简要规则描述：本项目主要涉及合庆镇青三村，西至塘西中心路，东至东川公路，北至合庆沈沙港，南至青三路，区域面积共计49.47亩，实施面积共计45.19亩（具体以实测为准）。建设内容为补植、林地清理、绿化提升以及基础设施建设等。主要补植树种包括：榉树、乌桕、广玉兰、香樟等。植物景观提升主要树种包括：朴树、娜塔栎等，种植地被包括：大布尼狼尾草、金叶石菖蒲、葱兰等。基础设施建设内容包括：黑色沥青道路、景观亭、活动场地、涵管工程、休憩座椅等。
Brief Specification Description:This project mainly involves Qingsan Village in Heqing Town, with a total area of 49.47 acres, including Tangxi Central Road in the west, Dongchuan Road in the east, Shensha Port in Heqing in the north, and Qingsan Road in the south. The implementation area is 45.19 acres (subject to actual measurement). The construction content includes replanting, forest clearing, greening improvement, and infrastructure construction. The main replanting tree species include: elm, Chinese tallow, magnolia, camphor, etc. The main tree species for enhancing plant landscape include: Chinese oak, Nata oak, etc., and the planting areas include: Chinese wolfberry, Acorus calamus, scallion orchid, etc. The infrastructure construction includes: black asphalt roads, landscape pavilions, activity venues, culvert engineering, recreational seating, etc.

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业、监狱企业、残疾人福利性单位发展。

(c)本项目的特定资格要求：（3）施工现场项目管理机构拟派人员配备要求：最低应为4人（含）以上，且需包含园林项目负责人、安全员、质量员、材料员各1名，上述人员须为本市园林绿化企业人员库内人员；
（4）园林绿化施工企业项目负责人须具有《园林绿化施工企业项目负责人质量安全生产考核合格证书》，且无本市在建项目记录，且需具有园林专业中级职称；
（5）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
（6）本项目专门面向中小企业采购；
（7）本项目不接受组成联合体。(c)Specific qualification requirements for this program:(3) The personnel allocation requirements for the construction site project management organization are as follows: the minimum number of personnel should be 4 or more, including 1 person in charge of the landscaping project, 1 safety officer, 1 quality officer, and 1 material officer. The above personnel must be from the personnel pool of the landscaping enterprise in this city; (4) The project leader of a landscaping construction enterprise must hold a "Quality and Safety Production Assessment Certificate for Landscape Construction Enterprise Project Leaders", have no record of ongoing projects in the city, and possess an intermediate professional title in landscaping; (5) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (6) This project
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
