一、招标条件Tendering Conditions
东非原油外输管道EPC 项目招标人为中石油管道局坦桑尼亚国家公司，项目资金来源已落实。本招标
项目已按要求履行了相关报批及备案等手续，具备招标条件。The project has implemented relevant procedures
according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your
esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.
二、项目概况与招标范围Project Overview and Tendering Scope
2.1 项目概况Project Profile
东非原油外输管道EPC 项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚Tanga 港，总长
1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6 座，
减压站2 座，阀室82 座，电伴热站20 座（与阀室合建17 座，单独建设3 座）。该项目业主为道达尔勘探
开发公司（上游，联络线部分）与道达尔东非中游公司。计划工期为27 个月。
East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends
at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line.
392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms
and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by
Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

Noted：
1.溢短装：保米数交货，单个规格多交不超一支，按实际交货数量进行结算
-0m / +1 Pc Pipe Applicable Random Length For Line Item Pipes . Actual Total Lengths Of The Pipes To Be
Invoiced.
2. 料表为最低供货要求，投标人如有壁厚和材质偏离，须书面提交给招标人确认，未经招标人确认而
直接提出偏离的，招标人有权拒绝。
The material list is the minimum supply requirement. If the bidder has any deviation in wall thickness and
material, you shall submit it in writing to the tenderer for confirmation. If the deviation is directly
proposed without the tenderer's confirmation, the tenderer has the right to refuse.
3. 黑漆裸管交货，无内外防腐要求。
Black painted bare pipes are delivered without internal and external coating requirements.
4. 检验等级Inspection level ：检验等级C Ⅲ/Inspection level C Ⅲ
Inspection level is a general requirement from owner. Vendors shall follow the pipe specification
inspection requirements , such as API 5L,ASTM and etc
2.3 交货地点Delivery place
1.中国投标人CHINESE BIDDERS：
天津港/上海港等主要港口人民币交货价（含13%增值税）
RMB delivery price at major ports such as Tianjin/Shanghai port (Including 13% VAT)
2.国外投标人（非属地）INTERNATIONAL BIDDERS(Outside China bidders)：
CIF 货交坦桑尼亚达累斯萨拉姆港。
SHALL QUOTE CIF DARES SALAAM PORT, TANZANIA USD PRICES.
3.属地投标人：
DDP 坦桑尼亚现场
DDP AT SITE OF Tanzania
2.4 交货期Delivery time
按照项目进度分批交货，供货商提供最短交货期。
Deliver goods in batches according to the project schedule. The supplier shall provide the shortest delivery
time .
三、投标人资格要求Bidder qualification requirement
3.1 本次招标不接受联合体投标。
Bids from joint venture are not accepted.
3.2本项目的投标人须具有独立法人资格，为此项目的专业生产、制造、安装、调试的制造厂商或贸易
商，对其提供的货物和服务负全面责任。如贸易商或代理商参与投标，需提供制造商出具的授权函（非
唯一授权）
The Tenderer shall be a manufacturer or Trader who specified by owner and who possesses independent
legal personality, has independence in law and finance and operates legally and shall take full responsibility
to the goods and service.If the trader or agent participates in the tender, the authorization letter issued by
the manufacturer is required (not the only authorization)
3.3 本次招标要求投标人须提供ISO 相关体系认证（有效ISO9001、ISO14001,ISO18001/ISO45001 证书）
及相关企业资质（包括但不限于营业执照或注册证书等）, 具有与本招标项目相应的供货能力。
The bidders should have ISO 9001 quality assurance system certification and enterprise qualification
(including but not limited to business license or registration certificate, etc.), have the corresponding supply
capacity for this bidding project.
投标人需在投标文件中如实写明中标后该批货物的生产地址，如生产、制造加工基地。当制造地址与
投标人营业执照中的注册地址不同时，需提供生产、制造加工地的资质，并说明企业隶属关系。不接受生
产分包。当投标人为代理商时，应提供制造商的授权证明。
The bidder shall, in your technical or commercial proposal, explicitly listed the Manufacturing site of the
goods if you win the bid. When the manufacturing address is different from the registered address in the bidder's
business license, the qualifications of the production, manufacturing and processing place must be provided, and
the enterprise affiliation must be explained. Production subcontracting is not accepted. When the bidder is an
agent, the manufacturer's authorization certificate should be provided..
3.4 财务要求：
提供3 年度（2021-2023）财务报告，经会计师事务所或审计机构审计的财务会计报表（未完成2023
年财务审计的可提供2020-2022 年的财务审计报告），包括但不限于资产负债表、现金流量表、利润表和财
务情况说明书（或报表附注）的复印件。不存在进入清算程序、被宣告破产或其他丧失履约能力的情形；
成立日期晚于要求年份的，从成立年起计算。
Financial requirement: The bidder should provide financial reports for 3 years(2021-2023), including but not
limited to balance sheets(If the financial audit for 2023 has not been completed, the financial audit report for
2020 to 2022 can be provided), cash flow statements, income statements and financial statements.The reports
should be audited by accounting firms or institutions. The bidder should not be in the situation of bankrupt or
unable to perform the contract; If the date of establishment is later than 2019, it shall be counted from the year of
establishment.
国外投标人和属地投标人：投标阶段，需提供承诺函。
承诺函内容为：技术商务评审合格后，提供近三年经审计的财务报表。
International Bidders and Local Bidders: The Tenderer shall undertake in the bid, once Passed Commercial
and Technical evaluation, to provided audited financial statements for the past three years.
3.5 信誉要求（适用于中国厂家）：Credit requirements(Applicable to Chinese Bidders):
在国家企业信用信息公示系统（http://www.gsxt.gov.cn)、信用中国网站（www.creditchina.gov.cn）未被
列入严重违法失信企业名单或失信被执行人名单。
The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking
enforcement list In the National Enterprise Credit Information Publicity system (http://www.gsxt.gov.cn)and credit
China website (www.creditchina.gov.cn)
3.6 其它要求：
本次招标要求投标人须具有独立法人资格，近3 年内未被管道局及所属单位列入黑名单，并且近3 年
内未与管道局及所属单位有重大合同纠纷或者商业纠纷；能源一号网入网状态应为：“正常”（针对入网企
业）。
This bidding requires bidders to have independent legal personality, have not been blacklisted by the Pipeline
Bureau and its affiliated units in the past 3 years, and have not had major contract disputes or commercial
disputes with the Pipeline Bureau and its affiliated units in the past 3 years; The status of Energy No. 1 network
connection should be "normal" (for connected enterprises).

五、投标文件的递交Submission of Bidding Documents
Bidding documents shall be composed of two components, “Technical proposal” and “Commercial proposal”
1)Main Receive Mode:
The Technical proposal and Commercial proposal shall be submitted to CPP electronic tendering& trading
platform before 9:00 AM (Abu Dhabi Time), 19th Jun, 2024.
2) Standby Receive Mode(Email)：
The Technical proposal shall be submitted to biddingtechnical02@enlinkenergy.com before 9:00 AM (Abu
Dhabi Time), 19th Jun, 2024.
The Commercial proposal shall be submitted to bidcommercial02@enlinkenergy.com before 9:00 AM (Abu
Dhabi Time), 19th Jun, 2024. The Commercial Proposal shall be encrypted. The encrypted password shall be
sent to the email box separately: password@enlinkenergy.com
The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time
of the tendering& trading platform or designated email ID.
