  根据广州市人民政府穗府函[2007]26号文件,为把“广州国际商品展贸城”(简称“展贸城”)建设成现代化国际交易市场基地,打造“成本洼地”,提升国际化、信息化和现代化水平,广州国际商品展贸城股份有限公司特举办本次广州国际商品展贸城概念性规划及重点地段城市设计国际竞赛(简称"竞赛")。
  本次竞赛业主单位为广州国际商品展贸城股份有限公司,竞赛组织单位为广州市正阳招标采购服务中心。
  一、 竞赛内容
  1、项目名称:广州国际商品展贸城概念规划及重点地段城市设计国际竞赛
  2、项目编号:0809-0841GZG34423/01
  3、项目概况:广州国际商品展贸城位于广州番禺区化龙镇,距广州市中心直线距离15公里,规划设计范围南起金山大道,北抵沥滘水道,西至京珠高速公路,东至黄埔大桥(详见附图红线范围);总用地面积287公顷,合4300亩,项目综合容积率为1.8,总建筑面积约517万平方米。
  4、规划编制目的:
  ① 明确广州国际商品展贸城的功能定位、项目业态及发展目标。
  ② 明确展贸城的土地利用规划布局、道路交通、生态环境及开敞空间体系、公共服务设施、开发建设模式、时序等内容,为后续控制性详细规划提供参考。
  ③ 明确展贸城的总体空间形态及重要区域设计意向,为展贸城后续开发建设提供参考。
  ④ 响应项目特殊的生态区位,构建地方性、生态型的园林景观体系,体现地域文化特色。
  二、 竞赛活动时间
  竞赛活动期限暂定为2008年5月26日至2008年8月15日(具体时间以竞赛技术文件为准)。
  三、 竞赛方式
  1、竞赛形式
  本次竞赛为城市设计国际竞赛,参赛单位须为具有城市规划设计甲级资质的独立法人,或为由境内具有城市规划设计甲级资质独立法人作主体的联合体。由入围评审委员会对所有报名设计单位(含设计联合体,下同)的设计资质、业绩、相关经验、工作计划、服务诚信与组成团队等进行综合评选,从中评选出共5家设计单位入围正式参赛。每家设计单位只报送1个竞赛方案。
  确定正式参赛单位的程序如下:
  第一步:通过网上发布竞赛公告,接受设计单位报名;
  第二步:对所有报名设计单位进行入围评审,评选确定正式参赛单位;
  第三步:向正式参赛单位发出参赛邀请函。
  任何未被确定为正式参赛单位所报送的设计方案一律不予受理。
  若入围评审合格的参赛设计单位不足5家时,重新报名。无论竞赛报名的过程和结果如何,参赛设计单位均应自行负责其参赛报名的一切费用。
  2、竞赛流程
  ① 报名:境内外任何符合条件的申请人均可报名。
  ② 入围评审,确定正式参赛单位。
  ③ 竞赛组织单位向正式参赛单位发出参赛邀请函,组织现场勘察及答疑会;正式参赛单位制作竞赛方案,并在规定时间递交竞赛方案。
  ④ 评审确定优胜方案。
  ⑤ 评审标准为:按附件3的评分标准按分数的高低,由高到低选择前5名。
  3、竞赛奖金及成本补偿费
  本次竞赛将由方案评审委员会评选出最多2个优胜方案。
  优胜方案第一名的设计单位获得竞赛业主单位支付的竞赛补偿费(含知识产权费,下同)及奖金,合计120万元人民币(含税)。
  优胜方案第二名的设计单位获得竞赛业主单位支付的竞赛补偿费及奖金,合计90万元人民币(含税)。
  若参赛方案未能达到相应要求,优胜方案可以减少或空缺。
  其他未获优胜方案的正式参赛设计单位按本次竞赛技术文件规定报送参赛成果文件,并经技术审查符合本次竞赛要求的,可获竞赛业主单位支付的成本补偿费人民币70万元整(含税)。
  竞赛成果经专家评定为无效方案的设计单位将不能获得竞赛成本补偿费。
  4、竞赛方案的署名权归竞赛设计单位,版权及后续修改权归竞赛业主单位。
  5、所有竞赛成果概不退回。
  四、 竞赛报名
  1、 资格要求(须符合以下三种情形之一,其他情形不接受报名):
  A、境内设计单位
  a、具备城市规划设计甲级资质证书;
  b、过去5年内至少已完成或正在进行一项同类项目业绩(合同金额或补偿金额不少于人民币100万元或等值外币,以报名截止日中国银行公布的外汇牌价中间价为准);
  c、项目负责人须具备注册建筑师或注册规划师或中级以上职称。
  B、境外设计单位联合体
  a、境外设计单位过去5年内至少已完成或正在进行一项同类项目业绩(合同金额或补偿金额不少于人民币100万元或等值外币,以报名截止日中国银行公布的外汇牌价中间价为准);
  b、境内设计单位须同时满足A项要求;
  c、联合体须提供联合体协议,并以境内设计单位作为主办单位(联合体主体)。
  C、境内设计单位联合体
  a、境内设计单位组成联合体的,联合体成员必须同时满足A项要求;
  b、联合体须提供联合体协议。
  2、 报名方法:
  ① 报名时间:2008年5月26日--2008年6月16日上午9:00-- 12:00,下午2:30--4:30。
  ② 报名地点:广州市正阳招标采购服务中心(广州市广仁路1号广仁大厦6楼)。
  ③ 报名截止时间:2008年6月16日下午4:30。
  ④ 所有报名文件以书面形式在报名截止时间前【送达】至报名地点。逾期概不受理。报名资料一式三份(一正二副)。

  五、 其他事项如下:
  1、本次竞赛活动中的所有文件及往来信函均应使用中文,或中英文对照书写。当同一内容的中文与英文发生歧义时,以中文为准。
  2、本次竞赛活动本身及与本次活动相关的文件所适用的法律为中华人民共和国法律。

  Guangzhou International Commodity Exhibition & Trade City Concept Planning and Urban Design of Major Area
  International Competition Announcement
  Guangzhou International Commodity Exhibition & Trade City Co.Ltd holds this Guangzhou International Commodity Exhibition & Trade City Concept Planning and Urban Design of Major Area International Competition (briefly called “the competition”) in order to build “Guangzhou International Commodity Exhibition & Trade City”(“Exhibition & Trade City”) into a modern international transaction market base, create “cost low-lying land”, improve internationalization, informationization and modernization level in accordance with Document SFH[2007] 26 of Guangzhou Municipal Government.
