1. 招标条件Tender conditions
斯里兰卡科伦坡港ECT第二期土木工程项目冷藏插座箱物资采购资金已落实，冷藏插座箱物资采购已具备招标采购条件，现进行公开招标。本次公开招标采用在中交集团供应链管理信息系统线上招标的招标方式。请投标人认真核对线上和投标文件报价，保持一致，当出现不一致时，以盖章版投标文件报价为准。
The funds for the procurement of cold receptacle box materials for the Sri Lanka Colombo Port ECT Phase-II Civil works have been implemented, and the procurement of refrigerated socket box and other materials has been qualified for bidding and is now open for bidding. This public tender is conducted by online bidding in CCCC's supply chain management information system. Bidders are requested to carefully check the online and tender document quotations to maintain consistency. In case of inconsistency, the sealed version of the tender document quotation shall prevail.
2.项目概况和招标内容Project overview and tender content
2.1 项目概况：本项目为斯里兰卡科伦坡港ECT第二期土木工程项目，总建设面积60万㎡。Project Overview：The Sri Lanka Colombo Port ECT Phase-II Civil works with a total construction area of 600,000 M2.
2.2 本项目主要工程内容包括供配电系统，照明系统，CCTV系统，通讯、电话网络系统，火警系统。The main works of this project include the power supply and distribution system, lighting system, CCTV system, communication and telephone network system, and fire alarm system.
2.3 本次招标物资：3联装冷藏插座箱（带开关）396套，具体详见物资需求一览。The bidding materials: 396 sets of 3-link refrigerated outlet boxes (with switch), see the list of material requirements for details.
2.4 品牌要求:冷藏插座箱要求选用Kokosha(Japan),ESL,Infinite Power（Malaysia）这3家中的其中一家品牌冷藏插座箱。
Brand requirements; Refrigerated socket box is required to choose one of the three brands of Kokosha(Japan),ESL,Infinite Power (Malaysia).
2.5 本次招标的物资，其质量要符合IEC标准及最佳国际标准，特别是当前发布的 IEE 法规 (BS 7671) 和地方当局的要求。每个插座应完全符合 BS 1363 标准。盒式保险丝应符合 BS 1362 标准，整套冷藏插座箱应提供CE认证。
The quality of the material under this tender is to be in accordance with IEC standards and the best international standards, in particular the currently published IEE regulations (BS 7671) and the requirements of local authorities. Each socket shall be fully compliant with BS 1363. The cassette fuse shall conform to BS 1362 and the complete refrigerated socket box shall be provided with CE marking.
2.6交货地点Place of delivery：East Container Terminal Phase 2 project , Sri Lanka Ports Authority, No 19, Chaithya Road, Colombo 01.
2.7交货日期Delivery date:：2023年9 月15日/ 15 September 2023
2.8技术要求：详见附件《冷藏插座箱技术协议SLLKXM-JSXY-010》

2.9质量要求：Quality Requirements
(1)整套产品最终交付资料：CE认证（英文版）、产品合格证（英文版）、出厂检测报告（英文版）、完工图纸（英文版）、产品资料（英文版）、装箱文件资料清单（中/英文版）
Final delivery data of the whole set of products: CE Certification (English version), Product Qualification Certificate (English version), factory inspection report (English version), finished drawing (English version), product data (English version), packing document list (Chinese/English version)
(2)冷藏插座箱发货前和项目部确认，按项目现场要求供货。
Confirm with project department before delivery, and supply according to project site requirements.
(3)供应商提供的产品及MAR文件必须获得项目业主和监理的认可。
The products and MAR documentation provided by the supplier must be approved by the project owner and the supervisor.
(4)供应商需负责全过程调试及交工验收。
The supplier will be responsible for the full commissioning and delivery acceptance.
(5)质保要求：质保期为项目竣工验收后2年。
The warranty period is 2 years after the completion and acceptance of the project.
3. 投标人资格要求Qualification requirements for bidders
3.1 本次招标要求投标人须具备如下要求：
The tender requires the following requirements of the bidder.
