	上海宝华国际招标有限公司(以下称招标机构)受宝山钢铁股份有限公司冷轧厂(以下称买方)委托，就其宝钢股份冷轧厂C308机组切换锌铝镁产品及辊涂感应加热器更新改造在线膜厚检测仪设备项目所需的下列货物进行国际公开招标，邀请合格投标人进行网上电子投标。
1.	招标货物名称、数量、技术规格和资金来源：
	1)货物名称：在线膜厚检测仪;
	2)数量：1套;
	3)主要技术参数：1）仪器的校准方式，应该包括三步：离线测量参数的优化，在线安装条件下的标定以及在线安装条件下的测量精度保证。校准方式参照签订的技术协议。 2）能够与现有上位机通讯系统实现双向通讯，与机组L1采用Profibus-DP方式通讯。 3）预留与现有系统的外部接口及拓展功能。 4）测量系统软件 （1） 仪器诊断软件和网络通讯协议，数据再处理功能。 （2） 分析结果报告，结果可转换为其它标准数据格式，可以通过Excel或数据库软件访问。 （3） 具备双向通讯功能：通过仪器控制计算机的串口或网络接口与上位机DP通讯，接收下达的试样代码等信息，至少缓存50条最近下达的电文数据供操作者选择并进行分析；通过仪器控制计算机的串口或网络接口与上位机DP通讯，将任意一条或多条分析结果等数据上传到上位机。 （4） 应用软件版本升级应免费提供升级版本软件，并免费提供升级服务。如应用软件需激活的，一旦应用软件激活，应永久激活。如需重新激活，应无偿提供。投标方应保证用于保护软件的加密产品（如加密锁）终身保修。 5）操作监控站硬件要求（不低于）;
	4)资金来源：自筹资金(现汇项目);
2.	交货地点和交货时间：
	1)交货地点：CIF上海
	2)交货时间：合同签订后7个月FOB

	1)投标条件及资格要求：（1）投标方必须具有独立法人资格，若是以代理商身份参加投标，则该代理商必须为该品牌制造商区域级或行业级资质以上的代理商，且投标时所提供的主要产品应得到相应设备制造商的书面授权。国产品牌不接受代理商投标。 （2）由于项目复杂、技术要求高，任何投标人希望参与本项目的，均应在开标前与招标人联系开展技术交流并签订技术协议（联系人：张烨娜：电话13501970760)，未能签订技术附件的投标人，其投标将被否决。 （3）投标人必须具有在线板材表面连续测量的有机薄膜的膜厚检测仪设备的供货和正常使用业绩。

	Shanghai Baohua International Tendering Co., Ltd.（Hereinafter referred to as Tendering Agency）is commissioned by Baosteel Co.,Ltd Cold Rolling Plant（Hereinafter referred to as tenderer）on international open bidding for the following goods required in Online Film Thickness Detector of the Line C308 Zn-Al-Mg Product Switching and Roller Coating Induction Heating Device Upgrade project of the cold rolling mill and invites eligible bidders to online e-bidding。
1.	The name, quantity, technical specifications and fund sources of goods for tendering：
	1)The name：Online Film Thickness Detector;
	2)Quantity：1 set;
	3)Technical specifications：1) The calibration of the system shall include three steps: optimization of offline measurement parameters, calibration under online installation condition and guarantee of measurement accuracy under online installation condition. Refer to the technical agreement for calibration. 2) It should be able to achieve two-way communication with the existing upper computer communication system, and communicate with L1 with Profibus-DP. 3) External interface and extension functions with existing systems should be reserved. 4) Software for measuring system (1) Meter diagnosis software and network communication protocol, data reprocessing function. (2) Analyze the result report. The results can be converted to other standard data formats and can be accessed through Excel or database software. (3) Two-way communication function: control the serial port or network interface of the computer through instrument for communication with upper computer DP, and receive the information such as the sample code; cache at least 50 recently transmitted message data for operator selection and analyze them; control the serial port or network interface of the computer through the instrument and upload any one or more data such as analysis results to the upper computer. (4) Free upgraded version of software and free upgrade service shall be provided. Once application is activated (if necessary), it shall be permanently activated. Reactivation of application if required shall be provided free of charge. The bidder shall provide lifetime warranty for encryption product (such as encryption lock) which protects the software. 5) Hardware requirement of operation monitoring station (not lower than).;

6.	Sales prices of the tendering document：One complete set of Tendering Documents both in English and Chinese ( electronic version included). The Chinese language shall govern in case of any discrepancy between Chinese language and the English language.
	Sales price is CNY 1000 or USD 125。
	All tendering documents will be sold per bid package (or section). After purchasing the bid, the bidder can download the tendering document and the template of bidding document. The tendering documents sales are non-refundable.

	1)Requirements of Bidder’s qualification：(1) The bidder shall be an independent legal entity. If the bidder is an agent, it shall be an agent with the brand manufacturer's regional or industry-level qualification or above and the main products to be provided shall be licensed by the manufacturer in writing. Bids from agents are unacceptable to domestic brands.
