空经济示范区推进数字贸易从目标、举措到保障进行了顶层设计和具体任务分解。
ZhejiangProvinceboasts a favorable business environment and market system for digital trade. As a pioneer in digital trade within Zhejiang, Hangzhou has a strong presence of leading digital trade enterprises, ranks among the top in digital trade regulatory frameworks, and is home to a concentration of innovative talent in this field. Enhancing the global brand of the Global Digital Trade Expo, elevating the exhibition's internationalization, specialization, marketization, and digitalization, and establishing the "China Digital Trade Port" brand have become critical focal points for Hangzhou's digital trade development. In April 2024, Hangzhou released the "China Digital Trade Port Development Plan" and the "Notice on the Issuance of the Three-Year Action Plan for Promoting Digital Trade in Hangzhou (2024–2026)," providing a top-level design and detailed task breakdown for advancing digital trade across the city, including Hangzhou Airport Economic Demonstration Zone (HAEDZ).
杭州临空经济示范区拥有发展数字贸易产业的先天优势，也是杭州发展数字贸易的主阵地、主窗口。拥有智能制造、生命健康、航空服务、数字贸易、会展商务“2+3”产业体系以及“综保+自贸+临空经济示范区+跨境电商综试区+机场枢纽”四区一枢纽叠加优势，杭州大会展中心作为全球数字贸易博览会的永久会址，将进一步助力浙江省、杭州市数字贸易发展。
HAEDZ has inherent advantages for developing the digital trade industry and serves as the main platform and showcase for Hangzhou's digital trade development. HAEDZfeatures an industrial system centered around "2+3" sectors: intelligent manufacturing, life sciences, aviation services, digital trade, and exhibition commerce. Additionally, it benefits from the combined advantages of the four zones and one hub: the comprehensive bonded zone, free trade zone, airport economic demonstration zone, cross-border e-commerce comprehensive pilot zone, and airport hub. Hangzhou Grand Convention and Exhibition Center, as the permanent venue for the Global Digital Trade Expo, will further drive the digital trade development of Zhejiang Province and Hangzhou City.
近期，市临空建投集团编制了《全球数字贸易创新港建设策划方案》，拟依托全球数贸会国际性展会平台，建设国际一流会展+产业平台，营造国际化数字贸易创新生态，引育全球数字贸易龙头企业，打造要素高度集聚、产业特色鲜明、运营高效领先的全球数字贸易创新港，全力助推杭州建设具有全球辨识度的中国数贸港。
Recently, Hangzhou Linkong Construction Investment Group Co. , Ltd.has drafted the "Global Digital Trade Innovation Port Construction Planning Proposal," which aims to leverage the international exhibition platform of the Global Digital Trade Expo to build a world-class exhibition and industry platform. This project seeks to create an international digital trade innovation ecosystem, attract global digital trade leaders, and establish the Global Digital Trade Innovation Port as a hub characterized by highly concentrated resources, distinctive industrial features, and efficient operations, thereby propelling Hangzhou to become a globally recognized China Digital Trade Port.
为进一步推动全球数字贸易创新港空间落地、成果展示及项目建设，现开展《全球数字贸易创新港概念性规划及重点地块建筑概念设计》编制工作。
To further promote the spatial implementation, outcome showcasing, and project construction of the Global Digital Trade Innovation Port, we are now commencing the preparation of the "Conceptual Planning and Architectural Concept Design for Key Plots of the Global Digital Trade Innovation Port."
2 规划目标
2. Planning Objectives
落实党的二十大和习近平总书记重要讲话精神，以打造数字贸易为核心的产业新地标——中国数贸港为根本目标，助推杭州成为全国领先、全球一流的数字贸易强市。落实中国数贸港建设“三地一枢纽”功能定位，发挥临空经济示范区“支撑”及先行示范作用，结合杭州大会展中心场馆承接全球数字贸易博览会契机，建设全球数字贸易创新港，构建具有临空辨识度的数字贸易产业体系。
In line with the guiding principles of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping's important speeches, the primary goal is to establish the China Digital Trade Port as a landmark industry hub centered on digital trade, positioning Hangzhou as a leading digital trade city both nationally and globally. The planning is supposed toimplement the "three locations and one hub" functional positioning of the China Digital Trade Port, leveraging the HAEDZ's role as a support and demonstration zone. In conjunction with the HangzhouGrandConvention and Exhibition Center's role in hosting the Global Digital Trade Expo, the planning will guide the construction of the Global Digital Trade Innovation Port and establishment ofa digital trade industry system with distinctive characteristics tied to the airport.
