1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

4) 信誉要求：

① 2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“信用中国”网站（www.creditchina.gov.cn）或各级信用信息共享平台中未列入失信被执行人名单。

证明材料：投标人需提供“信用中国”（www.creditchina.gov.cn）和“国家企业信用信息公示平台”（http://www.gsxt.gov.cn），截图加盖投标人公章并附在投标文件中。

② 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。

证明材料：投标人须提供承诺函加盖投标人公章。

③ 投标人未被列入中国中化供应商黑名单库（名单以投标截止时间为准）；

5) 财务和经营状况要求：没有处于破产、资产冻结、财产被接管、被责令停业、投标资格被取消等状态，且在2018 年以来财务状况良好，具有足够资产及能力来有效地履行合同。

证明材料（装订在投标文件中）：投标人须提供承诺函加盖投标人公章。

6) 本项目接受制造商或代理商投标。

证明材料（装订在投标文件中）：如为制造商投标，投标人需提供制造商资格声明加盖投标人公章；如为代理商投标，投标人需提供制造商针对本项目的授权证明。

7) 投标人所投产品的制造商具有有效的中华人民共和国国家市场监督管理总局颁发的特种设备制造许可证（压力容器A6或压力管道元件制造许可证，境外制造商的制造许可证应满足标的物进口许可及使用登记许可）。

证明材料（装订在投标文件中）：投标人须提供证书复印件加盖投标人公章；如果投标人所投产品的制造商只能提供压力管道元件制造许可证，制造商必须提供能覆盖标的物型式试验报告。

8) 业绩要求：

投标人所投产品应有EVA/LDPE装置超高压套管式反应器（或换热器），以及IP管道(设计压力≥37.8MPa)系统的供货业绩。

证明材料：投标人须提供业绩表，证明有超高压套管式反应器或换热器，以及IP管道(设计压力≥37.8MPa)系统的制造经验（提供标明型号或位号、用户名称、用户联系人和电话、用户所在地、投用时间、装置规模等信息的业绩表），并出具销售合同关键页（首页及签字页）。若投标人投标文件提供的业绩表及所出具的合同，不满足上述全部要求，则视为没有业绩。

9) 本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2023年12月15日至2023年12月22日在下列地点网上报名和下载招标文件，平台使用及技术支持费为1000元人民币或150美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

4.1报名须知（重要）：

（1）网上报名及下载招标文件：登录中化商务电子招投标平台（e.sinochemitc.com），潜在投标人需先进行网上注册（免费），通过网上支付平台使用及技术支持费，支付成功后，可下载招标文件及增值税电子普通发票。（中化商务电子招投标平台技术支持联系电话：010-86391277）。

（2）在获取招标文件后，投标人需登陆中化能源采购供应链SCM平台（https://scm.sinochem.com）进行注册（免费），在“【平台通知】投标人参与招标项目操作指南”中下载“中化能源投标管家”，并上传标书获取凭证（发票）（务必在获取招标文件截止时间前上传，否则将导致投标人后续无法上传电子投标文件），审核完毕后，需在SCM平台点击标书下载才能进行后续流程，SCM平台技术支持电话：400-818-8227 转 2。

4.2投标须知（重要）：

（1）投标文件（纸质文件+电子文件）须按招标文件要求密封后于投标截止时间前送达或邮寄至开标地点，否则不予接收。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

*3. Qualification and Performance requirements to the bidders:

1) The bidder shall have a valid business license for domestic bidder or business license certificate for foreign bidder.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.

3) The bidder shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

4) Credibility requirements:

① From January 1, 2020 to the present, the domestic bidders must not been listed in the national enterprise credit information public display system or in the business exception list, and not been listed in the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platform at all levels. The list of executed persons in breach of trust.

Supporting materials: The bidder should provide "Credit China" (www.creditchina.gov.cn) and "National Enterprise Credit Information Public Platform" (http://www.gsxt.gov.cn). The screenshot should be stamped with the official seal of the bidder and attached to the bid document.

