9.1采用现场提交的，需遵守以下规定：供应商应在投标截止时间将投标文件密封送达指定地点，未在规定时间内送达或者未按照采购文件要求密封的投标文件，将予以拒收。供应商的授权代表向采购代理工作人员出示健康绿码、通信行程卡、投标文件递交截止时间前48小时内的核酸检测阴性证明。
9.2采用快递邮寄方式提交的，需遵守以下规定：
9.2.1投标文件必须在递交投标文件截止时间前送达投标文件邮寄地址，采购代理机构工作人员签收邮寄包裹的时间即为投标文件的送达时间，逾期送达的投标文件无效。逾期送达的，后果由供应商自行承担。
9.2.2为确保邮寄包裹能及时送达，供应商应充分预留投标文件邮寄、送达所需要的时间，应选择邮寄运送时间有保障的快递公司寄送投标文件。
9.2.3供应商应按照采购文件要求装订密封好投标文件后，应使用不透明、防水的邮寄袋或箱子再次包裹已密封的投标文件，并在邮寄袋或箱子上粘牢注明项目名称、项目编号、有效的电子邮箱、联系人及联系方式的纸质表格。
9.2.4投标文件邮寄地址：南宁市良庆区云英路15号3号写字楼云之龙咨询集团大厦6楼（云之龙咨询集团有限公司），收件人：王程龙/黎怡瑾，联系电话：18076615611。
9.2.5投标文件邮寄接收时间：自招标公告发布之时起至投标文件递交截止时间止的正常工作时间，正常工作时间是指每天8:00-12:00，15:00-18:00，双休日和法定节假日不接收投标文件。
9.3 邮件形式递交：因疫情防控，无法现场递交或快递邮寄的投标文件，可通过电子邮件形式递交投标文件，投标人可在投标文件递交截止时间前将PDF格式的电子投标文件发送至邮箱：yzlnnfgs@vip.163.com，邮件名称应该为:0817-224GXYLZB023 +投标文件。开标时间过后由招标人读取邮件。邮件附件应包含两个PDF文件:1、开标一览表；2、完整的投标文件。文件应是经过盖章或签字后的扫描件。
注意：投标文件的每一页都应由单位负责人或其授权代表。用姓或首字母签字。
9.Other supplementary notes:
（Instructions for bid submitting during pandemic prevention and control period: On site submission or express delivery or mail is allowed）
9.1 On-site submission：The following provisions shall be observed: the bidder shall seal and deliver the bid documents to the designated place before the deadline for submitting bids. The bid documents not being delivered within the specified time or sealed according to the requirements of the procurement documents will be rejected. The authorized representative of the bidder shall present the health green code, communication itinerary card and the negative certificate of nucleic acid test within 48 hours before the deadline for submitting bids to the staff of the tendering agent.
9.2 Express delivery submission：The following provisions shall be observed:
9.2.1 the bid document must be delivered to the mailing address of the bidding Documents before the deadline for submitting bids. The time when the staff of the tendering agent signs for the mailing package is the delivery time of the bid document. The bid document delivered late is invalid, the bidder shall bear the consequences.
9.2.2 In order to ensure the timely delivery of mailed packages, the bidder shall fully reserve the time required for the mailing and delivery of bid documents, and shall choose an express company with guaranteed mailing and delivery time to send the bid documents.
9.2.3 The bidder shall bind and seal the bid documents according to the requirements of the bidding Documents, and then wrap the sealed bid documents again in an opaque and waterproof mail bag or box, and stick a paper form with project name, project number, valid e-mail address, contact person and contact information on the mail bag or box.

9.2.5 Mailing and Receiving time of bid documents: the normal working hours from the issuance of the bidding announcement to the deadline for submitting bids. The normal working hours refer to 8:00-12:00, 15:00-18:00 every day, and the bid documents will not be received on weekends and legal holidays.
9.3 Submission by mail: If the bid documents from the areas are hard to be submitted on site or sent by express mail because of pandemic prevention and control, the bid documents can be submitted by e-mail. The bidder can send the electronic bid documents （abbreviation for ‘Portable Document Format’，the documents shall be scanned after being sealed or signed.） to the email [the email address：yzlnnfgs@vip.163.com ,the name of the email: 0817-224GXYLZB023 bid document]，before the deadline for submitting bids. After the bid opening time, the tenderee will read the e-mail. The email attachment shall contain two files: 1. Summary Sheet for Bid Opening （abbreviation for ‘Portable Document Format’）; 2. Complete bid documents （abbreviation for ‘Portable Document Format’）.
Note:All pages of the bid, shall be initialed by the person responsible or authorized representatives signing the bid.