（1）中国数贸港建设支撑区/Supporting Zone for China Digital Trade Port Construction
发挥“综保+自贸+临空经济示范区+跨境电商综试区”及萧山国际机场“四区一枢纽”的叠加优势，依托球数字贸易博览会高能级线上线下展会平台，提出具有引领性的发展理念，构建临空数字创新特色的产业生态、创新环境，聚焦跨境电子商务、数字服务贸易等领域，强化跨境服务、国际展会、离岸金融等功能，实现中国数贸港建设的支撑区。全面推进临空经济示范区发展提能升级，打造链接全球、驱动双循环格局的重要开放门户。
The planning will fully utilize the advantages of the "four zones and one hub" (comprehensive bonded zone, free trade zone, airport economic demonstration zone, cross-border e-commerce comprehensive pilot zone, and airport hub), and propose forward-looking development concepts, leveragingthe high-level online and offline exhibition platform provided by the Global Digital Trade Expo. The planningaims toconstruct an industry ecosystem and innovation environment with characteristics tied to the airport, focus on sectors such as cross-border e-commerce and digital services trade. The planningwill also enhance cross-border services, international exhibitions, and offshore finance functions, ultimately establishing a supporting zone for the construction of the China Digital Trade Port. The planning will drive the HAEDZ's development to a higher level, making it a key open gateway linking the global economy and driving the dual circulation development pattern.
（2）全球数字贸易创新先导区/Pioneer Zone for Global Digital Trade Innovation
准确把握临空区域经济优势，聚焦产业特色、时代气息，形成结构合理、布局清晰、独具韵味的城市空间体系；聚焦数字产品、数字服务、数字金融等领域产业链，推动新业态发展，优化新型数字基础设施建设，培育新业态新模式优质环境，营造数字贸易创新生态，打造全球数字贸易创新先导区。
Accurately leveraging the economic advantages of the airport area, this planningwill focus on industry characteristics and contemporary trends to create a well-structured, clearly defined, and uniquely vibrant urban spatial system. By concentrating on the industrial chains of digital products, digital services, and digital finance, the planning will promote the development of new business forms, optimize the construction of new digital infrastructure, and cultivate a high-quality environment for new business models. This will foster a digital trade innovation ecosystemand establish the zone as a pioneer in global digital trade innovation.
（3）“会展+数贸”产业生态活力区/ Vibrant Ecosystem Zone for the "Exhibition + Digital Trade" Industry
充分利用区域会展+优势，研究产业空间及配套需求，以高品质产业空间、公共空间、建筑空间及配套设施满足产业、会展、生活及旅游等多元人群需求，营造复合活力、社交友好、创新碰撞、人群汇聚的多元场景，打造“会展+数贸”产业生态的复合型活力区。
The planning will make full use of the region's advantages in the exhibition industry, study the spatial and supporting needs of the industry, and provide high-quality industrial spaces, public spaces, building spaces, and supporting facilities to meet the needs of various groups, including those in industry, exhibitions, living, and tourism. This will create a vibrant, socially friendly, innovative, and diverse ecosystem for the "Exhibition + Digital Trade" industry.
3 征集范围
3. Scope of Solicitation
规划范围位于萧山机场北侧，以大会展中心为核，北至龙虎横河及月亮湾，西至钱塘江堤岸，南至南虹路，东至南丰路、南临路、赭东路、南阳纵一路、南义路、104国道，具体范围详见附图，规划范围用地面积约305公顷，其中大会展中心（一、二期）及南侧酒店等约106公顷为已建成区。
The planning area is located to the north of Hangzhou Xiaoshan International Airport, with Hangzhou GrandConvention and Exhibition Center as its core. The boundaries extend north to Longhu Riverand Yueliangwan, west to the Qiantang River embankment, south to Nanhong Road, and east to Nanfeng Road, Nanlin Road, Zhedong Road, Nanyang Zongyi Road, Nanyi Road, and National Highway 104. For specific boundaries, please refer to the attached map. The planning area covers approximately 305 hectares, including approximately 106 hectares of built-up area comprising the first and second phases of Hangzhou GrandConvention and Exhibition Center and the hotels to its south.

本次规划为概念性规划，其中重点地块（首发项目）应达到建筑概念深度。
This planning initiative is a conceptual planning exercise, with the key plot (initial project) required to reach the depth of architectural conceptual design.
