1    上海国际招标有限公司（以下简称“招标机构”）受中远海运港口秘鲁钱凯公司（以下简称“招标人”）的委托，现邀请合格投标人就中远海运港口秘鲁钱凯一期工程流动机械采购的下列3个包件的货物和有关服务提交密封投标：

Shanghai International Tendering Co., Ltd. (SITC) for and on behalf of the Employer “COSCO SHIPPING Ports Chancay PERU S.A.” invites sealed bids from eligible bidders for the supply of following goods and related services under the Project, Procurement of Mobile machinery for Chancay Multipurpose Terminal New First Stage, Peru:

1）  包件一：电动空箱堆高机

Package 1: Electric Empty Container Handler

2）  包件二：电动正面吊

Package 2: Electric Reach Stacker

3）  包件三：电动牵引车

Package 3: Electric Towing Tractor

注note：

1）在发运前3个月，由招标人与中标人商定具体发运方案、时间安排及交货期。

2）*投标人报价时，可选设备的报价不包含在投标总价中。但投标人应接受在相同的技术、商业和价格条件下，招标人购买这些附加设备的选择。招标人有权在合同签订之日起一年内行使购买选择权。

1) 3 months before the delivery schedule, the tenderee and the Supplier shall agree on the specific delivery plan, time arrangement and delivery schedule.

2) * When the bidder quote, the price shall not include these optional equipment, however bidder shall accept the purchase option of these additional equipment considering the same technical, commercial and price conditions. Tenderee has the right to execute the purchase option within 1 year after contract signing date.

2    本次招标所需的资金来源已经落实。

The source of funds required for this tender has been implemented.

3    本次招标的合格投标人应同时满足下列资格要求：

Bidder should meet all the following qualification requirements:

1）  投标人须为投标产品的专业制造商，或经上述专业制造商针对本项目唯一授权的代理商；

The bidder must be a professional manufacturer of the tender products, or an agent authorized by the above-mentioned professional manufacturer for the sole authorization of the project；

2）  须提供投标人（如为代理商）以及投标产品制造商的营业执照或合法注册文件；

The business license of the bidder (as an agent) and the manufacturer must be provided.

3）  投标人以及投标产品制造商应具有良好的银行资信和商业信誉；

Bidders and the Manufacturers should have good bank credit and business reputation；

4）  业绩要求：

Performance Requirements:

包件一：2021年1月1日至投标截止日，投标产品制造商应同时具有不少于5台电动空箱堆高机的销售业绩（须提供销售合同复印件，以合同签订时间为准）；

For package 1, from January 1, 2021, till the tender deadline, the bid product manufacturers shall have sales performance of not less than 5 sets of Electric Empty Container Handler. (The bidders must provide sales contracts and reflect scope of supply and information of contract signing date);

包件二：2021年1月1日至投标截止日，投标产品制造商应同时具有不少于3台电动正面吊的销售业绩（须提供销售合同复印件，以合同签订时间为准）；

For package 2, from January 1, 2021, till the tender deadline, the bid product manufacturers shall have sales performance of not less than 3 sets of Electric Reach Stacker. (The bidders must provide sales contracts and reflect scope of supply and information of contract signing date);

包件三：2021年1月1日至投标截止日，投标产品制造商应同时具有不少于6台电动牵引车的销售业绩（须提供销售合同复印件，以合同签订时间为准）；

For package 3, from January 1, 2021, till the tender deadline, the bid product manufacturers shall have sales performance of not less than 6 sets of Electric Towing Tractors. (The bidders must provide sales contracts and reflect scope of supply and information of contract signing date);

5）  投标产品制造商应具有有效的ISO9000系列或同等质量管理体系认证证书，以及有效的ISO14000系列或同等环境管理体系认证证书。

The manufacturer shall submit evidence that is certified in ISO 9000 and ISO 14000 or equivalents in other countries.

6）  投标人以及投标产品制造商须提供经第三方审计的近三年（2020、2021、2022）财务报表（包含审计说明）。

The bidder and the manufacturer must provide audited financial statements for the past three years (2020, 2021, 2022) including Auditor notes that describes tax and legal liabilities.

7）  投标人以及投标产品制造商须遵守并符合CSPCP反腐败制度的要求并提供相应的承诺书（详见投标人须知后附）。

The bidder and the manufacturer must comply with Anticorruption Requirements of CSPCP and submit a sworn statement (refer to annex of Instruction to Bidders).

8）  本项目不接受联合体投标。

This bid does not accept consortium bidding.

4    有兴趣的潜在投标人可从招标机构得到进一步的信息和查阅招标文件。

Interested eligible bidders may obtain further information from and inspect the bidding documents from the Tender Agency.

