2. 交货地点和交货时间：

9. *对投标人的资格要求：

1） 不接受代理商投标；

2）投标人具备整线设备的集成、供货、安装、调试能力；

3） 投标人须具备2019年1月以来有一条以上（含一条）年产能超1500吨的12K-48K碳纤维碳化生产线供货业绩，投标时提供总承包（集成供货安装）合同和投产稳定运行的用户证明文件；

4） 投标人须通过质量管理体系认证；

5）投标人应具有良好的商业信誉，投标时应承诺没有处于被责令停产、接管、破产状态

Delivery time：10 months after the entry into force of the new contract （including the whole line commissioning time）

9. *Requirements of Bidder’s qualification：

1） Do not accept the agent's tender;

2） the bidder has the ability to integrate, supply, install and debug the whole line of Equipment;

3） the bidder must have more than one （including one）12K-48K carbon fiber carbonization production line with an annual production capacity of more than 1,500 tons since January 2019, and provide the general contract （integrated supply and installation） and the user's certificate for stable operation during the tender;

4） the bidder must pass the Quality Management System Certification;

5） The bidder shall have a good business reputation, and promise in the bidding documents that it is not in a state of production suspension, takeover or bankruptcy.

6） Due to the complexity and high technical requirements of the Project, any bidder wishing to participate in this Project shall contact the tenderee for technical communication and conclude the non-disclosure agreement and the technical agreement with the tenderee before the bid opening.
