1.招标条件
本招标项目花凉亭灌区“十四五”续建配套与现代化改造工程已由安徽省发展和改革委员
会以关于安徽省花凉亭灌区“十四五”续建配套与现代化改造工程可行性研究报告的批
复(皖发改农经〔2022〕394号)批准建设,建设资金来自财政资金,出资比例为100%,项
目法人为安庆市花凉亭灌区续建配套与节水改造工程建设管理局,招标人为安庆市花凉亭灌区
续建配套与节水改造工程建设管理局,招标代理机构为华春建设工程项目管理有限责任公司。项
目已具备招标条件,现对该项目的施工监理进行公开招标。
2.项目概况与招标范围
2.1项目概况
工程总概况:花凉亭灌区“十四五”续建配套与现代化改造工程范围为太湖、宿松、望江、怀宁等4
个县灌区,设计改造灌溉面积105.83万亩,批准总概算投资66048万元。
工程主要建设内容为:
1、治理渠道42条、总长204.32km,其中总干及干渠共5条总长82.58km,分干渠与支渠37条、总长
121.74km;岸坡护砌、防渗治理及切岭段整治总长152.27km,其中总干及干渠长68.15km、分干渠与支渠
长84.12km;
2、治理泄洪河道16条,清淤疏浚河长23.64km、护砌9.41km;
3、加固、拆除重建与新建渠系建筑物220座,其中进水闸31座、节制闸17座、泄洪闸11座、放水闸
25座、渡槽15座、渠下涵22座、桥梁28座、泵站3座、过路涵及其他建筑物68座;
4、新建堤顶管护道路总长18.76km;
5、拆除重建与加固管理房屋;
6、建设量测水、监控、信息采集设施和软硬件平台等灌区信息化系统等。
2.2项目地点:安庆市太湖、宿松、望江、怀宁县境内
2.3标段划分
花凉亭灌区“十四五”续建配套与现代化改造工程施工监理划分为2个标段:
施工监理Ⅰ标(市直、望江、怀宁片)最高投标限价472万元;标段编号:GC-AQ-2023-021-1。
施工监理Ⅱ标(宿松、太湖片)最高投标限价373万元;标段编号:GC-AQ-2023-021-2。
2.4招标范围及服务期
招标范围:花凉亭灌区“十四五”续建配套与现代化改造工程以及完成该工程所需的措施项目和施
工临时工程等施工期及保修期的监理工作,包括该工程施工过程中相应的水保、环保等监理工作。

监理服务期:自招标人发出开始监理通知至项目缺陷责任期结束止,预计共48个月。
3.投标人资格要求
3.1本次招标要求投标人须具备:
(1)具备水利部颁发的水利工程施工监理专业甲级资质;
(2)近10年内已完成类似项目业绩,类似项目:单个签约合同价150万元及以上水利水电工
程施工监理项目;
(3)总监理工程师取得水利工程监理工程师注册证书(水利工程施工监理专业),具有工程
类高级及以上专业技术职称,具有类似项目业绩(无年限要求);
(4)在人员、设备等方面具有相应的监理能力。
3.2本次招标不接受联合体投标。
3.3各投标人均可就本招标项目上述标段中的2个标段投标,但最多允许中标1个标段。
3.4本次招标实行资格后审,资格审查的具体要求见招标文件。资格后审不合格的投标人投标
文件将被否决。
4.招标文件的获取
4.1投标人可自招标公告发布至投标文件提交截止时间登陆安庆市公共资源交易中心平台
(aqggzy.anqing.gov.cn)点击“新增投标”,并在平台下载招标文件及其他资料(含澄清、
修改、补遗、补充说明等相关资料)。
4.2方式:投标人须登录安庆市公共资源交易中心平台查询、获取招标文件。首次登录须在安徽省
公共资源交易市场主体库http://61.190.70.20/ahggfwptzhutiku/dengludenglu办理入库手续,
办理入库不收取任何费用。安徽省公共资源交易市场主体库使用相关问题(如系统登录、信息

5.投标文件的递交
投标文件递交的截止时间(投标截止时间,下同)为2023年3月7日09时00分,投
标人应在截止时间前通过电子交易系统递交电子投标文件。

7.踏勘现场和投标预备会
招标人不组织踏勘现场,不召开投标预备会。

本次招标公告同时在安徽省公共资源交易监管网暨全国公共资源交易平台(安徽省)
(http://ggzy.ah.gov.cn/)、安徽省招标投标信息网(www.ahtba.org.cn)、安庆市公共资源
交易服务网(http://aqggzy.anqing.gov.cn/)上发布上发布。
9.注意事项
9.1投标文件中提供的业绩所在地须为中华人民共和国境内(不含港澳台地区),否则该业绩不
予认可。
9.2本招标文件中货币币种均为人民币。
9.3本项目开评标实行全流程电子化,开标活动在线完成。开标时投标人不得到达开标现场,
不接受现场解密,实行远程解密和在线询标。各投标人认真学习《安庆新系统投标单位操作手册
v1.0》,务必掌握远程解密方法和在线回复询标方法。
9.4投标人须使用最新版投标文件制作工具,以免造成投标文件制作错误。软件启动时也将进