5    有意参加本次招标的潜在投标人，请于2024年3月15日至2024年3月20日的9:00～16:00在上海国际招标有限公司网站(https://www.shabidding.com)注册并在线领购招标文件。招标文件每套售价2000元或者300美元，售后不退。

The potential bidders interested in participating in this bidding are required to visit the website of Shanghai International Tendering Co., Ltd. (https://www.shabidding.com) for registration and on-line purchasing the Bidding Documents from March 15, 2024 to March 20, 2024 (9:00~16:00). Each set of Bidding Documents will be charged CNY 2000 or USD 300, which will not be refunded after sale.

供应商首次注册需要提供《供应商注册专用授权函和承诺书》（可从供应商注册页面下载）和营业执照等盖章扫描件，供应商应当提前准备，尽早办理，以免影响领购招标文件。

已注册的潜在投标人可从网站采购公告栏的相应公告中进行在线领购招标文件流程。若公告要求提供法定代表人授权书等领购资料的，潜在投标人应当上传相关资料的原件扫描件，否则招标代理有权拒绝向其出售招标文件。领购资料原件应立即发快递给负责该招标项目的项目经理。无需提供领购资料的项目，潜在投标人提交领购申请并支付费用到账后即可下载电子招标文件。

For the initial registration, the supplier needs to provide the Special Authorization Letter and Commitment letter for Supplier Registration (which can be downloaded from the supplier registration page) and scanned copies (with seals) of business license. The supplier shall prepare the said materials and complete registration as early as possible, so as not to affect the purchase of Bidding Documents.

The potential bidders who have registered can enter the process of purchasing Bidding Documents online from the corresponding notice on the purchasing bulletin board of the website. If the notice requires the authorization letter of legal representative and other materials, the potential bidders shall upload the scanned copies of the original materials, otherwise, the Tender Agency has the right to refuse to sell the Bidding Documents to them. Such original materials shall be sent to the project manager of the bidding project via express in a timely manner. For projects that do not need such materials, the potential bidders may download the electronic Bidding Documents after submitting the application and paying the fees.

6    所有投标文件应于2024年4月9日09:30时（北京时间）之前递交到中远海运港口秘鲁钱凯公司利马办公室(具体地址为Avenida Manuel Olguín 373, Santiago de Surco, Lima, Perú - Zip Code 15023)。允许中华人民共和国境内投标人将投标文件在上述时间之前递交到上海市延安西路358号上海国际招标有限公司20楼第9会议室（2001）。

Bids must be delivered to CSPCP’s Lima Office (at Avenida Manuel Olguín 373, Santiago de Surco, Lima, Perú - Zip Code 15023). before 09:30 April 9, 2024 (Beijing time). The Bidders from China are allowed to submit the Bids to No.9 meeting room, 20F, Meiliyuan Mansion 358 Yan'an Road(W), Shanghai (200040) before 09:30 April 9, 2024 (Beijing time).

7    定于2024年4月9日09:30时（北京时间），在中远海运港口秘鲁钱凯公司利马办公室(开标主会场，具体地址为Avenida Manuel Olguín 373, Santiago de Surco, Lima, Perú - Zip Code 15023)以及上海市延安西路358号上海国际招标有限公司20楼第9会议室（开标分会场）公开开标。届时请投标人代表出席开标仪式。

Bids will be opened in the presence of Bidders’ representatives who choose to attend at 09:30 April 9, 2024 (Beijing time) at CSPCP’s Lima Office (main bid opening venue at Avenida Manuel Olguín 373, Santiago de Surco, Lima, Perú - Zip Code 15023) and No.9 meeting room, 20F, Meiliyuan Mansion 358 Yan'an Road(W), Shanghai (branch bid opening venue).

8    发布公告的媒介：本次招标公告同时在中远海运集团海洋服务中心（gs.coscoshipping.com）、中国招标投标公共服务平台（www.cebpubservice.com）、中国国际招标网（www.chinabidding.com）及上海国际招标有限公司网站（www.shabidding.com）上发布，同时将招标公告以邮件形式向秘鲁驻上海领事馆进行公告。本公告的修改、补充在上海国际招标有限公司网站发布，本公告在各媒体发布的文本如有不同之处，以在上海国际招标有限公司网站发布的文本为准。

This Bidding Announcement is published on gs.coscoshipping.com, www.cebpubservice.com, www.chinabidding.com and www.shabidding.com. At the same time, E-mail the Bidding Announcement to Consulate General of the Republic of Peru in Shanghai. Any amendments related will published on www.shabidding.com. If the contents are different from those published in the media, the texts published on www.shabidding.com shall prevail.
