无锡长三角一体化产学研合作园区总体规划及一期建筑概念方案咨询国际征集资格预审公告PrequalificationAnnouncementofInternationalSolicitationforConsultationonOverallPlanningandPhaseIArchitecturalConceptualSchemeforWuxiYangtzeRiverDeltaIntegrationIndustry-University-ResearchCooperationPark上海国际招标有限公司受无锡惠山城市建设发展集团有限公司（“征集人”）的委托，作为征集代理，就无锡长三角一体化产学研合作园区总体规划及一期建筑概念方案咨询组织开展国际征集活动，欢迎有兴趣参与应征的申请人参加本次征集活动。本次征集将通过公开资格预审的方式从所有申请人中择优选取5名应征人参加征集。EntrustedbyWuxiHuishanUrbanConstructionandDevelopmentGroupCo.,Ltd.(“Sponsor”)astheSolicitationAgency,ShanghaiInternationalTenderingCo.,Ltd.(“SITC”)isorganizingtheInternationalSolicitationforConsultationonOverallPlanningandPhaseIArchitecturalConceptualSchemeforWuxiYangtzeRiverDeltaIntegrationIndustry-University-ResearchCooperationPark(“Project”).SITCwelcomesallApplicantswhoareinterestedinthisProjecttoparticipate.Throughopenprequalification,5applicants(“ShortlistedApplicants”)willbeselectedtoenterthefollowingSolicitationStage.1项目背景ProjectBackground为贯彻落实党的二十大精神，推动长三角一体化发展，夯实教育、科技、人才的基础性、战略性支撑，按照“精诚合作、优势互补、共同发展”的原则，统筹各方资源，强化要素保障，深化产教融合，打造服务国家战略和区域高质量发展的产业科技创新高地，为推进无锡现代化建设提供有力支撑，组织开展本次无锡长三角一体化产学研合作园区总体规划及一期建筑概念方案咨询征集工作。Inordertoimplementthespiritofthe20thCPCNationalCongress,promotetheintegrateddevelopmentoftheYangtzeRiverDelta,consolidatethefundamentalandstrategicsupportforeducation,scienceandtechnologyandtalent,inaccordancewiththeprincipleof"sincerecooperation,complementaryadvantages,andcommondevelopment",coordinateresourcesfromallparties,strengthenfactorprotection,deepentheintegrationofindustryandeducation,tobuildaindustrialandtechnologicalinnovationhighlandthatservesnationalstrategyandregionalhigh-qualitydevelopment,providestrongsupportforpromotingthemodernizationconstructionofWuxi,henceorganizethesolicitationforconsultationonoverallplanningandPhaseIArchitecturalConceptualSchemeforWuxiYangtzeRiverDeltaIntegrationIndustry-University-ResearchCooperationPark.2征集范围和内容ProjectScope本项目位于无锡惠山城铁站区，规划总用地面积约60.58万平方米（约908亩），总建1筑面积35万平方米（含人防地下室面积约3万平方米）。主要功能包括教室、实验实习用房、图书馆、体育馆（室内体育用房）、行政办公用房、活动用房、会议中心、宿舍、食堂、后勤及附属用房、国际交流中心等。成果形式包括文本纸质版及电子版文件、多媒体汇报文件（5-10分钟，应包含2分钟以上方案展示的漫游或动画）、实体模型（1:500）、展板等。本次方案征集的《设计任务书》仅提供给入围的应征人。ThisprojectislocatedintheHuishanUrbanRailwayStationareaofWuxi.Thetotalplannedlandareaisapproximately605.8thousandm2(approximately908acres),withatotalconstructionareaof350thousandm2(includingapproximately30thousandm2ofcivilairdefensebasement).Themainfunctionsincludeclassrooms,laboratories,libraries,gymnasiums(indoorsportsrooms),administrativeoffices,activityrooms,conferencecenters,dormitories,canteens,logisticsandancillarybuildings,internationalexchangecenters,etc.Theformofdeliverablesincludetextbookanditselectronicversionfile,multimediafile(5-10min,includingroamingoranimationsdisplayedinmorethan2min),solidmodel(1:500),displayboard,etc.TheDesignProgramofthisProjectwillbeprovidedtotheShortlistedApplicantsonly.3合格申请人资格条件RequirementsofEligibleApplicants3.1申请人须具有独立承担民事责任的能力，不接受自然人参与应征。AnApplicantmusthavetheabilitytobearcivilliabilityindependently,andtheparticipationofnaturalpersonisnotaccepted.3.2申请人须在其所在国家或地区合法注册，并具有承担本次征集内容相应的经验和能力。AnApplicantmustbelegallyregisteredinitscountryorregionandhavetheexperiencesandabilitiestoundertakethecontentofthisProject.3.3本项目接受联合体。联合体的所有成员均须满足本公告第3.1条和第3.2条的资质要求。联合体的组成以提交的资格预审《申请文件》为准。联合体各方不得再以自己的名义单独参与本次征集，也不得同时加入参与本次征集活动的其他联合体，否则，相关《申请文件》均被否决。联合体成员最多不超过三家。TheConsortiumisacceptedinthisProject.AllmemberoftheConsortiummustmeettherequirementsofArticle3.1andArticle3.2ofthisAnnouncement.ThecompositionoftheconsortiumshallbebasedontheApplicationDocumentsubmitted.AnymemberoftheConsortiumshallneitherindividuallyparticipateinthisSolicitationaloneinitsownname,norconcurrentlyparticipateasamemberofotherConsortia.ThenumberofmembersoftheConsortiumshallnotexceedthree.4《资格预审文件》的获取AcquisitionofPrequalificationDocument4.1凡有意参加本次方案征集活动的潜在申请人，请于2023年12月8日16:00时至2023年12月13日16:00时（北京时间，下同），在上海国际招标有限公司网站（***.*****.***，下同）在线领取《资格预审文件》。2AllpotentialApplicantswhoareinterestedinparticipatinginthisProjectcandownloadthePrequalificationDocumentthroughSITCWebsit***.*****.***)from16:00Dec8th,2023to16:00Dec13th,2023(BeijingTime,samehereinafter).4.2申请人首次使用上海国际招标有限公司网站需完成注册程序。已注册的申请人可使用已获取的供应商登录名和密码登录并从网站采购公告栏的相应公告中进入，点击右上角“领购”按钮下载《资格预审文件》。征集代理不接受没有在上海国际招标有限公司网站上注册和没有《资格预审文件》下载记录的申请人提交的《申请文件》。如申请人为联合体，则联合体中任何一成员在上海国际招标有限公司网站上注册并有《资格预审文件》下载记录即可。ApplicantswhohaveneverusedSITCWebsitebeforeshallfinishtheregistrationprocessfirst.RegisteredApplicantscandownloadthePrequalificationDocumentbyclickingthe“purchase”buttoninthecorrespondingannouncementwebpageonthepurchasebulletinboardofSITCWebsiteafterloggingin.SITCwillnotaccepttheApplicationDocumentssubmittedbytheApplicantswhohavenotregisteredonSITCWebsiteorwhohavenodownloadrecordsofthePrequalificationDocumentonSITCWebsite.TheConsortiumapplicationdocumentshallbeacceptableifanyoneofthemembersoftheConsortiumhasregisteredandhasdownloadrecordoftheprequalificationdocument.4.3申请人成功领取《资格预审文件》并不意味着其资格条件符合要求。申请人是否符合本公告第3条“合格申请人资格条件”由资格预审评审委员会判定。AnApplicant'ssuccessfulacquisitionofthePrequalificationDocum