3.1.1营业范围要求：投标人必须在斯里兰卡依法经国家工商、税务机关登记注册、并符合投标项目的生产许可经营范围、能独立承担民事责任、具有独立法人资格的企业，代理商或经销商必须提供生产厂家代理授权书。Business scope requirements: Bidders must be registered in Sri Lanka by the state industrial and commercial and taxation authorities in accordance with the law, and in line with the scope of the production license business of the tender items, can independently assume civil liability, with independent legal personality, agents or distributors must provide the manufacturer's agent authorization letter.
3.1.2生产能力要求：具备为同类工程供应同品牌冷藏插座箱物资的业绩。
Production capacity requirements: Have the same brand of refrigerated socket box supplies for similar projects.
3.1.3财务能力要求：本次招标允许生产厂家或代理商参与投标；投标人具有一定规模和良好的资金财务状况及银行资信。Financial capability requirements: this tender allows manufacturers or agents to participate in the tender; bidders have a certain scale and good financial status of funds and bank credit.
3.1.4质量保证能力要求：报价人应建立有完善的质量管理体系，具有ISO9001质量管理体系认。贸易商自身未有的情况下需提供生产厂家盖章的质量管理体系，并提供同品牌已交付冷藏插座箱的产品合格证书、出厂检验报告、质量证明书等扫描件。Quality assurance capability requirements: The offeror shall establish a perfect quality management system with ISO9001 quality management system certification. 3.1.5供货业绩要求：报价人必须在近三年内有三个及以上的同类工程项目的同品牌冷藏插座箱物资供货业绩并提供证明。Delivery performance requirements: The bidder must have three or more similar projects in the past three years of the same brand of refrigerated socket box supplies supply performance and provide proof.
3.1.6履约信用要求:近3年内没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁。Performance credit requirements:No litigation and arbitration arising from crimes or serious violations related to fraudulent contracts within the last 3 years.
3.1.7技术服务要求：拥有专业化的服务管理团队，人员服务意识及水平处于行业内的领先水平。Technical service requirements: have a professional service management team, with personnel service awareness and level at the leading level in the industry.
3.2本次招标不接受组成联合体投标。This tender will not accept the formation of consortium bids.
3.3单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一包件投标。否则，相关投标均被否决。Different units with the same person in charge of the unit or with controlling or management relationship shall not participate in the same package tender. Otherwise, all relevant bids will be rejected.
3.4投标人须为中交集团供应链管理信息系统（http://ec.ccccltd.cn）注册通过的合格供应商。The bidder shall be a qualified supplier registered in CCCC's Supply Chain Management Information System (http://ec.ccccltd.cn).
3.5 其他要求：Other requirements.
3.5.1 定标后与中标单位签订的采购合同需在收到招标方正式通知后方可生效。
The procurement contract signed with the successful tenderer after the award of the tender shall only be effective upon receipt of formal notification from the tenderer.
3.5.2 供应商提供的产品必须获得项目业主和监理的认可。The products provided by the supplier must be approved by the project owner and the supervisor.
3.5.3 供应商需提供产品的技术文件MAR，以作为评标文件中的技术部分的评分依据。中标单位必须在合同签订后15天内提供MAR文件，30天内完成MAR文件报审并通过业主审批。若中标单位未能按上述要求完成，招标单位有权单方面取消合同且不向中标单位作任何经济补偿。
The supplier is required to provide the technical documentation of the product, MAR, to be used as the basis for scoring the technical part of the tender evaluation document. The successful tenderer must provide the MAR documents within 15 days after the signing of the contract and complete the MAR documents for approval by the owner within 30 days. If the successful tenderer fails to complete the above requirements, the tenderer has the right to unilaterally cancel the contract without any financial compensation to the successful tenderer.

5.投标文件的递交及开标
Presentation of Tender Documents and Opening of Tenders
5.1 电子投标文件递交的时间为： 2023 年5 月 12 日下午 16 时至 2023 年 5 月 18 日下午 16 时。投标人应当通过远程登录中交集团供应链管理信息系统（网址：http://ec.ccccltd.cn）上传，递交时间即为上传成功时间。
The time for submission of electronic tender documents is: 16:00 p.m. on May 12, 2023 to 16:00 p.m. on May 18, 2023. Bidders shall upload the documents by remote logging into the Supply Chain Management Information System of CCCC Group (URL: http://ec.ccccltd.cn), and the submission time is the successful upload time.
5.2逾期未上传成功的投标文件，招标人不予受理。
The bidder shall not accept the bid documents that are not uploaded successfully after the deadline.
