项目概况:流花11-1/4-1油田二次开发项目包含新建一座4腿导管架平台和一艘多点系泊的圆筒型FPSO,坐落于南海东部珠江口盆地水深约300米的海域。本采办包主要内容为系泊系统的聚酯缆、浮筒、连接件。

★交货计划:
国内产品交货要求:
1)聚酯缆要求在合同签订后10.5个月交货到深圳指定地点;
2)浮筒要求在合同签订后10.5个月交货到深圳指定地点;
3)吸力锚D卸扣要求在合同签订后5.5个月交货到深圳指定地点;
其他连接件要求在合同签订后10.5个月交货到深圳指定地点。
国外产品交货要求:
1)聚酯缆要求在合同签订后10.5个月交货到深圳蛇口码头(DAP深圳蛇口码头)(Incoterms 2020);
2)浮筒要求在合同签订后10.5个月交货到深圳蛇口码头(DAP深圳蛇口码头)(Incoterms 2020);
3)吸力锚D卸扣要求在合同签订后5.5个月交货到深圳蛇口码头(DAP深圳蛇口码头)(Incoterms 2020);
其他连接件要求在合同签订后10.5个月交货到深圳蛇口码头(DAP深圳蛇口码头)(Incoterms 2020)。
交货日期最长可接受延长4周。如果交货期超过要求时间4周,则视为非响应性投标而予以否决。
2.资格和业绩要求:
(1) 资格要求
★营业执照:如果投标人为境内注册公司,需提供有效的营业执照(具备独立法人资格)、一般纳税人证明/税务登记证、组织机构代码证复印件,或三证合一,并加盖公章(以上所有证明文件在有效期内);如果投标人为境外注册公司,需提供有效的公司登记注册证明。
★ 资格要求1:投标人应是聚酯缆的制造商(包含同一集团公司下的负责产品销售的公司。如果投标人负责所在集团公司的销售,应提供官方声明和证明材料,证明材料应能够证明投标人与制造商属于同一个集团公司,投标人负责投标产品的销售。),不接受OEM。投标人如为集团公司下的负责产品销售的公司,所提供的业绩产品的生产工厂必须与计划为本项目提供产品的生产的工厂一致。
★ 资格要求2:投标人必须通过ISO9001认证并提供证书复印件。
★联合体:本次招标不允许联合体投标。
★设备证书:投标人应承诺该产品:聚酯缆、浮筒、连接件取得DNV船级社的入级产品证书,并随设备一同交付。
(2) ★业绩要求:
投标人的聚酯缆工厂自2007年1月1日至投标截止日(以合同签订日为准)至少为2个项目的浮式生产设施永久系泊系统提供过整套的系泊系统的聚酯缆业绩;并均已在役满一年。
投标人选择的集成式浮筒工厂自2007年1月1日至投标截止日(以合同签订日为准)至少为2个项目的浮式生产设施永久系泊系统提供过整套的系泊系统的集成式浮筒业绩;并均已在役满一年。
投标人选择的连接件工厂自2007年1月1日至投标截止日(以合同签订日为准)至少为2个项目的浮式生产设施永久系泊系统提供过整套的系泊系统的连接件业绩;并均已在役满一年。
投标人所提交的业绩证明文件必须至少体现以下内容:项目及用户、货物名称、供货数量、使用环境(应用于海上浮式生产设施),设备在役时间(以锚腿海上回接或设施首油时间为在役开始时间)等要求;
投标人须提交业绩表(详见附件E),并提交相关业绩证明文件。业绩证明文件包括但不限于:
1)合同或采购订单的复印件(仅首页,签字页,供货范围);
2)总体布置图(浮筒提供总体布置图,证明为集成式浮筒;其他产品可不提供);
3)产品船级社证书;
4)设备在役时间证明文件。
在役业绩为截止投标日最少在役1年以上,证明文件可以是以下其中之一:1)业主/买方发出的设备投入运行的信函 2)在业界权威机构OFFSHORE MAGZINE发布的全球浮式设施统计表或OTC发布的技术论文里面体现所投业绩设施首油时间或系泊锚腿海上连接时间的文件;3)证明设备投入运行的业主或买方官方网页.
浮式生产设施类型应在上述证明文件中标注出来。
3. 有兴趣的合格投标人可通过以下方式获取招标文件:
从2022年8月1日开始至2022年8月8日止,在中国海油采办业务管理与交易系统(https://buy.cnooc.com.cn/cbjyweb/)购买招标文件(电子版)。投标人须在线填写购买招标文件登记表,并在线支付标书款至指定账户。在线支付成功后,投标人可自行下载招标文件。招标文件每套售价为200元人民币或30美元(收款人:中化建国际招标有限责任公司,收款行名称:INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch,收款人账号:0200000709117000351,收款行SWIFT CODE: ICBKCNBJBJM,收款行地址:No. 237 Wang fu jing Street, Dongcheng District, Beijing, ChinaPR: 100006。),售后不退。未在本系统领购招标文件,不得参加投标。

