(c)Specific qualification requirements for this program:(3) It must be a legal person or unincorporated organization legally established within the territory of China (this project does not accept branches to participate in procurement activities in their own names);
(4) It has the status of an independent legal person, and its business scope complies with the requirements of this project;
(5) The bidder shall possess a general contracting qualification of municipal public works at level three or above. The project leader shall be a staff member of the applicant's own unit, holding a practicing qualification certificate of a constructor of level two or above of the People's Republic of China issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and the registered specialty must be municipal engineering.
