一、招标条件
本法开署贷款腾冲市大盈江流域生态保护和修复示范项目已由项目审批/核准/
备案机关批准,项目资金来源为国有资金6859.36万元;外国政府及企业投资37
500万元;其他资金欧盟赠款95万欧元,招标人为腾冲市水务局。本项目已具备
招标条件,现招标方式为公开招标。
二、项目概况和招标范围
规模:项目拟申请法国开发署贷款5000万欧元(折合人民币37500万元,汇
率按1:7.5计,占总投资的83.20%),项目获得欧盟赠款95万欧元(折合人民币
712万元,占投资的1.58%); 自筹建设期6859.36万元,占总投资的15.22%。
范围:本招标项目划分为9个标段,本次招标为其中的:
(001)第1包总体规划和设计;
三、投标人资格要求
(001第1包总体规划和设计)的投标人资格能力要求:
5.一般要求:
(1)咨询顾问应提供有效的IS09001质量管理体系证书;
(2)咨询顾问如为独立法人实体,须提供营业执照复印件或合法登记复印件,以
证明咨询机构成立时间不少于5年。
6.联合体要求
(1)顾问服务将由一支由中国和国际公司组成的联合体提供。联合体的最大成员
数为:4家;
(2)咨询顾问应以联合体名义或作为联合体的成员方提交一份建议书。如果咨询

被拒绝。子咨询顾问可以同时参与不同的投标。

7.咨询顾问至少需要以下资质:
同时具备以下资质:
①勘察资质:工程勘察综合资质甲级及以上资质;
②设计资质:工程设计综合甲级资质,或同时具有1.水利行业设计甲级及以上
资质;2.建筑行业工程设计甲级及以上资质或建筑行业(建筑工程)专业设计
甲级及以上资质;3.工程设计风景园林工程专项甲级。
8.咨询顾问至少需要以下经验业绩:
(1)2013年1月1日(以合同签订日期为准)以来,完成过至少两项,治理总长
度在20km以上的河道整治工程设计业绩;
(2)2013年1月1日(以证书颁发日期为准)以来,完成过至少两项,具有LEED
认证银级及以上或中国绿建标识二星级及以上或HQE认证良好及以上或同等级的
欧洲绿色建筑认证的建筑设计业绩;
(3)具有使用国际资金项目的经验。
(4)具有以下领域的国际和国内经验:生态恢复,废水和非点源污染管理,环
境教育和根据联合国教科文组织(UNESCO)或国际古迹遗址(ICOMOS)或类似
标准的博物馆经验。
感兴趣的咨询顾问必须提供证明其具备履行这些服务的资格和经验的信息。为
此,应提交近期的和类似服务的书面证明文件,所提供的书面证明文件需体现
工作内容和签订日期,模糊不清的不予认可。

1.腾冲市水务局(以下称为“客户”)已向法国开发署(“AFD³)申请一笔资金
用于“法开署贷款腾冲市大盈江流域生态保护和修复示范项目(第一包:

总体规划和设计)”的支出。客户计划将该笔资金的一部分用于本次刊发的
建议书合同项下的支付。
2. 就如下咨询服务(以下称为“服务”),客户现邀请提交建议书:“第一包
总体规划和设计”。更多具体服务内容详见任务大纲(第七章)。
3.项目目标:项目的最终目标是恢复大盈江的水质,以及恢复其流域的生态平
衡和保护其生物多样性。
4.该项目的实施分为4个任务:

