3、投标人资格要求
投标人应具备的资格或业绩：1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），须提供相应证明复印件；2) 投标人必须是制造商或制造商所在集团的制造子公司或销售子公司。如投标人为制造子公司或销售子公司，须提供关系证明材料，证明材料内容应体现投标人与制造商的关系并同时具有投标人及制造商的签字或盖章；本项目不接受代理商投标；3) 本次投标产品的制造商在乙烯装置中至少具有1台膨胀再压缩机组制造业绩。请提供业绩表，并出具销售合同复印件（至少包括关键页及签字页、须能体现装置名称、设备台数）。若投标人投标文件提供的材料不满足上述全部要求，则视为没有业绩；4) 投标人应当提供投标人开户银行在开标日前三个月内开具的资信证明原件或复印件；5) 本项目不接受联合体投标。

3.Qualification Requirements For Bidder
Qualifications or Performance：1）The bidder has a valid business license (domestic bidder)/business license certificate (foreign bidder), and a copy of the corresponding certificate is required.2）The bidder must be a manufacturer or manufacturer's group sales subsidiary or manufacture subsidiary, if bidder who is subsidiary above must provide relationship proven material which must reflect the relationship between bidder and manufacturer and stamp or signature of both bidder and manufacturer; the equipment agent is unaccepted for this bidding;3）The manufacturer of bidding product shall have at least 1 manufacturing performance in ethylene unit of Expander/Re-compressor. Please provide a performance table, and submit a copy of the sales contract (including key page and signature page, which must reflect the name of the plant, reactors quantity). If the materials issued by the bidder do not meet all the above requirements, it will be deemed to have no performance;4）The bidder shall provide the original script or copy script of credit certificate issued by bidder’s account opening bank within three (3) months prior to the bid opening date.5）The consortium will not be accepted.
