二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业发展
(b)Qualification requirements to be met to implement government procurement policies:Promoting the development of small and medium-sized enterprises
(c)本项目的特定资格要求：（3）具有水利水电施工总承包三级及其以上资质，且具备有效的安全生产许可证；
（4）投标人拟派项目经理须具有水利水电工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在上海市建筑建材业网站上查询为准。
（5）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（6）本项目仅面向中小企业（含中型、小型、微型企业）采购。
（7）本项目不接受组成联合体(c)Specific qualification requirements for this program:(3) Possesses a Grade III or higher general contracting qualification for water conservancy and hydropower construction, and has a valid production license; (4) The project manager proposed by the bidder must have a Grade II or higher registered constructor qualification in water conservancy and hydropower engineering with a valid safety production assessment certificate, and the project manager must be registered on the Shanghai Construction and Building Materials Industry website. (5) Suppliers who comply with 17 of the "Guiding Opinions on Aligning with International High Standards for Trade and Economic Rules and Promoting Reform of Government Procurement in Pilot" (No. 12, 2024, Shanghai Finance and Procurement) shall not participate in the procurement activities of this project. () This project is exclusively for small and medium-sized enterprises (including medium-sized, small, and micro enterprises). (7) This project does not accept joint bids
