投标人资质要求:
资格要求： A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照； 如果投标人为境外注册公司，需提供有效的公司登记注册证明。 The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combinedcertificate and business license. The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate. B.HIPPS整撬经第三方颁发（如TUV、Exida、FM或者UL等）SIL3认证证书，投标人承诺交货后两个月内提供 HIPPS整撬第三方（如TUV、Exida、FM或者UL等）Sil3证书。 HIPPS whole skid by the third party issued (such as TUV, Exida, FM or UL, etc.) SIL3 certificate, the bidder undertakes to provide HIPPS whole skid third party (such as TUV, Exida, FM or UL, etc.) Sil3 certificate within two months after delivery. C.HIPPS所使用逻辑解算器须达SIL3等级，投标时须提供逻辑解算器SIL3证书。 HIPPS logic solver used shall reach SIL3 level, the bidding shall provide logic solver SIL3 certificate. D.投标人应为逻辑解算器的制造商或授权集成商，投标时须提供逻辑解算器制造商授权证书。 The bidder shall be the manufacturer or authorized integrator of the logic solver, and shall provide the certificate of authorization of the logic solver manufacturer at the time of bidding. E.HIPPS所使用关断阀须达SIL2级，投标时须提供SIL2认证证书。 HIPPS shut-off valves used shall be up to SIL2 level, and SIL2 certification shall be provided at the time of bidding. F.关断阀执行机构及执行机构电磁阀、执行机构行程开关均需达到SIL3等级,投标时需提供SIL3证书。 Shut-off valve actuator and actuator solenoid valve, actuator travel switch are required to meet the SIL3 level, bidding need to provide SIL3 certificate. G.HIPPS阀门必须至少满足 API 6D 标准要求，并且符合 API 607 或 API6 FA 耐火试验标准，投标人承诺交货时须提供API型式认可证书及有效的符合API 607或API6 FA阀门防火认证证书。 HIPPS valves must at least meet the requirements of API 6D standards and comply with API 607 or API6 FA fire test standards, the bidder undertakes to deliver the API type approval certificate and a valid certificate of compliance with API 607 or API6 FA valve fire certification. H.HIPPS关断阀泄漏等级应满足ISO-5208标准B级要求，投标人承诺交货时须提供船级社第三方证书。 HIPPS shut-off valve leakage level should meet the requirements of ISO-5208 standard class B. The bidder is committed to provide third-party certificates of classification societies at the time of delivery. I.投标人应承诺自行委托国家安全生产监督管理总局海洋石油作业安全办公室(COOOSO) 认可的下列任一家船级社 (ABS, DNV, BV 和 CCS) 对HIPPS整体进行检验并获得检验证书。并将发证机构签发的设计评审报告和检验证书提交买方，投标人承诺交货后两个月内须提供船级社 (ABS, DNV, BV 和 CCS) HIPPS整撬检验证书。 The bidder shall undertake to commission any one of the following Classification Societies (ABS, DNV, BV and CCS) recognized by the Offshore Oil Safety Office (COOOSO) of the State Administration of Work Safety to carry out the inspection of the whole HIPPS and obtain the inspection certificate. The Design Review Report and Inspection Certificate issued by the issuing organization shall be submitted to the buyer, and the bidder undertakes to provide Classification Societies (ABS, DNV, BV and CCS) with the HIPPS whole skid inspection certificate within two months after delivery.
