1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

（要求详见招标文件第八章《货物需求一览表及技术规格》）
2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。
*3. 对投标人的资质业绩要求：
1) 中国关境内投标人须提供有效的营业执照副本复印件，中国关境外投标人须提供企业经营许可证明文件复印件；
2) 投标人必须在中国关境内至少有1个新建石油化工项目SIS的IO点数在10000点以上的应用业绩（以实体合同或订单为准），且是商业正式发布并连续运行一年以上的合格产品(包括硬件和软件) ，要求合同签订日期在2020年12月31日（含）前。投标人应提供业绩清单、合同和技术协议复印件加盖投标人公章，上述资料如不提供、提供不完整、有虚假信息或评标委员会无法核实，其业绩将不被认可。证明文件应反映控制系统结构、合同项目名称、合同签订日期、供货范围、装置类型及规模、用户名单等；
3) 投标人必须具有有效的ISO9001系列质量管理体系认证证书，所投产品必须通过TUV认证，且控制系统结构为TMR或QMR，需出具相应证书复印件加盖投标人公章；
4) 投标人必须是所投产品制造商或集成商；如为集成商投标，需提供所投产品制造商的唯一授权函或针对本项目的授权函原件或复印件加盖投标人公章并装订在投标文件中；
5) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件；
6) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册；
7) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，并出具相应情况说明；
8) 本项目不接受联合体投标。
注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。
4. 有兴趣的潜在投标人可于2023年3月30日至2023年4月7日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

5. 所有投标文件应于2023年4月20日9:30时（北京时间）之前递交到以下地点，开标仪式定于2023年4月20日9:30时（北京时间）举行，届时请投标人代表出席开标仪式，投标文件递交地点及开标仪式地点：北京市丰台区丽泽路平安幸福中心B座23层会议室。

1. Entrusted by SINOCHEM ENERGY HIGH-TECH CO., LTD. SHANGHAI BRANCH (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following commodity and associated service in the manner of international competitive bidding:

2. Interested Potential bidders may obtain further information and refer to Bidding Documents from Sinochem Commerce Co., Ltd.
*3. Qualification and Performance requirements to the bidders:
1) The bidder shall have an effective Business License (domestic bidders) or Business Registration (foreign bidder), the bidder should provide the corresponding photocopy.
2) The bidder must have at least one new petrochemical project in China with application performance of SIS IO points above 10000 (subject to entity contract or order), and it is a qualified product (including hardware and software) that has been officially released commercially and run continuously for more than one year. The contract is required to be signed before December 31th, 2020 (including). The bidder shall provide the performance list, copies of contracts and technical agreements with the official seal of the bidder. If the above information is not provided, provided incomplete, with false information or cannot be verified by the Bid Evaluation Committee, its performance will not be recognized. The supporting documents shall reflect the structure of the control system, the name of the contract project, the date of signing the contract, the scope of supply, the type and scale of the device, the user list, etc.
3) The bidder must have a valid ISO9001 series quality management system certification certificate, the invested products must pass the TUV certification, and the control system structure is TMR or QMR, the copy of the corresponding certificate shall be issued with the bidder's seal;
4) The bidder must be the manufacturer or integrator of the invested product; If bidding for the integrator, the original or copy of the unique authorization letter of the product manufacturer or the authorization letter for the project shall be affixed with the bidder's official seal and bound in the bidding document;
5) The bidder should provide original document of bank reference letter or copy issued by the bidder’s account banks within 3 months prior to bid opening date.
6) Bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.
7) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise the bid will be rejected.
8) The Joint Venture bidding shall not be accepted in this bidding project.

4. Interested or invited potential bidders may purchase Bidding Documents from Mar., 30th, 2023 to Apr., 7th, 2023 from 09:00AM to 17:00PM (Beijing time) everyday except for weekends and holiday, the price of platform using is RMB 2000 or USD 300 and the payment is non-refundable. Bidders that did not register and download the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.
