项目概况：

陵水 25-1 气田开发依托崖城13-1 平台，通过水下生产系统回接至崖城13-1 已建平台进行处理和外输，同时新建崖城13-1 PAP 平台布置新增设备，与崖城13-1AWA 平台栈桥相连。

货物名称：水下安全防卫系统

数量： 1套

主要技术规格要求为：水下安全防卫系统包括AIS天线组合、光电组合测距转台、中控间设备机柜、防爆提升绞车、甲板防爆箱、脐带缆、光电复合缆以及在平台导管架水面以下14米处配置1套蛙人声呐、喊话器、强声驱离装置等水下湿端设备。

交货期：1、水下蛙人探测设备、水下喊话器、强声驱离装置及水下湿端框架交货期：2023年12月20日；2、其余设备交货期：2023年7月25日。

交货地点：山东青岛海工建造场地（国内货物）或 DAP青岛港（进口货物）

2．业绩和资格要求：

1) 水下安全防卫系统须满足以下要求：从 2012 年 1 月 1 日至截标日，以合同签订日期为准，投标人所投产品【产品指：水下图像声呐(用于探测蛙人目标)、水下喊话驱离设备(用于驱离蛙人目标)】应具有在海上油气生产设施或海岸沿线油气处理终端或港口、码头成功运行一年及以上（成功应用起始日期按现场调试报告或用户使用证明或用户验收证明或最终接受证书上体现的运行日期计算）的项目业绩；投标人应提供保证书确保本次项目的产品将在与业绩相同的厂家生产，投标人须提交有效的业绩表和相关证明文件（包括但不限于：1.合同复印件相关章节和2.用户现场调试报告或用户使用证明或用户验收证明）。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称、供货数量、设备所使用的环境、用户现场调试报告（包括调试内容和签署页）或用户使用证明或用户验收证明以及证明文件签署时间。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

2）要求投标人提供的其他资格证明文件：A如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证或在有效期内的三证合一营业执照复印件，并加盖公章；B如果投标人为境外注册公司，需提供有效的公司登记注册证明。

3）供货商应在投标阶段提供电气设备的中国强制性(CCC)认证证书。

4）供货商应在投标阶段提供所有防爆设备提交由中国国内防爆认证机构或 ATEX、 IECEx 颁发的认证证书和防爆检验报告。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

Project overview:

The development of Lingshui 25-1 gas field relies on Yacheng 13-1 platform and is connected to the established platform of Yacheng 13-1 for treatment and external transport through the underwater production system. Meanwhile, new equipment is arranged on the newly built Yacheng 13-1 PAP platform, which is connected with the trekking bridge of Yacheng 13-1AWA platform.

Main technical requirements:underwater security system including AIS antenna combination, combination of photoelectric ranging turntable, equipment cabinets, explosion-proof hoist, deck between central explosion-proof box, umbilical cord line, photoelectric composite spring and the platform jacket 14 meters below the surface configuration 1 set of frogloks sonar, propaganda, by strong noise device and other underwater wet end equipment.

2.Qualification requirements:

1) Underwater safety defense system need to meet below requirements：From January 1, 2012 to the tender closing date, the contract signing date shall prevail.【 bidders to put product is underwater sonar image (for detecting frogman goals), underwater propaganda from equipment (for away from the upcoming target) 】 should have project in the offshore oil and gas production facilities,Oil and gas treatment terminals along the coast, port, wharf run successfully for one year or above (the start date of successful application shall be calculated as the operation date shown in the field commissioning report or user Certificate of use or User acceptance Certificate or Final Acceptance Certificate); The bidder shall provide a guarantee to ensure that the products of this project will be produced in the same manufacturer with the same performance. The bidder shall submit valid performance tables and relevant supporting documents (including but not limited to: 1). Relevant sections in the copy of the contract and 2. User site debugging report or user use certificate or user acceptance certificate). The documentary evidence must at least reflect the following contents: contract signing time, name of goods, quantity of supply, environment used by the equipment, user's on-site commissioning report (including commissioning content and signing page) or user's certificate of use or user's acceptance certificate and when the supporting documents were signed. Failure to submit performance proof documents, or the provided performance proof documents fail to verify the foregoing information, shall be regarded as invalid performance.

2）Other qualification documents required to be provided by the bidder: A if the bidder is a domestic registered company, it is required to provide a valid business license (with independent legal person qualification), general taxpayer certificate / tax registration certificate, organization code certificate or a copy of the three in one business license within the validity period, and affix the official seal; B if the bidder is an overseas registered company, it is required to provide a valid certificate of company registration.