在执行以上任务时需要与第二包:技术服务包的咨询顾问相互合作。
该项下合同规模估计为172.4万欧元。咨询服务将贯穿项目实施期,即2023
年至2029年。

Dear Mr./Ms.
1. The Tengchong Water Authority (hereinafter called"Client")has applied for
financing from Agence Francaise de Developpement("AFD")toward the cost
of Project:Ecological conservation and restoration of the Daying river and its
watershed in Tengchong,Yunnan Province.The Client intends to apply a
portion of the proceeds of this financing to eligible payments under the Contract
for which this Request for Proposals is issued.
2. The Client now invites Proposals to provide the following consulting services
(hereinafter called"Services"):Lot 1:Programming and Design.More details on
the Services are provided in the Terms of Reference (Section VII).
3. Project goal and objectives:The ultimate goal of the project is to restore the
water quality of the Daying River,as well as to restore the ecological balance of
its catchment area and protect its biodiversity.
4. The implementation of the project is divided in 4 Tasks:
·Task 1:Studies and diagnosis required by this lot
Subtask 1.1:Topographic map drawing
Subtask 1.2:Detailed flood assessment study
Subtask 1.3:Other preliminary studies in the Tengchong area
Subtask 1.4:Pollution-level study
·Task 2:Restoration of the ecological status of the Daying river and its
wetlands
Subtask 2.1 River dredging
Subtask 2.2-Renaturation of the river banks with nature-based solutions.
Subtask 2.3-Development of a new sewage interception network
Subtask 2.4-Restoration and protection of Tengchong's major wetlands
Subtask 2.5 Restoration of forest biodiversity and erosion control
·Task 3:Rural development and pollution control
Subtask 3.1.-Establishment and rehabilitation of wastewater filtration
wetlands and oxidation ponds with the latest plant-based water
purification technologies
Subtask 3.2.-Garbage treatment
Subtask 3.3.-Construction of public toilets
Subtask 3.4.-Improvement of living conditions in 10 villages of Daju
community
Subtask 3.5.-Demonstration projects for agricultural nonpoint source
pollution control
·Task 4:Infrastructure for environmental education,water resources and
water quality monitoring,biodiversity monitoring
Subtask 4.1.-Creation of a high environmental value eco-museum and
Botanical Garden in Beihai Wetland
Subtask 4.2.-Creation of an educational garden on the water buffalo and
biodiversity in the city center
Subtask 4.3.-Create a monitoring system for water resources and water
quality.
Subtask 4.4.-Create a biodiversity monitoring and supervision system.
A close coordination with the Lot2-Technical Assistance of the Project will
be required in the implementation of the above-mentioned tasks.
The estimate of the contract size for this Lot is 1.724 million EUR.The
consulting services will run through the project implementation period,i.e.
from 2023 to 2029.
5. General Requirements:
(1)TheConsultant shall be independent legal entities and provide either valid
business licenses or a copies of legal registration,as evidence that they have
been established for no less than 5 years (the date on business license or legal
registration shall prevail).
(2)TheConsultant shall provide valid ISO9001 Quality Management System
Certificate;
6. Joint Venture Requirements:
(1)Services are to be provided by a Joint Venture of Chinese and international
consulting firms.Maximum number of members in the JV shall be:4(four).
(2)The Consultant shall submit only one Proposal,either in its own name or
as a member of a Joint Venture(JV).If a Consultant (including any JV
member)submits or participates in more than one Proposal,those Proposals
shall be all rejected.However,the same Subeonsultant may participate in
several Proposals.
(3)If the Consultant is a JV,the Proposal shall include:
a copy of the JV Agreement entered into by all members,
or
a letter of intent to execute a JV Agreement,signed by all members
together with a copy of the Agreement proposal,
(4)In the absence of this document,the other members will be considered as
Subconsultants.
(5)Experiences and qualifications of Subconsultants are not taken into
account in the evaluation of the Proposal.
7. The Consultant shall have the following qualifications:
(1)Engineering Survey:Comprehensive Qualification for Engineering Survey
Grade A;and
)
(2)Engineering Design:Comprehensive Qualification for Engineering Design,
Grade A
Or①Engineering design Water Conservaney Industry,Grade A;and,
②Engineering design architectural industry,Grade A or;Professional
engineering design in architecture,Grade A;and,
③)Engineering design landseape engineering design special,Grade A;
8. The Consultant shall have the following experiences:
(1)Demonstrated Experience of at least two (2)design contracts in
river improvements project with a total length of more than 20km since
January 1,2013 (subject to the date of signing the contract);
(2)Demonstrated experience of at least two(2)design contracts that
meets the LEED standard silver level or above or the CHINESE
CERTIFICATE OF GREEN BUILDING LABEL two-star level or above
or HQE CERTIFICATION EXCELLENT or above or the same level of
European green building certification standards since January 1 2013
(subject to the date of issuance of Certification);
(3)Demonstrated experience in internationally funded projects.
(4)Demonstrated ability to mobilize international and national best
practices on the following issues:ecological restoration,wastewater
and nonpoint source pollution management,environmental education
and museography according to UNESCO or ICOMOS standards or
equivalent.
lnterested consultants must provide information evidencing that they
are qualified and experienced to perform those Services.For that
purpose,documented evidence of recent and similar services shall be
submitted and reflect the content of the work and the date of signing.
Blurry and unrecognizable documents will not be approved.