5.开标时间:定于2022年8月23日10:00时(北京时间)开标。届时请参加投标的代表出席开标仪式。

All cargoes DAP date postpone within 4 weeks is acceptable. The response form will be considered as non-material response to the tender documents and rejected if the delivery date is 4 weeks later than the basic time.
2.Requirements for Qualification and reference of Bidder:
(1)Requirements for Qualification of Bidder:
★Business license:If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate ,or three certificates in one document,shall be provided(all documents within the validity period);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
★ Qualification requirement 1:The bidder shall be the manufacture of Polyester Rope( including the bidder is responsible for sales within the group corporation. If the bidder is responsible for sales within the group corporation, it should provide the statement and official document that the Bidder and the manufacture belong to the same group corporation and the Bidder is responsible for the sale of Polyester Rope. ),OEM not accepted.If the bidder is responsible for sales within the group corporation, the production manufactory of the submitted performance must be the same one which is planned to produce the production for this project.
★Qualification requirement 2:The bidder must provide Copies of bidder’s ISO9001 certificate.
★Joint Venture:Joint Venture is not accepted.
★Equipment certificates:Polyester/Buoy and Connectors shall be classified by the Authorized Certifying Agencies DNV, and obtained Certificate of Compliance from DNV,the Certificate of Compliance shall be issued with the cargo delivere.
(2) ★Requirement for Bidder's reference:
The Bidder's Polyester Rope manufactory shall have supplied 2 projects with complete set Polyester Ropes for floating production facility long term permanent mooring system from 1st of Jan,2007 to bidding date(date of contract). And the reference in serviced at least one year till to bidding date.
The Bidder selected Integrated Buoyancy Element manufactory shall have supplied 2 projects with complete set Integrated Buoyancy Elements for floating production facility long term permanent mooring system from 1st of Jan,2007 to bidding date(date of contract). And the reference in serviced at least one year till to bidding date.
The Bidder selected Connection Accessories manufactory shall have supplied 2 projects with complete set Connection Accessories for floating production facility long term permanent mooring system from 1st of Jan,2007 to bidding date(date of contract). And the reference in serviced at least one year till to bidding date.
NOTE:
The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content showed as follows: project name, end user’s name, equipment package name, quantity, usage circumstance (offshore floating production facilities), in-service time ( The date of mooring leg hooked up or facility first oil is taken as the date of in-service start ) .
The Bidder shall provide Format of Performance Table(refer to attachment: Appendix E) and corresponding documentary evidence, not limit to:
1) copies of sales contract/PO (only front page, signed page, supply scope);
2)General layout drawing;(Provide Buoyancy Element General layout drawing to prove it is Integrated Buoyancy Element. The other production can be not provided General layout drawing );
3) product classification certificate;
4) in-service documents.
The document to show the in-service time can be one of: 1) reference letter from Client/ End user to verify in-service time; 2) public press information to show the time of facility first oil or mooring hook up from offshore petroleum development technology research organization(OTC paper, OFFSHORE MAGZINE poster,and related official website ); 3)Official website of Client/ End user to verify in-service time.
The floating production facility type shall be highlighted in documents.
3.