高水平建好中国数贸港支撑区。建设集高端会展、总部经济、数字博览、数贸服务等于一体的数字贸易产业综合枢纽、全球数字贸易总部基地。明确全球数字贸易创新港产业布局及发展重点，培育数字贸易新模式新业态，构建具有杭州辨识度的全球数字贸易产业体系。
High-Level Construction of the Supporting Zone for China Digital Trade Port:The planningaims to develop a comprehensive digital trade industry hub and a global headquarters base for digital trade, integrating high-end exhibitions, headquarters economy, digital expos, and digital trade services. The planning will define the industrial layout and development priorities of the Global Digital Trade Innovation Port, cultivate new models and business forms in digital trade, andconstruct a globally recognized digital trade industry system distinctive to Hangzhou,.
（1）空间深化/ Spatial Refinement
落实数贸总部博览区关于数字服务、数字金融、数字产品三大特色总部集聚区的空间布局地；明确数贸产业类型、产业配套、产业服务、数字基础设施等用地空间布局及具体功能定位，明确区域空间形态；有效衔接区域各类功能业态，有效衔接规划范围周边建筑、空间等景观环境，促进临空产业与城市联动协同发展。
Implement the spatial layout of the Digital Trade Headquarters Expo Zone, focusing on the three major characteristic headquarters clusters: digital services, digital finance, and digital products.
Define the spatial layout and specific functional positioning of land use for digital trade industry types, supporting industries, industry services, and digital infrastructure, as well as the overall spatial form of the region.
Effectively integrate various functional business types within the region, ensuring smooth connections with the surrounding buildings, spaces, and landscape environments, and promote coordinated development between the region's industry and urban areas.
（2）产业细化/ Industry Detailing
聚焦数贸产业链主企业，明确地块功能定位及细分类型，落实具体功能业态及空间匹配诉求；提出培育数字贸易新模式新业态的具体方案；提出拟实施项目的建设运营策略及产业引育模式。
Focus on leading enterprises within the digital trade industry chain, clarifying the functional positioning and subcategories of plots, and aligning specific functional business types with spatial demands.
Propose detailed plans for cultivating new models and business forms in digital trade.
Develop construction and operation strategies for proposed projects, as well as industry attraction and development models.
（3）行动实化/ Action Realization
谋划全球数字贸易创新港标志性项目，明确分期建设计划及工作内容；提出首发项目选址、建设规模及内容、规划指标、整体布局及配套要求、运营模式、创新体系、政策支撑、规划衔接要求等。
Plan iconic projects for the Global Digital Trade Innovation Port, clearly defining the phased construction plan and tasks.
Propose the site selection, construction scale and content, planning indicators, overall layout and supporting requirements, operational models, innovation system, policy support and planning coordination requirements for the headquarters base or initial project of the Global Digital Trade Innovation Port.

（2）资格要求（最终以正式征集公告发布为准）/Qualification Requirements (Subject to Final Announcement)
1）境内应征单位应具有独立法人资格（依照《中华人民共和国合伙企业法》合法设立的设计事务所除外），并提供有效的营业执照；境外（含港澳台地区）应征单位应为合法注册的企业或机构，并提供有效的商业登记证明。境内应征单位须具有城乡规划编制甲级资质或建筑甲级资质（如以联合体应征的，其中一家满足即可），并提供有效的资质证书，境外设计机构必须与国内设计机构组成联合体参加。不接受个人或个人组合的应征。
Domestic Applicants must have independent legal entity status (design firms established according to the "Partnership Enterprise Law of the People's Republic of China" are exempt) and provide a valid business license.
Foreign Applicants (including Hong Kong, Macau, and Taiwan) must be legally registered enterprises or institutions and provide a valid business registration certificate.
Domestic applicants must possess a Class A qualification in urban and rural planning or a Class A architectural qualification (if applying as a consortium, at least one member must meet this requirement) and provide a valid qualification certificate.
Foreign design firms must form a consortium with a domestic design firm to participate.
Individual or individual combinations are not accepted.
2）法定代表人（合伙人）为同一个人的两个及两个以上的企业或机构，母公司及其全资子公司，存在控股、管理关系的公司，不得同时报名。
Restrictions on Multiple Registrations:
Two or more enterprises or institutions with the same legal representative (or partners), parent companies and their wholly-owned subsidiaries, or companies with controlling or management relationships, are not allowed to apply simultaneously.
3）联合体应征的，联合体中的成员单位不得再单独或与其他设计单位另行组成联合体进行报名。组成联合体的设计机构数量不得超过三家，以联合体方式应征的单位应签署联合体协议。
Consortium Requirements:
If applying as a consortium, member units within the consortium must not separately or jointly with other design units form another consortium for application.The number of design institutions in the consortium should not exceed three. Consortia must sign a consortium agreement.