  The host unit of this competition is Guangzhou International Commodity Exhibition & Trade City Co., Ltd., the organizer is Guangzhou Zhengyang Tendering & Procurement Service Center.
  I Content of competition
  1. Name of project: Guangzhou International Commodity Exhibition & Trade City Concept Planning and Urban Design of Major Area International Competition
  2. Number of project: 0809-0841GZG34423/01
  3. Outline of projiect: Guangzhou International Commodity Exhibition & Trade City is located at Hualong Town, Panyu District, Guangzhou, 15 km from downtown Guangzhou, starting from Jinshan Road in the south, reaching Liyao Watercourse in the north, to Jingzhu Expressway in the west and Huangpu Bridge in the east(see the extent outlined by red line in attached figure). It covers 287 ha., equal to 4300 mu, with a comprehensive FAR of 1.8 and a total building area of 5.17 million sqm.
  4. Purpose of concept planning
  (1)Defining the functional orientation, commercial pattern and development target of Guangzhou International Commodity Exhibition & Trade City.
  (2)Defining the land use planning layout, road & traffic, ecological environment and open space system, public service facility, development mode and order of Exhibition & Trade City, providing reference to subsequent regulatory plan.
  (3)Defining the overall space form and major area’s design intention of the Exhibition & Trade City, providing reference to subsequent development and construction of the Exhibition & Trade City.
  (4)In answer to special ecological location of the project, creating locally and ecological garden landscape system, embodying regional culture characteristic.
  II Time of competition
  The time of competition is provisionally from May 26, 2008 to August 15, 2008(the specific time is subject to the technical document of competition).
  III Competition manner
  1. Competition form
  This competition is urban design International Competition, and the institutes and organizations for competition must be the independent legal persons having Class A qualification of urban planning design, or a joint venture with the independent legal persons having Class A qualification of urban planning design in China mainland as Leading member. The qualification assessment committee will comprehensively assess the design qualification, performance, relevant experience, work plan, service faith and team composition of all the design institutes(including the association) for competition, and select among which a total of 5 design institutes qualified for the formal competition. Each design institute can submit only one competition proposal.
