Bid condition 1.1、本项目 菲律宾帕赛吹填开发项目 已由我司中标，建设资金为 业主付款 。本项目 菲律宾帕赛吹填开发项目供砂工程 具备招标条件，现进行邀请招标，并采用电子化招标投标方式。 1.1 Our company has won the bid for the Pasay Reclamation Development Project in the Philippines, and the construction funds will be paid by the owner. This project, the subcontracting sand supply works for Pasay Reclamation Development Project in the Philippines, is qualified for bidding, and the bidding is now being invited, and the electronic bidding method is adopted. 2、招标工作范围及工程量： 2. Tendering Scope and Quantities of Works 2.1、本项目主体工程内容为通过取砂吹填方式形成A、B、C三个人工岛，总面积约396公顷，本次招标主要施工内容为sandkey的回填、人工岛回填、施工过程每船至少取3个样等。 2.1 The main works of the Project are to form three artificial islands A, B and C by sand extraction and hydraulic reclamation, with a total area of about 396 hectares. The main construction contents of this tendering are backfilling of Sandkey, backfilling of artificial islands, and taking at least three samples from each ship during construction. 2.2、本招标文件的取砂回填量为1000m³，共2个标段，标段1：5000 m³；标段2：5000 m³；每个取砂区的最终取砂量由招标方根据项目现场确定。投标方可按标段根据不同的取砂点进行报价，招标方根据每个标段的报价进行评标决定中标方. 2.2 The amount of sand dredged and backfilled in this bidding document is 10 million cubic meters. Bid 1 and Bid 2 is 5million m³ each； Bidders can make quotations according to different sand taking points. The final sand taking amount of each sand taking area is determined by the tenderee according to the project site. The tenderee will determine the bidder according to the quotation;
3、投标人的合格条件 3. Qualification Requirements for Tenderers 3.1、 投标单位必须是经政府主管部门认可的，持有相应资质证书的施工单位。 3.1 The Tenderer must be a construction organization approved by the competent government department and holding the corresponding qualification certificate. 3.2、 投标人应具有承担类似工程的经验和足够设备、技术力量及能力。 3.2 The Tenderer shall have experience in undertaking similar projects and sufficient equipment, technical force and ability. 3.3、 投标人未受到交通运输、住建、水利等主管部门取消在广州市或工程建设所在地投标的且仍处于有效期的处罚。 3.3 The Tenderer has not been punished by the competent departments of transportation, housing construction, water conservancy, etc. for canceling the bid in Guangzhou or the location of the project construction and it is still in the validity period. 3.4、投标人未被最高人民法院在“信用中国”网站(https://www.creditchina.gov.cn/)或各级信用信息共享平台中列入失信被执行人名单，近三年内投标人或其法定代表人、拟委派的项目经理无行贿犯罪。 3.4 The Tenderer has not been in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (https://www.creditchina.gov.cn/) or credit information sharing platforms at all levels. The Tenderer or his/her legal representative and the project manager to be appointed have no bribery crime in recent three year. 3.5、投标人企业财务状况良好，没有处于企业被接管、破产或关、停、并、转等状态。 3.5 The Tenderer’s enterprise is in good financial condition and is not in the state of being taken over, bankrupt or closed, suspended, merged or transferred. 3.6、 每个投标人只能提交一份投标文件。 3.6 Each Tenderer can submit one tender proposal only. 3.7、投标人应具备承担本工程施工能力，不得转包和再分包。如是联合体投标应附上联合体协议。 3.7 The Tenderer shall have the ability to undertake the construction of the Project, and shall not subcontract or re-subcontract the works. If the tender proposal is submitted in the name of a consortium, a consortium agreement shall be attached. 4、 招标文件的获取 4. Obtaining tendering Document 4.1、 公告时间：2023年 5 月7日15时至2023年5月12日15时。 4.1 Announcement time: 1500HRS May 7, 2023 to 1500HRS May 12, 2023. 4.2 、发售标书时间：2023年 5 月7日15时至2023年5月12日15 时。 4.2 Time for offering tendering document: 1500HRS May 7, 2023 to 1500HRS May 12, 2023. 4.3、 招标文件费用1000元人民币，不开具发票。 4.3 The fee for tendering documents is 1,000 CNY(Chinese Yuan), and no invoice is issued. 4.4 、本次招标不提供纸质招标文件，投标人须登录中交供应链管理系统（网址：http://empm.ccccltd.cn/）报价和上传投标文件（可编辑电子文档和签字盖章版扫描件均须上传），未在投标截止时间前(2023年5月17日15点 )报价和递交完成投标文件的，招标人将不予受理。 4.4 This bidding process will not provide paper bidding documents. Bidders must log in to the China Construction Communication Corporation Cloud Trading Platform (website: https://zj.iccec.cn/) to submit their bids and upload their bid documents (which should include both editable electronic documents and scanned versions of signed and stamped documents). Bidders who fail to submit their bids and complete their bid documents before the bidding deadline（0900hrs May 17 2023） will not be accepted by the tenderer. 4.5 、投标人应将标书费交至以下招标机构指定帐户： 4.5 The Tenderer shall pay the tendering document fee to the designated account : 单位名称：中交广州航道局有限公司 Company name: CCCC GUANGZHOU DREDGING CO., LTD 银行账号：4400 1430 4010 5019 1906 Bank account: 4400 1430 4010 5019 1906 开户行：建设银行广州海珠支行 Bank Name: China Construction Bank, Guangzhou Haizhu Branch 投标人应以公司名义转账，并在汇款凭证上注明“菲律宾帕赛吹填开发项目供砂工程投标，标书费不退”，及时将汇款凭证扫描件发到邮箱（xyfeng7279@foxmail.com，hamlin.liu@dredging-chec.com），此标书费用不提供发票。标书费付款凭证应提前发送至指定邮箱，如因未发送凭证的原因导致投标人未能及时获取标书下载权限的，招标人概不负责。 The Tenderer should transfer the money in the name of its company, and indicate on the remittance voucher "tendering document fee for Sand Supply Works for Pasay Reclamation Development Project, the tendering document fee is non-refundable", and promptly send the scanned copy of the remittance voucher to the mailbox (xyfeng7279@foxmail.com in advance, this tendering document fee does not provide an invoice.