5) Requirements on financial and operational conditions:

The bidder must not be in the state of bankruptcy, asset freezing, property takeover, ordered to suspend business, or disqualified from bidding, etc., and be in a good financial condition since 2018, and have sufficient assets and ability to fulfill the contract effectively.

6) This project accepts bids from manufacturers or agents.

Supporting materials (bound in the bid document): if the bidder is a manufacturer, the bidder shall provide the manufacturer's qualification statement stamped with the official seal of the bidder; if the bidder is an agent, the bidder shall provide the manufacturer's authorization certificate for this project.

7)The manufacturer of the bidder’s products shall have a valid special equipment manufacturing license issued by the State Administration for Market Regulation of the People's Republic of China (pressure vessel A6 or pressure piping components manufacturing license, the manufacturing license of foreign manufacturer shall be able to satisfy the license of the bidding products import and the use registration).

Supporting materials (bound in the bid document): the bidder must provide a copy of the certificate stamped with the official seal of the bidder; if the manufacturer of the bidder's products can only provide the pressure piping components manufacturing license, the manufacturer must provide a model test report that can cover the bidding products.

8) Performance requirements:

The bidder's products shall have the supply performance of EHP cased reactor (or heat exchanger), and IP piping system (design pressure ≥37.8MPa) in EVA/LDPE plant .

Supporting materials: the bidder must provide performance tables to prove that the manufacturing experience of extra-high-pressure casing reactor or heat exchanger, and IP pipeline (design pressure≥37.8MPa) system (provide performance tables indicating the type or bit number, the user's name, the user's contact person and phone number, the user's location, the time of commissioning, plant capacity, etc.), and the key pages of the sales contract (the first page and the signature page). If the performance table provided in the bidder's bid document and the contract provided cannot meet all the above requirements, it will be regarded as having no performance.

9) The Joint Venture bidding must not be accepted in this bidding project.

The tenderee and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4. Interested bidders can register and download the bidding documents (electronic version) online from 8:30 AM to 17:00 PM (Beijing time) every day from Dec., 15th, 2023 to Dec., 22nd, 2023 (except holidays). The fee for platform use and technical support is RMB 1000 or USD 150. The bidders that did not register and download the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.

4.1 Registration instructions (important):

(1) Online registration and downloading bidding documents: Login to Sinochem Commerce Electronic Bidding Platform (e.sinochemitc.com), potential bidders need to register online first (free of charge), pay the platform use and technical support fee online, and after payment, the bidders can download the bidding documents and VAT electronic ordinary invoice. (2) After obtaining the bidding documents, the bidders need to register (free of charge) on the SCM platform of Sinochem Energy Procurement Supply Chain (https://scm.sinochem.com) and download "[Platform Notice] Operation Guide for Bidders to Participate in Bidding Projects". Sinochem Energy Bid Manager", and upload the bid acquisition certificate (invoice) (must be uploaded before the deadline for obtaining bidding documents, otherwise it will lead to the bidder's inability to upload electronic bid documents), after the audit, the bidders need to click on “[bidding document download]” in SCM platform to carry out the subsequent process, SCM platform technical support telephone: 400-818-8227 ext. 2.

4.2 Bidding instructions (important):

(1) Bid documents (paper documents + electronic documents) must be sealed according to the requirements of the bidding documents and delivered or mailed to the bid opening site before the bid submisson deadline, otherwise the bid documents will not be accepted.

(2) If potential bidders purchased the documents confirm their participation in the bidding, the bidders must go to the home page of SCM collection platform of Sinochem Energy (https://scm.sinochem.com) and complete CA binding according to the prompts before submitting the bidding documents online. Without CA, the bidders will not be able to sign, encrypt and submit the bid documents. After completing the binding of CA, download the bid manager tool (with operation manual) from SCM procurement platform of Sinochem Energy and complete the submission of bid documents through the bid manager, the sign of completion of the whole process is the supplier gets the "bid receipt".

(3) When the electronic version of the document is inconsistent with the paper document, the paper document shall prevail.