  The procedure for determining the formal competition candidates is as follows:
  First step: to publicize the online competition announcement and accept signing up of the design institutes;
  Second step: to review all the design institutes signing up and select and determine the formal competition candidates;
  Third step: to send letter of invitation for competition to the formal competition candidates.
  The design proposal submitted by any design institute that has not been invited will not be accepted.
  If the competition candidates qualified for competition are no more than 5, re-sign up. No matter how the course and result of signing up of competition are, all competition candidates shall be liable for all expenses arising thereof by themselves.
  2. Competition flow
  (1) Signing up: Any qualified applicants in both China mainland and abroad can sign up.
  (2) Review on qualification for competition to select the formal competition candidates.
  (3) The organizer of competition sends formally letter of invitation to the formal competition candidates, holds a general Q/A meeting and the site inspection; the formal competition candidates prepare the competition proposals and submit them in the fixed time.
  (4) Assess the superior proposals.
  (5) Standard of assessment: Selecting the top 5 proposals in order of scores in accordance with the scoring standard in Appendix 3.
  3. Competition bonus and cost compensation fee
  The proposal assessment committee will select maximum 2 superior proposals in this competition.
  The No.1 superior proposal winner will get the competition compensation fee (including intellectual property right fee, same below) and bonus, amounting to RMB1.2 million (including tax) paid by host unit of competition.
  The second winner of the superior proposal will get the competition compensation fee and bonus, amounting to RMB900,000 (including tax) paid by host unit of competition.
  If the competition proposals fail to meet the corresponding requirement, the superior proposals may be decreased or vacant.
  Other formal competition candidates failing to win the superior proposals submit the competition achievement documents according to provisions in technical documents of this competition which meet the requirement of this competition upon technical review, may get the cost compensation fee of RMB700,000 (including tax) paid by host unit of competition.
  The competition candidates whose competition achievements are assessed by experts as invalid proposals will not get cost compensation of competition.
  4. The right to sign of competition proposals belongs to the design institutes, the copyright and subsequent amendment right belong to owner of competition.
  5. All the competition achievements will not be returned.
  IV Signing up
  1. Qualification requirement (must be in compliance with any of the following circumstances, no signing up will be accepted in other circumstance)
  A. Design institute in China mainland
  a. having Class A qualification certificate of urban planning design;
  b. having accomplished at least or been conducting a performance of the same kind of project in the past five years(contractual amount or compensation amount not less than RMB 1 million or the equivalent foreign currency, subject to the medial rate of foreign exchange rate released by Bank of China at the closing date of signing up);
  c. The project manager must be a certified public architect or a certified public planner or have a middle professional title or above.
  B. Abroad design joint ventures
  a. Abroad design institutes have accomplished at least or been conducting a performance of the same kind of project in the past five years(contractual amount or compensation amount not less than RMB 1 million or the equivalent foreign currency, subject to the medial rate of foreign exchange rate released by Bank of China at the closing date of signing up);
  b. Design institute in China mainland must meet the Requirement A at the same time;
  c. must provide a joint venture agreement, and with the design institute in China mainland as the sponsor unit(leading member of joint venture).
  C. Design joint venture in China mainland
  a. where the design institutes in China mainland form a joint venture, the members of which must meet the Requirement A at the same time;
  b. must provide a joint venture agreement.
  2. Method for signing up
  (1)Time: 9:00—12:00am, 2:30-4:30pm May 26-June 16, 2008.
  (2)Venue: Guangzhou Zhengyang Tendering & Procurement Service Center(F/6, Guangren Mansion, No.1 Guangren Road, Guangzhou).
  (3) Deadline date: 4:30pm June 16, 2008
  (4) All the documents for signing up shall be (sent) to the venue for signing up in writing prior to the closing date, and delayed documents will not be accepted. The materials for signing up shall be made out in triplicate (one original, two copies).

  V Other matters:
  1. All the documents and correspondences for this competition shall be written in Chinese, or in both Chinese and English. In case of conflict between the Chinese text and the corresponding English text, the Chinese text shall prevail.
  2. The laws of the People’s Republic of China shall be applicable to this competition program and the documents related to this competition program.
